W912PM21R0004 AMENDMENT 0004 BIDDER INQUIRY RESPONSES
Make this Change:
SECTION 01 00 04 2.4.1 Services to be Furnished
Strike “Cost Works Online” Replace with: RS Means Online
BIDDER INQUIRIES:
These questions are not all inclusive of the questions submitted, as required through PROJNET. The following inquiries and answers represent answers that directed or resulted in a change to the solicitation as indicated:
1. Inquiry ID: 9126585: Instructions for Tab E states, "Offerors shall include any narratives as it pertains to the requirement at 2.2 to document any teaming arrangement the offeror has or will enter into.", and Tab G states, "Teaming Agreements and Narratives, if applicable. See paragraph 2.2 and 2.3. Note to 8(a)--SBA must approve a joint venture agreement prior to the award of an 8(a) contract on behalf of the joint venture." Both Tab E and G are requiring the same narrative for Teaming Arrangement following Section 2.2 and 2.3 of the RFP requirements. Will the Government confirm that both Tab E and Tab G needs to contain the TA narrative and agreement or clarify if the teaming agreement is only required under one tab?
ANSWER:
The TA narrative and agreement just needs to be captured and submitted under TAB G
At the instructions for TAB E - Section 00 45 00 – Representations and Certifications, STRIKE w/o replacement:
“Offerors shall include any narratives as it pertains to the requirement at 2.2 to document any teaming arrangement the offeror has or will enter into.”
2. Inquiry ID: 9126587: Section 1.4 states, "1.4. Each offeror must submit both a Price Proposal and Technical Proposal, in addition to Past Performance Questionnaires. The Price Proposal, Technical Proposal, and Past Performance Questionnaires must be submitted as separate volumes/files." Then the RFP only requires Volume I (Price) and Volume II (Technical and PPQ). Will the Government clarify if Volumes I and II are to be submitted per combined Volume II with Technical and PPQ or does 1.4 apply and the Government wants three separate volumes?
Only Volumes I and II are required. The Price Proposal, Technical Proposal, and Past Performance Questionnaires are to be submitted, organized and tabbed as directed under Section 3.12 PROPOSAL TABBING REQUIREMENTS. Section
1.4 will be changed under a forth coming amendment (0004) to the solicitation.
In Section 1.4. Strike “The Price Proposal, Technical Proposal, and Past Performance Questionnaires must be submitted as separate volumes/files.”
Replace with “The Price Proposal, Technical Proposal, and Past Performance Questionnaires are to be submitted, organized and tabbed as directed under Section 3.12 PROPOSAL TABBING REQUIREMENTS.”
3. Inquiry ID: 9126590: The release of Amendment 0002 clarified page limits of the total number of Pages for Volume I shall not exceed 150 Pages and Volume II shall not exceed 225 Pages; the offerors submission for Solicitation W912PM21R0004 shall not exceed 375 pages in total. Due to including all documents required in Volume I, e.g. all Amendments, Reps & Certs, Bid Bond, Surety Letter, Financials for the last three years, Annual Reports, etc., plus include all pricing, will the Government consider removal of the page limitations for Volume I? If not, will the Government consider accepting Annual Reports as an Attachment to the Volume submission?
The page limitations have been determined to be reasonable and set for the purposes of an efficient competition.
However, Annual reports can be submitted as an attachment and not counted against page counts.
4. Inquiry ID: 9126592: Will, project/task order amounts, warranty, and completion times be determined by each individual task order?
5. Inquiry ID: 9127868: In the SATOC Bid Schedule A spreadsheet it has the coefficient as a dollar amount and adding into the total. Is the coefficient supposed to be a percentage applied to the cost of each task order?
ANSWER
The coefficient is supposed to be a percentage applied to the cost of the task order. Offerors shall reflect the percentage in the SATOC Bid Schedule A. The line to reflect the coefficient has been moved to the bottom of the bid schedule. A revised SATOC Bid Schedule A will be attached to amendment 0004 of the solicitation.
6. Inquiry ID: 9127874: In document MOTSU RR SATOC A21 W912PM-21-R-0004 there is a schedule B on pages 3, 4 and 5 that is 1 job for each year of the contract. Are the offerors to provide this in our submittal? If so are we to include the totals at the bottom of the SATOC Bid Schedule A spreadsheet for each year? Or do we only provide the price schedules provided in the excel format?
Strike without replacement the Schedule included in MOTSU RR SATOC A21 W912PM-21-R-0004. Use the excel spreadsheets for submitting the SATOC Bid Schedule and the SATOC Seed Project Bid Schedule.
