NOTE TO OFFERORS:

QUESTIONS AND ANSWERS

Q1. Reference paragraph 1.16.5 “Health Certificates” refers to obtaining certificates from the Public Health Authorities for all personnel employed by the contractor. This is in conflict with Italian Privacy Laws (d.lgs.

196/03, Provvedimento Garante della Privacy 23 novembre 2006, Vademecum Garante Privacy 24 aprile 2015).

R1: Paragraph 1.16.5 has been removed in its entirety. Addendum to 52.212-1 and Basis for Award have been amended accordingly.

Q2. “Reference the Schedule CLIN 0013 and PWS Paragraph 1.25 (page 159): Phase In. CLIN 0013 annotates “This is an ordering CLIN to cover a new contractor's 30 day phase-in period” and Paragraph 1.25 indicates that Phase In is only for a “New Contractor’s” transition. Phase in operations include more than just a transition of the “New Contractor” to the Contract. It includes preparation to meet all new requirements in addition to the old, in order to be fully operational at the Contract’s full performance start. The Performance Work Statement requirements incorporated in the current solicitation differs from the ones included under the existing Army Family Housing Contract.

How can the Government exclude any bidder (incumbent or otherwise) from submitting phase in cost and pricing associated with its preparation to meet any and all new Contract requirements on day one of full performance? Please confirm that the Government will not exclude any bidder from identifying costs and pricing associated with its Phase in efforts.

R2: The Government will not exclude any bidder from identifying costs and pricing associated with Phase-in efforts.

Q3. Under SECTION C.3 at page 64 of 188: “Government Furnished Property (GFP) means property in the possession of, or directly acquired by the Government and subsequently furnished to the Contractor for performance of the contract.”

Would you list which property and facilities this section refers to?

R3. Section C-3. of the PWS is inserted in compliance with FAR 45.107(a)(1)(i). Property and facilities provided to the contractor are identified in the PWS.

Q4. Under SECTION C.3 Introduction page 63 of 188 the statement: “The Contractor shall not use GP or services for any other purpose than the execution of work under this contract.” is in conflict with paragraph

1.1 “GENERAL” where it is stated that all management, supervision, personnel, supplies, materials, equipment, vehicles and services necessary to perform this contract should be provided by the Contractor.

Could you clarify?

R4: In case the Government provides any GFP during the life of the contract, the contractor shall not use it for any purpose other than the execution of the services required under this contract..

Q5. Please confirm that the Property Control System mentioned at page 63 of 188 SECTION C.3 Introduction does not need to be in writing, what equipment is it referring to?

R5: The requirement to submit a Property Control Plan (not a Property Control System) has been added to Addendum to 52.212-1, Subfactor 1, Management Approach, paragraph e), for evaluation purposes. The equipment refers to the Contractor Acquired Property for performing the services required by this contract.

An offeror’s Property Control System need not be submitted for the purposes of this solicitation.

Q6. Reference page 109 of 188 under paragraph 5.6.9.4.3. PEST CONTROL REQUIRED SERVICES and its related subparagraphs, the following services are listed: Plant Pest and Diseases Control (5.6.9.4.3.2), Occasional Invaders Control (5.6.9.4.3.7), and Removal of Carcasses (5.6.9.4.3.8).

Where should these services be priced?

R6: Pricing for any requirement in the PWS without a stand-alone CLIN shall be included in the CLINs for Fixed Price services.

Q7. Reference Exhibit A, Items A002, A102, A202 “Pest Control, Maintenance and Inspections of bait Stations for Rodent Control (PWS Para 5.6.9.4.3.1)” the yearly estimated quantity is 600. PWS page 109 of 188 in paragraph 5.6.9.4.3.1.4 stipulates that this service is to be provided on a MONHTLY basis.

In TE-05 the total number of boxes indicated is 204. 204 boxes x 12 months is equal to 2,424.

The estimated quantity does not match the requirement. Please clarify.

R7: See updated quantities in Exhibit A, CLINS A002, A102 and A202.

Q8. Reference PWS paragraph 5.6.6.15. Fire Extinguishers on page 92 of 188. The frequency of the maintenance inspection for extinguishers indicates a twice a year inspection and an 18 month inspection.

