About this file

This document is a Standard Form 30 (SF-30) Amendment to a Job Order Contract (JOC) solicitation for construction and maintenance services to be performed in Italy. The amendment, effective March 23, 2026, extends the proposal response due date from April 8, 2026 to April 20, 2026 and incorporates several modifications to contract terms, clauses, and administrative procedures. The solicitation is issued by the U.S. Army's Regional Contracting Office in Vicenza (RCO-V) for the U.S. Army Garrison Italy (USAG-I) Directorate of Public Works. The contract type is a firm fixed-price single IDIQ (indefinite delivery/indefinite quantity) contract with an anticipated ordering period from May 15, 2026 through May 14, 2031, with a provision allowing contractors to complete task orders issued up to five years after JOC award.

Key modifications include updates to tax exemption clauses specific to Italy (IVA tax treatment per Article 72 of Decree Law 633), revision of contract administration and payment procedures requiring submission of DURC (Documento Unico di Regolarita Contributiva) documentation and subcontractor payment verification, and incorporation of Wide Area Workflow (WAWF) electronic invoicing requirements with specified routing codes. The amendment updates pricing and ordering clauses, establishes minimum order thresholds of €5,000 and maximum single-item order limits of €2,000,000, and modifies evaluation factors to assess proposals based on four factors: Corporate Experience (15 pages), Management Approach (15 pages), Past Performance (5 pages), and Price Coefficients (no page limit). Offerors must submit coefficients for regular hours work, other than regular working hours, and non-pre-priced items to be applied against the Unit Price Book Europe. The Government reserves the right to award based on initial proposals without discussion, and a pre-proposal conference is scheduled for March 26, 2026 in Vicenza, Italy.

The cost of iron and steel is the cost of the iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the product and a good faith estimate of the cost of iron or steel components excluding COTS fasteners.