7. Inquiry ID: 9127879: In document MOTSU SOW Rail SATOC SEED Project RTA there are two tables for the seed project. The first includes Total Proposed Fee at the bottom and the second (Cost Breakdown (General Construction)) includes Field Office Overhead, Home Office OH, Profit and Total Proposed Fee. In the bottom of the SATOC SEED Project Bid Schedule B spreadsheet, there is neither one of these from the PDF document. Will the Government provide a revised Bid Schedule A spreadsheet to include what detail the Government wants the offeror to provide within the spreadsheet for submittal?
In document MOTSU SOW Rail SATOC SEED Project RTA there are two tables for the seed project. Strike without replacement the two tables for the seed project.
Attachment MOTSU SOW Rail SATOC SEED Project AMDT004
In amendment 0004 to the solicitation the SATOC SEED Project Bid Schedule B spreadsheet has been revised for clarity regarding the submission of the seed project. The spreadsheet is to be used for submittal.
8. Inquiry ID: 9127884: In paragraph 15.1 under Phase 2 – Price it states "Offerors shall apply their proposed coefficient for the 'base' period to this project as proposed in Schedule A". Within the PDF SEED Project price schedule (2nd table) in document MOTSU SOW Rail SATOC SEED Project RTA, there is not a line item for the coefficient to be applied but instead has a breakout of the costs for Field Office Overhead, Home Office OH, Profit and Total Proposed Fee which is what would be within the coefficient. Additional the SATOC SEED Project Bid Schedule B spreadsheet does not include any line items for either the items from the PDF or for the coefficient to be applied. Will the Government provide more clarification and/or a revised SATOC SEED Project Bid Schedule B spreadsheet that includes any additional costs at the bottom of the table to be provided in our price submittal?
See revised Seed project Bid schedule attached to amendment 0004
9. Inquiry ID: 9127914: In Amendment 0001, the Government clarified any mention of sub-factor 3 is an administrative error. Pg. 25 of the RFP mentions sub-factor 3 and then lists requirements, e.g. 10 point, Times New Roman (or similar) font, formatted on 8.5 x 11 in document, standard one (1) inch margins and single spaced. The submission shall not exceed five (5) pages in length. Letter size and spacing requirements for illustrations and tables can be at the discretion of the offeror but must be easily readable. Fold-outs will be counted as the appropriate number of pages based on an 8 ½ X 11" sheet of paper. Will the Government clarify if these requirements still apply to a different sub-factor or confirm the deletion of Sects entirety?
Reference to sub-factor 3 is an administrative error, however the formatting requirements in Section 2.4 pertain to Factor 1, Sub-Factor 1 Management Approach and Factor 1, Sub-Factor 2 Technical Solutions.
Under amendment 0004 to the solicitation, in section 2.4 strike sub-factor 3 and replace with sub-factors 1 and 2.
10. Inquiry ID: 9128532: Amendment 0002 clarified page limits for Factor 2 to "Factor 2: Past Performance/Past Experience – Limited to 25 pages total, inclusive of completed Attachments 1-3, Past Experience, Past Performance Summary, and Past Performance respectively, for all submitted projects. The number of projects submitted is limited to no fewer than three (3) and no more than five (5) projects. Individual project Past Performance/Performance submissions shall not exceed five (5) pages per project. Government evaluators will review and evaluate only the information contained on the first five (5) pages each project." The Government provided PPQ, once filled out by customer, will be minimum of four (4) pages. Thus leaving the Offeror only one page for Attachment 1 and 2 for each project. RFP Section 6.1.2 states that the total length for each project data sheet (i.e. Experience Information Form) shall not exceed two (2) pages.
Will the Government consider upping the limit of pages in this section to a minimum of seven (7) pages per project submitted? This would allow the Offeror to provide Attachment 1 (1 page in length), Attachment 2 (max 2 pages in length), and Attachment 3 (minimum of 4 pages in length).
PPQ's will not be included in the page count however, the 5 page maximum per project remains unchanged.
11. Inquiry ID: 9129404: Section 2.1, pg. 17, states "All executed teaming arrangements shall be submitted under Volume 1, Tab D." Section 2.2, pg. 17, in regard to teaming arrangement, states "Any narrative provided should be incorporated into the Offeror's proposal at Volume 1, Tab E." Tab D requirements on page 20 reflect to include only Proposal Adequacy Checklist and not Teaming arrangement. Tab E requires to include any narrative pertaining to section 2.2, teaming arrangement. Tab G requires teaming arrangement and narrative. Will the Government please clarify which Tab or Tabs (if wanting in multiple locations) the teaming arrangement and narrative should fall under?
Teaming arrangements shall be submitted under Volume I Tab E.
In Section 2.1, strike, "All executed teaming arrangements shall be submitted under Volume 1, Tab D..." and replace with "All executed teaming arrangements shall be submitted under Volume 1, Tab E".