Please clarify.

R8: See amended Paragraph 5.6.6.15 of the PWS.

Q9. Reference page 123 of 188 paragraph 5.8.7 U-DO-IT Center Durable Equipment refers to “All durable materials (see Appendix 5) shall be provided as a part of the Firm Fixed Price under CLIN 0011……The Contractor shall be issued a large amount of durable equipment associated with the operation of the U-DO-IT Center. The contractor will be responsible for maintaining the durable equipment in the same general condition as when received.” And at paragraph 5.8.7.1 Durable equipment “(it) includes lawn mowers, grass trimmers, roto-tillers, electric drills, electric saws, hand tools, garden tools, and other items.”

Appendix 5 does contain a list of durable material, but there is no list of Durable Equipment in Attachment 5.

Please provide.

R9: Appendix 5 has been amended to include Durable Equipment.

Q10. Reference page 123 of 188 paragraph 5.8.7.1 “Durable Equipment” refers to customers allowed to pick up Durable Equipment form the U DO IT: “(…) residents of Villaggio and LH for various (…) projects.”

Private Rental tenants are not mentioned. Can you clarify whether Private Rentals are U-DO-IT CENTER authorized users? If yes, could you provide the total number of Private Rental Units that we must service?

R10: Private Rental tenants are not authorized users of the U-DO-IT Center. See PWS, paragraph 5.8.4.

Q11. Reference page 51 of 188 paragraph 1.9.2. After Hours Service Call Reception Hours and Appendix 4. PWS paragraph 1.9.2 states: “Service calls for emergencies will be accepted and responded to 24 hours a day, 7 days a week, including American and Italian holidays. The contractor will receive requests for service at Ederle, Del Din, ASP7, Longare, Torri, Lerino and Villaggio after normal duty hours, weekends, holidays, and special occasions, at the request of the COR (estimated at 40 hours per year).”

However, in Appendix 4 almost 1,500 After Hours Calls are indicated as an historical data. Please clarify as to whether the bidder should expect only 40 hours per year for such a service, or nearly 1,500 hours?

R11: See updated paragraphs 1.9.1 and 1.9.2 of the PWS and updated table in Appendix 4.

Q12. Reference page 73 of 188 - 4.2.1 EQUIPMENT. “The U.S. Government shall provide the following equipment to the contractor exclusively to support this contract: a. Computers – The U.S. Government will provide computers on the Government network for the contractor to use for operating the MMIS program and official e-mail exchange only.” And “4.3.4. Unclassified Network Connectivity. The U.S. Government will provide network connectivity at U.S. Government expense for use with only U.S. Government furnished computers.”

Please confirm as to whether the Government will provide the contractor with computers and connectivity? If yes, how many computers will the Government provide?

R12: See updated PWS, paragraph 4.2.1 is hereby deleted. The Government will not provide the contractor with computers nor connectivity.

Q13. Reference page 78 of 188 paragraph 4.10.1. Government Storage Facilities. “The contractor may request access to on-base storage facilities, through the COR. However, such facilities are generally not available to contractors. If on-base Government provided storage space is not sufficient, the contractor may provide a building, trailer or other facility for storage of materials.”

Does the Government plan to close down the U-Do-It store at B 322 during the duration of this contract? If so, does the contractor need to plan for an alternative solution where to store all materials and equipment? If so, where are bidders to price this requirement?

R13: The Government does not anticipate closing down the U-DO-IT store.

Q14. Reference page 82 of 188 paragraph 5.1.2.1. Price Estimate. The paragraph’s statement “(…) When the cost of labor and material is above €250.00, the price estimate shall be submitted to the COR for approval/disapproval (…)” is in conflict with the requirement threshold on page 118 of 188 (paragraph 5.7.5 Service Calls Costs & Approval and Estimates) where the limit set is at 300.00€.

Please clarify whether the limit is 250€ or 300€?

R14: The threshold is € 250.00. Paragraph 5.7.5 has been corrected.

Q15. Reference page 83 of 188 5.5.4 Freeze Warning/Unoccupied Quarters, 5.5.5 Playground Preventive Inspection.

Where are these efforts, or tasks, to be priced?

R15: See response to Q6 above.

