Round 1 Questions
1. Referencing Section L, Subcontractors, P 44. “Include the subcontractor letters of commitment in Volume I, Factor 1, Past Performance (see Attachment 1).” Please confirm that subcontractor letters of commitment should be included as an attachment to Volume II (Factor2)- Past Performance. Also, we assume you mean Attachment 9, not Attachment 1?
Answer: They should be included as an attachment to Volume II. It should have stated Attachment 9. See Amendment 01 for changes.
2. Referencing page 44, number 2 under (1) VOLUME I (Factor 1) – Safety Record, “The summary must include documentation of the EMR rates assigned by each firm’s insurance provider.” We are unclear whether these letters are included in the page count limitation. If it is the government’s intent that they are included in page count, would you please reconsider and have them not count toward the page count limitation as providing for multiple team members would utilize multiple pages of the limit?
Answer: Documentation, regarding EMR rates, are not included in the page count. See Amendment 01 for changes.
3. Reference page 42 under (1) TECHNICAL VOLUMES, “Provide a proposal cover sheet with each example past performance project identified in Volume II,” Is the cover sheet requested on page 42 the same content as for that listed on page 45 (i.e. Name, address, telephone, Contract/Task Order number, Type of contract, etc.?
Answer: The reference on page 42 will be deleted. See Amendment 01 for changes.
4. Does the cover sheet and/or the information listed on page 45 count towards the two-page limit for each project?
Answer: Yes
5. Reference page 45, “The narrative descriptions are limited to two (2) pages for each project, and a total of ten (10) pages for Volume I, which are included in the proposal total page count.” Do you mean for the narrative descriptions to go in Volume II?
Answer: Yes. See Amendment 01 for changes.
6. Reference page 46 under Past Performance Questionnaires, “Offerors cannot incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, copies of PPQs prepared by clients for other solicitations can also be provided.” We are unclear as to whether you are allowing previously completed PPQs for our five featured projects to be acceptable or whether you are requiring newly completed PPQs. Please clarify the requirement.
Answer: We are not requiring newly completed PPQs. Previously completed PPQs are acceptable. See Amendment 01 for changes.
7. Reference page 46, (a) Element A – Staffing Plan. “Provide an organizational chart that shows each project member, the lines of authority and communication/reporting, and the organizational position of personnel that are instrumental to contract execution, labor mix, and numbers of personnel.” Does the organizational chart count towards page count? If so, please consider having it not count towards page count given the overall limited pages allowed.
Answer: No
8. Reference Organizational Chart. Would the government please allow a font size of no less than 8 point for this document due to the number of positions that must be communicated on one page?
Answer: Yes. See Amendment 01 for changes.
9. Reference page 45, Can project descriptions be presented on an 11x17 page (counts as two pages)?
Answer: Yes
10. Reference page 43 under pages that are excluded from page count. Are cross reference pages required as this is the only mention of the item in the solicitation?
Answer: Cross reference pages are not required. See Amendment 01 for changes.
11. The Solicitation requires joint venture agreement copy if it applies. However, no mention is made of teaming agreements with subcontractors. Are copies of these required as well or does the letter of commitment suffice?
Answer: A letter of commitment will suffice.
12. Reference Section L, technical Volumes, P.42, “Include the following in each volume: 1) A cover page that includes the volume number, solicitation number, firm name and address, business size, CAGE code, and a point of contact for all correspondence related to the proposal (include phone number and email address) 2) Table of Contents 3) List of tables/figures.” Can the List of Tables/Figures be included in the TOC?
Answer: Yes
13. Concerning Q&A process will the government please consider answering questions “as they are received” versus waiting until all questions are submitted on July 10 and then answered by July 24. Some of the Q&A is critical to proposal development and this helps contractors in the proposal development effort.
Answer: The Government will make every effort to answer them as received.
14. In reviewing the documents it seems our facility is not listed as one of the options for disposal. Is there anything that I can provide for us to be added?
Answer: No. USACE FUSRAP policy in EM 1110-35-1 states that radioactively contaminated materials can only be disposed at facilities licensed by the US Nuclear Regulatory Commission (NRC) or an Agreement State, or at facilities permitted by a Federal or state regulator to accept radioactive materials in accordance with their facility permit and all applicable laws and regulations.
Further, the current USACE disposal strategy guidance, which is subject to change, requires that disposal facilities being considered for use must have been audited by the USACE Radiation Safety Support Team (RSST) within five years and be in good standing. A disposal facility audit assesses facility design, the effectiveness of their safeguards and controls, and the level and quality of their community engagements. Currently, only the four (4) disposal facilities listed meet these criteria.
Proposed use of a new facility requires the District to provide written notification to USACE Headquarters - Environmental Division and successful completion of an audit by the RSST. This effort takes a minimum of 6 months to complete. Therefore, it is not feasible to add a new facility, by the due date of this solicitation.
15. Solicitation announcement states “Questions due 10 July 2020”, but page 41 of 56 in the solicitation states “The cut-off date for questions to be considered for response is five calendar days after the Pre-Proposal Conference” which would be June 29th.
Answer: The cut-off date is 10 July 2020. See Amendment 01 for changes.

Answer: We are not recording the presentation but the Questions and Answers and presentation are provided in Amendment 01.
2. Will the presentation, Q&As, and attendee list be available in Add. # 1?

3. Who is removing the Production Building?
Answer: North Wind Site Services
4. Suggest you differentiate between Government furnished equipment (e.g., truck scale) and items existing on site that the offeror may take over a lease (e.g., office trailers) in the RFP.

5. When should contractors assume the new contract would be awarded for scheduling purposes?
Answer: August 2021.
6. Who is remediating the Lagoons and Trenches 6 & 7?
Answer: North Wind Portage
7. The RFP indicates the scale is a “Contractor” item. However in your presentation it is government supplied.
Answer: The list of government furnished equipment is being revised. It will be updated via Amendment 02.
8. Do we assume the $30M annual budget follows the Government Fiscal Year – October 1st – September 30th? Is the $30M annually available to the contractor at the beginning of each FY, or monthly allocation?
Answer: Yes, it follows the Government Fiscal Year. It is not likely it will be available to the contractor at the beginning of each FY or in monthly allocations (was available quarterly in FY20). Contractors shall assume the Government will have funding in place to not delay performance.
9. Are off-site offices in the nearby town required to be procured?
Answer: Yes, in accordance with the RFP.
10. Where are the FUSRAP soils currently being disposed?
Answer: Wayne Disposal Incorporated (US Ecology - Wayne, Michigan).
11. Where is debris currently being disposed?
Answer: Wayne Disposal Incorporated (US Ecology - Wayne, Michigan).
12. Does all of the excavated soil, even that which is non FUSRAP impacted being disposed of in one of the four approved disposal facilities
Answer: USACE does not have the authority to dispose of soil/fill/debris that are not impacted by FUSRAP constituents, above ROD clean-up levels. The Contractor must safely manage any chemically-contaminated soil/fill/debris so that it does not interfere with site remediation activities or result in the release or spread of contamination. Offerors should note that there is a place-back stockpile area located in the NW corner of the S1 area. Each offeror must explain how this material will be handled within the narrative of the cost volume. The final disposition of these materials will be determined jointly by USACE, Ohio EPA, and the site owner. See UFGS 02 61 13 (Table 2.2-1) for further details regarding place back standards for back fill.
