QUESTIONS/ANSWERS
27 FEB 2019QUESTIONS
1. Question: On the 2nd page of the SF 1442, block 14 we enter our company info, but there is a block within 14 that states “CODE” and another one that states “FACILITY CODE”. What are we to enter in these blocks?
Answer: You do not need to put anything in the CODE or FACILITY CODE blocks.
2. Question: On the 2nd page of the SF 1442, block 17 asks for the calendar days our offer is good for. The 1st page of SF 1442 states our quotes are to be good for a minimum of 120 calendar days. If I input 120 days under block 17 and you don’t award until 130 calendar days would my quote automatically be thrown out or would you contact us, if we were the low/responsive bidder, to see if we would still honor our quote since it is past the date?
Answer: If we would need more than the 120 calendar days we would notify you to extend.
3. Question: I am assuming we don’t need to fill out the $$$ amount under block 17 of the SF 1442 as is states “See Schedule of Prices” or do you want the lump sum total of the SEED project inputted here as well?
Answer: Correct - you do not fill out anything on the CLINS pages 3, and 4 that is for us. You only need to put your pricing for the SEED project and that is to be put on the SEED Proposal Exhibit D.
4. Question: On the Exhibit D-2 – SEED #2 info and pricing it states on 2nd to last page (Instruction to Offerors on Proposal Preparation and Evaluation of Offers and Award of “SEED” Task Order) that we are to provide a construction schedule for the SEED project. Are you wanting us to include this schedule and the associated requested narrative with the Volume 1 documents since Exhibit D-2 falls under Volume 1? Are we to provide the same schedule or are you wanting another different project sample schedule in the Volume 2, Part 1, Sub-Factor 2 where is asks for a construction schedule?
Answer: The construction schedule applies to the SEED and should be included in Volume 1.
5. Question: Are you wanting us to include the entire 9 pages of Exhibit D-2 in volume 1 or do you just want the specific pages we are filling out information on turned in, which would be pages 3, 7, and 9?
Answer: The entire 9 pages.
6. Question: On page 17 of 64 of the Solicitation is states “Prospective offerors shall submit the following volumes in two separate packages. The RFP shall provide the Government address and receipt date for proposal submitted”. Do we need to have one box that contains the (2) two Volume 1 binders and a separate box that contains the (4) four volume 2 binders and one CD copy or can it all be put into one box? Does the Government address and proposal date need to just be on the box(es) or does that need to be shown on the cover and spline of each individual binder? It doesn’t mention that as a requirement on page 18 under “Binding”, but I want to make sure I have it correct.
Answer: It can all be mailed in one box but it needs to be separated as two packages. And the Government address and proposal date needs only to be on the boxes.
7. Question: How far back can I go with past completed jobs?
Answer: Offerors should consider the currency and relevancy of the past/present performance information to be considered, the performance must have been completed during the past five (5) years. The period begins five (5) years prior to the solicitation release date and includes current performance. Performance that is more current may have greater impact than older performance. See Page 21 of 64 of the solicitation.
8. Question: Do the jobs I reference have to be MATOC jobs or can I mix in a couple of more recent comprehensive jobs from State awards?
Answer: No they do not have to be MATOC jobs.
9. Question: On the Exhibit A – Performance Relevancy Questionnaire, under C, 5, iv. It states “If IDIQ Number of Task Orders issued”. Are you wanting the total number of contracts/projects we have been awarded under the current MATOC contract over the 5 year period?
Answer: The total number of task orders issued under a MATOC life of contract.
10. QUESTION: Volume II, Part II Instructions say "provide no more than 3 projects" using Exhibit A, Part I. The form itself says "'Prepare not more than five (5) Part 1 forms for general construction". Please confirm the number of projects we are to provide on Exhibit A.
Answer: “Provide no more than five (5) projects”.
11. Question: Can the information sent back to us for past performance be in scanned or faxed form and then inserted into our packet or do you require originals?
Answer: email/scanned is fine. No fax.
12. Question: Exhibit A -This form is a list of projects that we have completed, or to be completed, over the last five years, Correct?
Answer: yes see page 21 of 64 of the solicitation for more information.
13. Question: Exhibit B -Is Exhibit B for the sub to sign and fill out? My understanding is you need their permission to ask their listed references about their performance as a subcontractor. If so, are we one of their references?
Answer: In the event the intended person is not part of the offeror’s organization at the time the proposal is submitted, then a completed Exhibit B, “Subcontractor/Team/Key Personnel Information and Consent Form,” is also required, or the information will not be considered.
14. Question: Exhibit C -These are projects that we worked on or are currently working on and you are requesting the project manager or owner give their opinion of our performance. They can be a private job, state or municipal project or government/military project.
Answer: Past/Present Performance, which includes current on-going (present) performance that is complete to 70% or greater will be evaluated using the evaluation criteria set forth in Section 00120 of the solicitation. If the offeror represents the combining of two or more companies, joint venture or formal teaming agreement, for the purpose of this RFP, each company shall complete Exhibit A and obtain Exhibit C references. The Government may contact these references and may consider this information as well as information obtained from any other sources when evaluating the offeror's past/present performance.
15. QUESTION: RFP states "Safety Manager(s): At least 5 years of experience working on projects similar to prototypical project AND 5 years of experience working with the requirements in Paragraph SC38, SAFETY/ACCIDENT REPORT". The RFP does not contain the cited paragraph. Please provide the requirements that pertain to Paragraph SC38.