Q16. Reference PWS paragraph 5.6.8.7.2 Payment, b. Full Exterior Painting.

There is no corresponding Line Item in Price Exhibit C for this effort. Please provide.

R16: See updated paragraph 5.6.8.7.2 of the PWS. This service will be priced as a T&M service.

Q17. Reference PWS paragraph 5.6.8.7.2 Payment, c. Partial Paint. – The paragraph states “For both Villaggio & Leased Quarters, payment for partial exterior painting will be made at the unit price per square meter provided in the exhibit CLINs”.

There are no corresponding Line Items in Exhibits B & C. Please provide.

R17: As stated in paragraph 5.6.8.7.2(c), payment for partial painting will be calculated at the unit price per square meter provided in CLINs B012 and C024 (and subsequent options).

Q18. Reference page 104 of 188 in paragraph 5.6.9.3 GROUNDS MAINTENANCE and CLEANING. There is reference made to rear grassed areas of unoccupied Villaggio units (out of Between Occupancy Maintenance).

Could you clarify if the rear paved patio areas of unoccupied Villaggio Units are to be maintained free of weeds for the entire duration they are vacated and unoccupied? If so where shall this service be priced?

R18: The rear paved patio areas of unoccupied Villaggio Units are to be maintained free of weeds IAW

5.6.9.3 and 5.6.9.4.3.3.1 of the PWS, and the price for this service shall be provided as part of CLIN 0003 (and related option CLINs).

Q19. Reference Price Exhibit B, Line Items B024 and all related option year CLINs, “Grass Cutting Area 9;

Villaggio main entrance; between B. 107 and 117; between B. 2 and 150; and between B. 116 and 114 (PWS Para 5.6.9.3.3.1)” are not reflected in the Technical Exhibit 3 and the latter seems not matching with statement at paragraph 5.6.9.3.3.1 Grass Cutting of PWS.

Please clarify.

R19: See updated Map in Technical Exhibit 3.

Q20. Reference PWS paragraph 5.6.9.3.18 One-time Tree Trimming and Pruning.

Please clarify where this service is to be priced.

R20: It will be treated as an unscheduled call with T&M CLINs, in accordance with paragraphs 5.1.2.1 and

5.2 of the PWS.

Q21. Reference PWS paragraph “5.6.9.3.19 Special Events (Villaggio). The contractor shall support special events with additional mowing, trimming, edging, and mulching, policing grounds, removal of trash and litter and repairing grass areas as requested by the COR, at no additional cost for the Government. The COR shall notify the contractor as soon as a requirement is known. The contractor shall provide the Government a plan for completion of all special event grounds maintenance within one workday.

Please provide an estimate as to how many special events will occur per year? and where is this effort to be priced?

R21: See response to Q6 above. Estimated quantity of special events is approximately 3-5 per year.

Q22. Reference PWS Paragraph 5.6.9.8, HVAC and Hot Water System.

During the execution of the HVAC systems service, please confirm as to whether CIRCE (web registration) update and data registration and upload onto ISPRA portal is also required for both Villaggio Systems and Government Leased Units.

R22: The contractor shall perform in accordance with PWS paragraph 5.6.9.8, as directed by the COR. All HVAC and hot water heating systems inspected at Villaggio and Government Leased housing shall be updated in the CIRCE system.

Upload into ISPRA portal is required only for the Government Leased housing in accordance with Italian Regulation “D.P.R. 27 gennaio 2012 n. 43”.

Q23. Reference Factor III – Price.

Please further explain the “price analysis” methodologies that the Government will employ to determine price reasonableness. Will the Government perform an independent Government cost estimate with respect to price?

R23: Competition itself establishes the price reasonableness. In addition, prices offered will be compared to the Independent Government Cost Estimate, to similar items/services in a related industry or any other reasonable basis and the Contracting Officer may use various price analysis techniques and procedures to ensure a fair and reasonable price.

Q24. Reference Factor III, Price.

Why will Phase-In not be evaluated as part of the overall Price evaluation, as this will indeed be a cost to the Contract? Since this is not an evaluated item, would not this be highly susceptible to unbalanced pricing?

ultimately providing little to no assurance that the award will result in the lowest cost to the Government.

