1) Description of Work: Furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform service and repair of deficient rail and associated appurtenances at MOTSU as itemized in ERDC Inspection Report Spreadsheet, Priorities #1-#18. All work shall be performed in accordance with the contract specifications, manufacturer’s recommendations, state codes, UFC 4-860-03 Railroad Track Maintenance and Safety Standards (latest edition), UFC 4-860-01FA Railroad Design and Rehabilitation (latest edition), American Railway Engineering and Maintenance-of- Way Association (AREMA) Manual for Railway Engineering (MRE) (latest edition), AR 420-1 Army Facilities Management, and Manual of Uniform Traffic Control Devices (MUTCD) (latest edition). Reference North Carolina Department of Transportation (NCDOT), and American Society for Testing and Materials (ASTM) requirements for construction and testing of materials.

Construction of MOTSU Rail Repairs and Annual Maintenance:

There is approximately 120 miles of jointed track in the railroad network at MOTSU.

In August 2020, U.S. Army Engineer Research and Development Center (ERDC) personnel conducted a detailed track inspection of the rail network for deficiencies.

Along with the detailed track inspection, an internal flaw analysis was accomplished with a hi-rail truck with an ultrasonic testing unit. The ultrasonic testing unit detects the following types of defects: (1) rail head defects and rail web defects inside and outside the joint bar area; (2) centrally located transverse defects in the rail head and elsewhere in the rail; (3) bolt hole cracks; (4) head and web separations; (5) vertical/longitudinal defects in the head or web; (6) torch cut bold holes; and (7) torch cut rail ends. A summary and results of ERDC’s inspection (Priorities #1-#18) can be found in Enclosure 4.

The scope of this Task Order is to repair defects identified in ERDC’s inspection report spreadsheet (Enclosure 4) for Priorities #1-#18. The Order of Work shall follow the Order of Priority as designated in Enclosure 4. All work shall be in accordance with UFC, AREMA, MUTCD and project specifications. Where differences in manuals/references occur, the stricter shall be used. The Contractor shall maintain an inventory of all work proposed and completed in. The type of construction may consist of but not be limited to the following components:

Along the mainline, there is an existing 175-foot federal easement for rail. Limit of disturbance (to include equipment mobilization and material storage) shall not extend beyond the federal right of way.

See Enclosure 5.

Period of Performance is as follows: 365 Days

Additional Notes:

• The Contractor shall operate in accordance with Department of the Army Technical Manual 4-14.21 (Rail Safety). A copy is included in Enclosure 7.

Excerpt Chapter 4: On-track safety training will be conducted annually for all U.S.

Army MOW (Maintenance of Way) personnel. Personnel who are required to provide protection for themselves or others will be GCOR (General Code of Operating Rules) and Army rail safety rules qualified annually. The personnel must be familiar with the installation's operations and track layout.

All MOW contractors working on or around tracks on the installation, who do not have the appropriate qualifications, or whose qualifications have lapsed, will be accompanied by a GCOR and Army rail safety rules qualified pilot. The pilot must be familiar with the installation's operations and track layout.

• For rail to be replaced, the intent is to replace in kind with the same weight and profile. If the same weight and profile is not available, the closest weight and profile shall be used to avoid elevation issues with adjacent rail. The Contractor shall provide proper transitions (transition rail weight changes less than or equal to 15# difference and transition length greater than or equal to 33-feet) and compromise joints when joining rails of different weights and profiles. Compromise joints used shall be inventoried. If the difference between existing rail weight and available rail weight is greater than 15# (one transition plus compromise joints), Government approval is required.

• Any damage to the crossing signals to include all wiring, bonding wires and any other parts is the responsibility of the contractor to fix.

• Stored materials shall be kept dry and kept in an orderly fashion in an area designated by the COR.

• Contractor shall dispose of all removed rail components (including but not limited to metal tracks, spikes, and connectors, cross ties, and ballast) and other construction waste materials off post. The Contractor shall transport such materials to an appropriate recycling location to the maximum extent possible. The Contractor shall submit to the COR on a monthly basis written receipts showing the date, location, and recipient of all such removed materials. Monthly, Contractor shall submit receipts of any disposal transactions electronically through the Resident Management System (RMS) with corresponding DD1354.

• The Contractor is responsible for conducting the required or necessary environmental assessments and compliance, and determining and funding any necessary compliance, restoration, or remediation that could have been reasonably anticipated at the time the project was approved. This includes any permit requirements and disposal of all waste and discarded materials, including potentially toxic or hazardous materials, in an environmentally safe manner.

• The Contractor shall maintain the free flow of traffic during railroad track maintenance through the use of traffic control methods or devices, including flagmen, traffic cones, detour signs, signal devices, and flashers.

• All Mainline Track construction work associated with the task order scope of work shall be planned, executed, and coordinated with MOTSU through the COR to permit weekly railroad operations along the Mainline Track. The following non-work days and periods shall be taken into consideration by the Contractor in scheduling and executing the task order scope of work:

o Weekly Non-work Day: The Contractor can expect one (1) business day per week of non-work in order to permit Mainline Track operations. The reoccurring weekly non-work day will be determined by MOTSU Directorate of Public Works prior to commencement of construction and communicated to the Contractor through the COR. At the Government’s discretion, the non-work day may change at any point during the performance period of the task order. The Contractor will be notified by the COR at least five (5) business days in advance of any change to the Weekly Non-work Day.

o Extended Non-work Period: The Contractor can expect, on average, an Extended Non-work Period of one (1) calendar week every three (3) months. Notification to the Contractor of an Extended Non-work Period will be provided to the Contractor by the COR at least five (5) business days in advance of the start of the Extended Non-work Period.
