About this file
This document contains a justification and approval for using a brand name item on a federal construction contract opportunity. The U.S. Army Corps of Engineers Louisville District will issue a request for proposal for the renovation of Building 1600 at Scott Air Force Base in Illinois. The project scope includes a complete replacement of all mechanical, electrical, plumbing and communications systems for the 314,000 square foot Air Mobility Command Headquarters facility. The justification approves using fire monitoring equipment from Monaco Enterprises Incorporated due to its proprietary compatibility with the existing base-wide system. No other equipment was found to ensure full integration. The construction contract will be awarded as a firm-fixed-price and is valued between $100-250 million. The period of performance is 1260 calendar days. The solicitation will be publicly posted on SAM.gov and proposals will be evaluated using a best value tradeoff selection process.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.
2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Monaco Enterprises Incorporated (MEI) fire monitoring system, in the firm fixed price construction contract for the Air Mobility Command (AMC) Headquarters Renovation Project at Scott Air Force Base, Illinois. The government will not purchase the fire monitoring system equipment directly, but rather brand name specifications will be included in the design bid build solicitation that will lead to a new firm fixed price (FFP) construction contract. The construction contract is planned to be awarded under a full and open solicitation, using FY21 Air Force Sustainment, Restoration and Modernization (SRM) funding.
3. Description of Supplies/Services: The fire monitoring products selected for use on the AMC Headquarters Renovation project at Scott Air Force Base, Illinois are produced by MEI. The estimated total cost for the equipment is approximately XXXXXXX.
4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Reason for Authority Cited:
a) Background: The Air Mobility Command Headquarters Renovation project at Scott Air Force Base is a wholesale renovation and systems replacement project. The scope of the project will consist of a complete renovation to make the 314,000 SF facility current for all applicable criteria, standards, and codes. The scope includes life safety systems, structural systems, architectural and interior systems, interior power and lighting, emergency / alarm systems, plumbing, HVAC, telecommunications systems, ATFP/Seismic upgrades, server racks, floors, walls / ceilings, toilets, and furnishings.
Work will include providing adequate seismic bracing and protection to the existing steel structure. Replacement of the interior partitions to better the suit the current mission within the facility. Replacement of the existing lighting with a more energy efficient system, and replacement of all conduit that will hold the wiring for all communication lines, security system lines, and fire alarm systems. Installation of a fire suppression system to meet updated codes to include any alarm and mass notification systems. All interior and exterior windows will be replaced along with the interior and exterior doors.
The electrical, HVAC, and plumbing systems will be replaced. Site work will include grading of the site and soil removal to accommodate additional pier foundations being installed. Site electrical utilities will include a primary switchgear, transformer, and grounding system. A generator will be included to ensure emergency power for the facility.
The current facility uses a Monaco monitoring system that ties into the base wide fire monitoring station. The intent is to provide new Monaco equipment to ensure compatibility with the base wide monitoring system.
b) Justification: MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and services currently in use at Scott AFB. These systems are primarily comprised of proprietary software developed by MEI and MEI licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment.
Utilizing Monaco systems, which is primarily comprised of proprietary software developed by MEI and MEI licensed vendors as noted above, is necessary to maintain integrity with the base-wide fire alarm system. The equipment installed must be compatible with the existing Monaco D-21 system at Scott AFB. Currently, no other system is known to be fully compatible with both the technical specifications and the necessary software requirements.
c) Impact: Failure to establish adequate compatibility will result in delayed emergency response times. Scott AFB utilizes a base-wide maintenance contract to maintain these systems and installing a new system would require additional training and the establishment of another service contract at a significant cost to the government.
d) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c).
6. Efforts to Obtain Competition: Technical capabilities of various manufacturers were reviewed for compatibility to the current system. None of the various manufacturers’ equipment would ensure a seamless compatibility with the existing system which currently utilizes Monaco Enterprises Incorporated (MEI) fire monitoring system equipment/software exclusively.
A Notice of Intent to Sole Source was posted on 09 September 2020 on the beta.sam.gov website. To date, no other sources have written to express interest. If prior to issuance of the solicitation, responses are received expressing interest, the justification will be amended.
7. Actions to Increase Competition: Apart from the complete replacement of the current system in its entirety, competition will be limited. This is a finite requirement with no future needs, and therefore there are no actions to increase future competition.
8. Market Research: A technical review and evaluation was conducted of the system requirements for the AMC HQ facility project. As discussed, in paragraph 6 above, only Monaco Enterprises Incorporated (MEI) fire monitoring system equipment/software will ensure seamless compatibility with the existing system.