R24: See Basis for Award, Factor III, Price, (b).

Q25. Reference Factor III, Price.

Please explain how the Government will perform a “price reasonableness” determination to CLIN 0013, Phase-In, when the Government isn’t requiring documentation support for Phase-In pricing?

R25: See response to Q23 above.

Q26. Reference Factor III, Price, paragraphs “b” and “c”. Paragraph “b” indicates that the Government will evaluate price in accordance with the unit prices of each CLIN. Paragraph “c” explains that the Government will evaluate the “option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price.”

Please explain whether the Government is in fact evaluating a bidder’s “total price”, or “unit price”, as these two paragraphs seem to be contradictory.

R26: See amended Basis for Award, Factor III, Price.

Q27. Reference the Schedule, CLIN 0011, estimated Quantity 1, Units Month.

Please confirm the estimated quantity.

R27: Please see Amendment 02.

Q28. Reference CLINs 0001, 0002, 0003, 0004, 0005 and 0006 and PWS Paragraph 1.5, Period of Performance.

Paragraph 1.5 indicates a performance period of 12 months, yet the estimated quantities in the aforementioned CLINs only provide for an estimated quantity of 11 months.

Please clarify.

R28: The Period of Performance for the base year is 12 months, which includes one month of phase - in. The quantity in the above mentioned CLINs is 11 months, and 1 month for CLIN 0013 (Phase-in).

Q29. Reference PWS Paragraph C.3.2, Property Control Plan, (a) “As a part of the response to the solicitation:

Provide a Property Control System (PCS) plan that is acceptable to the Government. Under Far 52.245-1(f) in this paragraph list the processes with their respective outcomes. The Contractor shall submit a Property Control Plan IAW the Deliverable Table (Appendix 1). The PCS will be used as an evaluation tool.”

Please confirm that a PCS is to be included in the Bidder’s Technical response to the Solicitation as there appears that there is no requirement in any of the Technical Subfactors to provide one.

R29: See response to Q5 above.

Q30. PWS Paragraphs 5.6.3.4, 5.6.4 and 5.6.5.

Please clarify where these efforts are to be priced?

R30: see response to Q6 above.

Q31. Reference PWS Paragraph 5.6.9.3.21, Villaggio Perimeter Fencing.

Please clarify where the bidders are to price this annual inspection requirement.

R31: see response to Q6 above.

Q32. Reference Price Exhibit A001 and A002.

Please confirm that the estimated quantity represents the number of services, inspections and /or events required for a bait station.

R32: See updated quantities in Exhibit A, CLINs A001 and A002 (and subsequent options). Quantity in A002 (and subsequent options) represents the number of inspections required per year; quantity in A001 (and subsequent options) represents the yearly estimated number of the bait boxes to be placed and replaced.

Q33. Reference Price Exhibit C and B, Line Items B028 and C019.

Please confirm that the quantities represented in the schedule are correct and for a single servicing.

R33: See Updated Exhibit B: CLIN B028 (and subsequent options) have been removed; CATV services are unscheduled T&M services, to be priced in Exhibit D, CLIN D012 (and subsequent options). Quantity in CLIN C019 is confirmed and is related to the services specified in paragraph 5.6.9.6 of the PWS.

Q34. Reference PWS 5.6.9.7 CATV Support. Paragraph indicates that the Contractor shall provide CATV support to Government Leased Housing Units.

Please identify where in Exhibit C bidders are to price this effort.

R34: see response to Q33 above.

Q35. Reference PWS 5.6.9.7 CATV Support. Indicates that the contractor shall provide CATV support in all USAG - US Army Garrison installations (Ederle, Del Din, Longare, Torri, Lerino, ASP7… etc).

Please clarify what activities this requirement covers and what is included under its related CLIN B028.

R35: Please reference paragraph 5.6.9.7.1 “Scope” of the PWS. See response to Q33 above.

Q36. Reference PWS 5.6.9, Cleaning.

Please advise as to where bidders are to price these efforts.

R36: Offerors shall price the efforts in paragraph 5.6.9, in accordance with what was requested in the related Exhibits. Pricing for any requirement in the PWS without a stand-alone CLIN shall be included in the CLINS for Fixed Price services.

