Questions and Answers:
1. Q: Is a physical presence at the Service Orders Desk required 24/7?
R: No, as long as the answering service is guaranteed 24/7.
2. Q: Does the Service Order Desk have to be a landline number?
R: The Service Order Desk has two landline numbers.
3. Q: What are the access procedures to the Housing Units on Villaggio and on the Government Leased Housing?
R: The contractor will get an installation pass for access to the Villaggio. Access to the Government Leased Housing does not require any passes. However, access always needs to be coordinated with the occupants.
4. Q: “U-DO-IT Center”: Does the Government own the material there?
A: The “durable” materials (lawn mowers, weed whackers, etc.) are owned, maintained and fixed by the Government, and the Contractor retains the management of them. The “consumable” materials, instead, have to be purchased, managed and kept in stock by the Contractor.
5. Q: What are the main changes from the previous contract?
A: The main changes are two:
1. Establish the use of an electronic tracking system to manage the U-DO-IT Center and the maintenance and work orders reports, in lieu of management on paper.
2. Reimburse the Contractor for the consumable materials of the U-Do-IT Center, on the basis of what was actually consumed by the occupants, in lieu of a fixed monthly amount paid to the Contractor.
6. Q: When will the Solicitation be posted?
A: It will tentatively be posted around the middle of April.
7. Q: When will the new contract begin?
A: The Period of Performance for the new contract will begin on 01 September 2017, if the awardee is the incumbent. If the awardee is a new contractor, a 30 day phase-in period will be provided from 01 August 2017 to 31 August 2017, and the Period of Performance of the contract will be adjusted accordingly, not to exceed 12 months for the base year.
8. Q: Do you require a specific software database like the one used by the NAVY (MAXIMO)?
A: No; we only require that the software be web-based and meets the salient characteristics stated in the solicitation.
9. Q: Will you be using Trade Off as an evaluation method?
A: No, we will be using the Lowest Price Technically Acceptable method (LPTA).
10. Q: Besides reasonableness, price also have to realistic. How do you make sure that price is realistic?
A: Competition itself establishes the “realism” of the prices. Also, the lowest priced will be compared to the Independent Government Estimate.
11. Q: In case of an unscheduled service call, the time spent during the site visit to diagnose the problem can also be included and charged in the estimate?
A: No, the estimate must include only the actual time spent performing the repair service.
12. Q: Will the awardee be subject to the current Italian Law (Art. 4 of “CCNL Multiservizi”) that regulates the hiring of personnel from the incumbent to the new contractor?
A. Yes, the Italian Law (Art. 4 of CCNL Multiservizi) applies to this acquisition.