16. Question: What is the cutoff date for inquiries?
Answer: 1 March 2019

Answer: Yes.
18. Question: If I am applying for the Jefferson Barracks and Rosecrans areas, do I have to submit on both seed projects or can I just submit on one seed project and be eligible for both areas?
Answer: You may submit on one or both SEEDs. You can be eligible for both areas. Check the appropriate boxes on page 7 “AREAS OF CONSIDERATION” of the solicitation.
19. Question: In place of Exhibit C - Past Performance Reference Questionnaire, can a printed CPARS evaluation be used?
Answer: See page 21 of 64 of the solicitation. Past Performance References – REQUIRED – A “Final” Performance Evaluation (Construction) (also referred to as CCASS Evaluation) issued for a project may be included in lieu of sending out reference package for the project.
20. Question: On page 20 of the solicitation it says for Exhibit B that “In the event the intended person is not part of the offeror’s organization at the time the proposal is submitted, then a completed Exhibit B, is also required.” This leads us to believe we do not have to submit Exhibit B. However in third page Exhibit A is mentions Exhibit B must be completed. So are we required to submit exhibit B for this proposal?
Answer: This reference is strictly for consideration of past performance when the offeror lacks relevant present/past performance experience and wants the Government to consider performance of predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. However, you will also need an Exhibit B for all listed major subcontractors who will be utilized throughout the life of the contract in accordance with Subfactor 3, Specific Personnel, to Factor 1, Technical Capability.

24. Question: Section 00110 Proposal Submission requirements in Volume 2, Part 1 Offeror Technical Capability Proposal states to include Key Personnel resumes in Sub-factor 1: Experience Capability. Sub-factor 4: LEED ® also indicates to include resumes in this section. Does the Government want Key Personnel resumes to be included in both sub-factors 1 and 4?
Answer: Yes, anywhere you reference a key person, their associated resume should also be included in that section. You may also tailor the information in each resume towards the section so as to utilize the limited space to highlight their competencies in a given section.
25. Question: Section 00110 Proposal Submission requirements in Volume 2, Part 2 Offeror Past/Present Performance Information states to include not more than three (3) Exhibit A – Past Performance Relevancy Questionnaire forms. Exhibit A indicates that contractors are permitted to submit 5 contracts/projects. Will you please confirm the number of projects permitted for experience?
Answer: Up to, but no more than 5 Past Performance Relevancy Questionnaire forms
26. Question: Concerning the Sub-factor 1 – Experience and Capability, on sheet 17 of 64 it states the resumes are limited to 2 pages each but there is nothing mentioned about a narrative. On page 20 of 64 under this sub-factor it states to discuss and provide experience of key personnel along with again mentioning the 2 page limit for resumes, but it also states they are not part of the page count (no page count is given here). On sheet 25 of 64 it states the sub-factor is limited to 10 single pages, but makes no mention of the 2 page limit for resumes or that they are or aren’t part of the 10 single page limit. Thus, are you looking for us to provide some sort of narrative for our experience and capability along with providing the resumes for each key individual? If so, I assume the resumes do not count as part of the 10 page limit?
Answer: If it doesn’t state a page limit then there is no limit.

Can you elaborate on what you are wanting provided here? Concerning the “Adequacy of implementation of safety plan” are you wanting us to just provide a copy of our Company Safety Plan or are you wanting some sort of narrative or question answered? Concerning the “acceptable safety history”, are you wanting a list of reportable accidents, injuries within a specified time frame if there were any? Concerning the EMR, are you wanting us to get a copy of our current EMR from our insurance company as proof and provide it as an attachment or just type in what our current EMR is?
Answer: If the history or proof of history can be provided as a report from a documented source, such as your insurance provider, then by all means, include it. Otherwise, give a brief narrative of your adherence to the subject.
28. Question: On page 18 of 64 of the solicitation it states the proposals must be on 8.5 x 11 paper. Is this a requirement for the construction schedule? Can legal size paper be used if needed and place the folded schedule in a plastic/vinyl cover that is attached like everything else within the 3 ring binder?
Answer: Yes.
29. Question: Under Section 01000, 8., 8.2. Key Personnel Descriptions, is states “an individual key team member may not hold more than one key role.”