Q37. Reference PWS 5.7.3, Unscheduled Service Calls. This paragraph seems to indicate that residents initiate unscheduled service call work by means of calling the service call desk.

Who else, beside residents can call in an unscheduled maintenance repair to the service call desk?

R37: See paragraphs 1.9.2, 5.7.7 and 5.7.8 of the PWS.

Q38. Reference 5.7.10 Service Call Materials.

Are all service call materials “reimbursable”?

R38: Only materials for unscheduled service calls are reimbursable.

Q39. Reference Section B, CLINs 0006, 1006, 2006, After Hours Call Coverage – OMA.

To what Work Performance Statement paragraph does this requirement pertain? If it is a requirement of this Contract, please provide its representative workload.

R39: See paragraph 5.7.8 of the PWS; CLIN0006 (and subsequent option CLINs) includes after hours help desk call coverage for areas not included in CLINs 0004 and 0005. Estimate is provided in Appendix 4.

Q40. Reference Section B, CLINs 0001, 0002 and 0003. These FFP line items refer to “Management & Maintenance…… in accordance with the PWS.”

Please specifically provide the PWS paragraphs with respect to the maintenance efforts that should be priced within each of these separate CLINs.

R40: See response to Q6 above.

Q41. Reference Basis for Award, Factor II, Past Performance, paragraphs b, d and e. Paragraph b indicates that a single (stand-alone) Offeror needs to demonstrate successful past performance by submitting three past performance references, where as if the Offeror is a Pool of Firms they need to only submit a single past performance reference for each member of the pool (Consorzio/ATI).

This evaluation requirement is unequal among bidders as it lowers the bar for companies that need to pool their respective resources for whatever reason with regard to successful past performance references, versus the requirement for a single offeror. Recommend that all offerors are evaluated equally with regard to their past performance.

R41: In accordance with the Addendum to 52.212-1, Volume III Past Performance, “no more than three” projects shall be submitted. The offeror may submit less than three projects, however it cannot exceed that number.

Q42. Reference Key Personnel Para. 1.16.2 & 10.16.3 Page 54 of 188. The solicitation requires as Key Personnel both a Pest Control Manager and a Pest Control Technician.

Can both positions be covered by the same person? (i.e. someone licensed by the Italian Government to perform pest control work).

R42: Yes, provided all requirements in the Addendum to 52.212-1 and Basis for Award are met.

Q43. Reference Exhibit D, Line Item D013, Reimbursable Materials.

Does this line item allow for the Contractor’s Material Handling charges and indirect Overhead costs IAW FAR 16.601(c)(3), Material Handling Costs for Time and Material Contracts? If not where can the Contractor recover this expense, or cost?

R43: In accordance with FAR 16.601(c)(3), Material handling costs, When included as part of material costs, material handling costs shall include only costs clearly excluded from the labor-hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with Part 31.

Q44. Reference Volume II: Technical Factors, paragraph c, Phase-In Plan.

Please confirm that all bidders must submit a “Phase-In” Plan.

R44: The requirement in Volume II, Technical Factors, paragraph c, Phase-In Plan, has been hereby deleted.

Q45. Reference Appendix 4 page 149 does not indicate any historical data for after hour calls in Private Rentals and Government Leased Quarters.

R45: Information at Appendix 4 has been updated.

Q46. Reference paragraph 5.7.8 and 5.7.12.5.

Please confirm that for Government Leased Housing the contractor will be responsible for dispatching his own on-call staff to respond to Emergency Maintenance Requests 24/7 under the After Hours Service Call procedure.

R46: Contractor must respond in accordance with paragraphs 5.7.8.a and 5.7.12.5.

Q47. Reference page 121 paragraph 5.7.12.5 in the requirement “to provide a competent representative on stand-by duty at all times (…) capable of responding to and performing all required service calls” Exhibit D:

Unscheduled Service Calls only allows to price for Normal Duty Hour Labor rates.

Where shall Off Duty Hour Labor rates be priced?

R47: Unscheduled service call rates shall be priced in accordance with Exhibit D.

Q48. Reference page 155 paragraph A. VOLUME I - MANDATORY DOCUMENTATION REQUIRED WITH THE OFFER, item 3.

