About this file
This is Amendment 0002 to a Request for Proposal (RFP) for a Job Order Contract (JOC) for construction and facility maintenance services at United States Army Garrison Italy (USAG-I), specifically supporting the Directorate of Public Works at Vicenza and Livorno installations.
The amendment extends the proposal due date from April 20, 2026 to April 27, 2026 at 03:00 PM CET and provides official responses to 17 questions submitted by prospective offerors. Key clarifications include: attachment formats will remain in PDF only; a brief corporate experience narrative (maximum 2 pages) is permitted within Volume I's 15-page limit; organizational charts and key personnel resumes are required as part of the Management Approach but resumes are excluded from the 15-page limit for Volume II; letters of commitment from subcontractors are also excluded from page limits; a QA/QC management approach is mandatory; and cover letters and tables of contents are required for submission validity. Regarding Italian compliance requirements, the amendment confirms that a formal Anti-Mafia Self-Declaration accompanied by a valid DURC is acceptable, updates SOA certification references to Legislative Decree No. 36/2023 (replacing outdated references to No. 163/2006), and clarifies Anti-Mafia certification requirements. The proposal consists of four volumes: Corporate Experience (15 pages), Management Approach (15 pages), Past Performance (5 pages), and Price Coefficients with certifications (no page limit). Offerors must submit 3-5 recent and relevant projects ($40K-$750K value range) demonstrating experience in building renovations, civil works, environmental projects, or utility systems. Proposals are submitted electronically via email; hand-carried or mailed submissions are not authorized. All offerors must possess specified Società Organismi D'Attestazione (S.O.A.) certifications, maintain active SAM registration with NATO CAGE codes for non-U.S. entities, comply with Italian Anti-Mafia Law 646, and provide past performance data via CPARS reports or Past Performance Questionnaires. 7. Question: Relevancy Rating - Past Performance Areas
Regarding the Past Performance evaluation factor, will projects performed within USAG Vicenza and Livorno receive a higher relevancy rating compared to projects performed elsewhere in Italy?
Additionally, if an Offeror includes a project performed at another U.S. installation in Italy (e.g., Aviano Air Base) to demonstrate experience supporting multiple U.S. Government locations, will such projects be considered of similar relevancy, or will geographic proximity to USAG Vicenza /Livorno be a determining factor in the evaluation?
Answer: The evaluation criteria for Relevancy are defined in Section M.4.2. The Government will not provide higher relevancy ratings based solely on geographic proximity to USAG Vicenza /Livorno or for projects performed specifically for military entities, provided the project meets the relevancy definitions in Section M.4.2(b).
8. Question: Relevancy Rating - Past Performance Evaluations
With respect to the evaluation of past performance relevancy for Volume III, does the Government place greater emphasis on past performance for projects performed for military installations in Italy that host U.S. forces? Specifically, given that one of the primary challenges of contract execution in this environment is compliance with Host Nation regulations, Italian military requirements, and U.
S. technical standards, will projects demonstrating experience and relevant past performance in these combined regulatory and operational conditions be considered more relevant than projects performed for non-military entities? We seek clarification on whether such experience will be weighted more heavily in the relevancy determination. Thank you.

For the Management Approach factor, due to the complexity of the requirements in Section L and the evaluation rates in section M, from the point of view of the requestor, 15 pages are not sufficient to develop a clear, wide and exhaustive proposal.