Can you confirm that Attachment # 3: “Suitability of the Contractor” paragraph B)1 ITEM 5 is not required for subcontractors in response to this solicitation?

R48: See the Addendum to 52.212-1, paragraph A., VOLUME I - MANDATORY DOCUMENTATION REQUIRED WITH THE OFFER, item 3, as amended.

Q49. Reference page 155 paragraph 1. “Instructions to Offerors” states a limit of 10 pages for Subfactor 3 – Experience & Qualifications of Key Personnel.

In order to fully show Key Personnel Qualifications, can the page limit for Subfactor 3 be increased to 20 pages?

R49: Please see Amendment 02.

Q50. Reference: Contract Type. Question: The Solicitation document makes reference to FAR 52.216-21 – more specifically, it identifies the type of this contact as “a requirement contract” (see solicitation page 32 of 188).

At the same time Part 1, Performance Work Statement in paragraph 1.3, Background states that “This is not a requirements-type contract” (page 48 of 188). Please clarify the type of the contract. Thank you.

R50: The resultant contract will be a requirements contract. See amended paragraph 1.3 of the PWS.

Q51. Reference: Service Calls.Question: Performance Work Statement in paragraph 1.3, Background makes reference to “service calls” currently being provided by DPW. Same paragraph makes reference to “service calls” that may be performed by the contractor (see page 48 of 188). This verbiage implies that there are two different types of “service calls”. However they are not clearly specified. Could the Government please provide the requirements to each of the two types of service calls.

R51: See paragraphs 5.7 and 5.7.16 of the PWS.

Q52. Reference: POP for Base Year. Question: Performance Work Statement in paragraph 1.5, Period of Performance makes reference to Base Year duration. Namely this is specified to be from 1 September 2017 through 31 August 2018. This sums up to a total of 12 months for the Base Year. However CLIN’s 0001 through 0006 state “ESTIMATED QUANTITY” as 11 months only. We understand that Phase-In Period is from 1 through 31 August 2017 (1 month). When we add Phase-In to Base Year, 1 August 2017 to 31 August 2018, this sums up to 13 months. Please clarify the Period of Performance months that contractors should price for the Base Year as currently the verbiage is contradicting and unclear.

R52: See response to Q28 above.

Q53. Reference: Public Health Authorities Certificate. Question: Instructions to Offerors, Volume II – Technical Factors, 3) Sub-Factor 3 – Experience and Qualifications of Key Personnel. Item “c.” of this paragraph specifies that a certificate (…tuberculosis) is required for submittal to the attention of the Contracting Officer.

This certificate seems to be required only after award, and only from the awardee. However it is placed in the “Instructions to Offerors” section and therefore is a requirement for this proposal. Could the Government please specify when this health certificate is requirement, and clearly remove it from the documents.

R53: See paragraph 1.16.5 of the PWS in this Amendment. Paragraph c, Sub-factor 3, of the Addendum to 52.212-1 is hereby deleted.

Q54. Reference: Key Personnel. Question: Instructions to Offerors, Volume II – Technical Factors, 3) Sub-Factor 3 – Experience and Qualifications of Key Personnel. Item “c.” of this paragraph specifies that the Key Personnel are: Project Manager, Pest Control Manager, Pest Control Technician, and Refrigeration Specialist.

This contradicts with the information provided with “BASIS FOR AWARD”, Factor I – Technical, Subfactor

3. Here the required Key Personnel is: Contract Program Manager, Project Manager, Quality Control Manager. Please provide consistency as to what Key Personnel the Government will be evaluating.

R54: Basis for Award, Subfactor 3, Experience and Qualifications of Key personnel is hereby modified.

Q55. Reference: OMA Funding. Question: CLIN 0006 makes reference to this portion of services being covered by OMA funding. Could the Government please clarify which services are under this funding?

R55: See response to Q39 above.

Q56. Reference: Attachment TE04. Question: The attachment TE04 showing the housing areas 1 and 2 is different to the other TE overviews - it shows buildings in places where on other overviews there are playing fields. Is TE04 correct? Or are the other TE overviews correct?

R56: Technical Exhibit 04 and subsequent referencesare hereby deleted.

Q57. Reference: Government-Furnished Equipment, C.3 (page 63). Question: Does a list of technical equipment exist? If so would it be possible to gain sight of it (PWS Para 4.2.1 only shows 230 Heaters, 3 Fridges and 3 14Hot plates although the document makes reference to items requiring calibration and furniture).

R57: The technical equipment provided is listed in paragraph 4.2.1 of the PWS. Calibration is not required.

Q58. Reference: Service Calls Authority for Repairs.Question: Could the Government please clarify: is the contractor authorized to complete works without prior consent from the CO/COR up to 300,00€ (Service calls 5.7.5 Sub-Para a) ? Or is it 250,00€ (Service calls 5.7.5 Sub-para b). ?

R58: See response to Q14 above.

Q59. Reference: Fire extinguisher Checks and Inspections.Question: Para 5.6.6.15 states that Extinguishers are to be checked every 6 months and inspected every 18 months. However it also states that extinguishers are to be inspected within six months of the last inspection. Should this read "checked within 6 months of last inspection"?

R59: See response to Q8 above

Q60. Reference: Attachment TE04.Question: The attachment TE04 showing the housing areas 1 and 2 is different from all other attachments. Namely there are houses placed where on all other overviews, sports fields are shown. Which version is correct and if the extra dwellings shown in TE04 do not exist?

R60: See response to Q56 above.

Q61. Reference: Fire extinguisher Checks and Inspections. Question: In the exhibits the Government states "approx. 220 fire extinguishers". As the Government clearly has this information at hand, we would like to request the exact number as this will offer a fair basis for pricing for all offerors.

R61: It is not possible to provide the exact number, since the quantity may slightly vary during the life of the contract.

Q62. Reference: Subfactor 2, Corporate Experience. Question: Will experience of a committed subcontractor be credited?

R62: No, see the Addendum to 52.212-1, Volume II, paragraph 2, Technical Sub-Factor 2, Corporate Experience: the offeror shall submit examples of contracts performed by the company.

Q63. Reference: PWS paragraph 5.7.3.6 (page 118) reads, “5.7.3.6 Air Conditioning/Heating. When an air conditioning or heating system is out of order and the Contractor cannot put the system back into service within the time frame specified in Appendix 1, the Contractor shall immediately supply and install a sufficient number of portable window A/C units or portable heaters to service the unit until the system is repaired and back in service. Purchase of portable A/C units or heaters will be at the contractor’s expense”.

Question: In an emergency situation do we have authority to go above the 250,00€ limit? If not, and we are faced with having to bring in three offers for consideration, how are we expected to realistically meet with the performance criteria within the constraints without potentially facing a financial penalty (in the form of rental costs) each time we are called out to an inoperative Air Con System?

R63: IAW paragraph 5.7.5, b) of the PWS, when the cost of labor and material is above €250.00, the price estimate shall be submitted to the COR for approval/disapproval. The Contractor shall submit three quotes to the COR, for all repairs in excess of €1,000.00.

Q64. Reference: Appendix 1 of the PWS.Question: The appendix specifies what is considered “emergency” under this contract. In the case of an “emergency”, does the contractor have the authority to perform repair replacements that would cost more than 250,00€? (for instance, electronic control board replacement or unit replacement should spares not be available, would cost more).

R64: See response to Q63 above

Q65. Reference is made to PWS paragraph 5.6.6.15 Fire Extinguishers. The PWS makes difference between “check” and “inspection” of all fire extinguishers. Checks are required every 6 months, and Inspections are required every 18 months. The PWS requires conformance to UNI 9994/2013. This regulation is for fire extinguishers with foams, while the PWS specifies that the Government fire extinguishers are Wet Chemical type. The latter do not require a frequency of inspections every 18 months. Per Italian law inspections for Wet Chemical type fire extinguishers are required once every 12 years. Alternatively the client can request the inspection to take place earlier than the 12th year. Could the Government please clarify whether they would like the contractor to perform inspections per law (every 12th year), or an on-demand inspection. This clarification will allow bidders to provide prices based on the same basis and same procedure frequencies.

R65: Paragraph 5.6.6.15 of the PWS is hereby amended.