30. Add on the Amendment: Proposal due date and time remain unchanged. Proposals are due by 8 March 2019, 11:00 a.m.
31. Question: Does administrative cost satisfy the 15% subcontract?
Answer: Offerors are cautioned to read FAR Clause 52.219-14, Limitations on Subcontracting. Resulting task orders for general construction will require a minimum of 15% of the work to be self-performed, and special trades construction will require a minimum of 25% of the work to be self-performed. Special trades construction are those with a NAICS starting with 238 where the preponderance of work to be performed will be by a specific trade. Firms must be capable of self-performing at least the minimum. The contracts resulting from this solicitation are not intended for management firms or construction firms who self-perform only administrative or management functions.

Answer: Schedule consists of mainly 9 hour workdays, with normally one off day every 2 weeks, but on varying days of the week (generally, Mon or Fri). A schedule will be provided at time of award.
33. Add as an amendment: Bid guarantee shall be on a SF 24.
34. Add as an Amendment: If you are mailing your proposal after compiling all required information, submit original and specified number of copies to the following office: USPFO for Missouri, P&C, 7101 Military Circle, Jefferson City, MO 65101-1200 and mark the front of the envelope/box with the following: “PROPOSAL NO. W912NS-19-R-0001, DO NOT OPEN –Competitive Acquisition”. If you plan to hand carry your proposal follow the instructions on page 11 of 64, paragraph 1.8 of the solicitation.
35. Add as an amendment: Change any reference to “Prototypical projects” to read “SEED Project #1 and SEED Project #2”. There are no prototypical projects.
36. Question: On page 22 of 64 of the solicitation, it states we are to inform our references that the completed Exhibit C Past Performance Questionnaire is to be emailed to yourself or Craig Lueckenotto. In looking at Exhibit C, the sample transmittal letter we are to send out to our references states "Please return your completed questionnaire to my attention at the following address: (Contractor to enter his/her address for receipt of documents and incorporation into the proposal package)". It also states on the Exhibit C "Instructions to Offeror for sending Reference Questionnaire Form:" toward the bottom of the page that the "completed questionnaires should be returned to the Offeror and included with the proposal". I'm a little confused after reading this. Do you want our Exhibit C references to send the completed questionnaires both to you and/or Craig along with sending them back to us so we can include in our proposals?
Answer: Either way is fine - you may have them submit to you so you can add them to your proposal package and ensure they are in there or they can send to us directly.
37. Question: Concerning exhibit C, if we are using previous government projects/contracts as part of Exhibit A wouldn't we send the Exhibit C questionnaires to the government project manager or contracting officer that we worked with on the project? The reason I ask is on the Exhibit C instructions it states to submit to owners of the projects listed in Exhibit A the reference questionnaire (Exhibit C), but "for government contracts, send to the contracting officer at Kerrey.a.renkemeyer.civ@mail.mil < Caution-mailto:Kerrey.a.renkemeyer.civ@mail.mil > and craig.l.lueckenotto.civ@mail.mil < Caution-mailto:craig.l.lueckenotto.civ@mail.mil > ". If yourself or Craig weren't involved with the particular project(s) wouldn't the questionnaires need sent to the person we were dealing/working for?
Answer: The Government Contracting Officers can go into CPARS and look up the past performance. Yes the questionnaire should be sent to the project manager/contracting officer that was the owner/customer and they should complete.
38. Question: The solicitation states there will be five contractors selected with the reservation of rights to award more or less. Is it the intent to award five contracts for each location of work or to award five contracts Statewide?
Answer: Five as a whole - with the right to award more.
39. Question: Section 01000 Paragraph 8.2.2 Site Superintendent; will it be acceptable for the Site Superintendent to be a working Site Superintendent or must their duties be strictly management and oversight?
Answer: Yes they can be a working site superintendent.
40. Question: Sub-factor 2 paragraph 2 states to "Provide a Construction Schedule ins a Gantt/AF3064", is the requirement to provide a Gantt Schedule and an AF3064 chart or is it to provide one of the two.
Answer: Provide one only - it also could be in the form of a scheduling program that you have as long as it has the same information that is on an AF 3064. Provide one AF 3064 for each SEED project you are proposing on.
41. Question: Would the government consider allowing the Offeror to provide previously completed PPQ-0 forms to reduce a burden on our clients, who have submitted such forms multiple times in the past.
Answer: It states on page 21 of 64 of the solicitation that Performance that is more current may have greater impact than older performance.
42. Question: In the RFP, "Section 8.2 Key Personnel Descriptions," there are multiple references regarding showing experience "working on projects similar to the prototypical project described in the RFP," however, the RFP does not provide any language about a "prototypical project." Please clarify the requirements for the Key Personnel.
Answer: Any reference to "prototypical projects" should be "SEED #1 and SEED #2". So you should show Key Personnel experience working on projects similar to the SEED projects.
43. Question: Do you have an average size of the task order that will be released on this MATOC?
Answer: We have given a range within the solicitation of $2K to $6M. The task Orders will be as diverse as the jobs they are created to complete and should you receive an award as one of our contractors, you will have the option to propose on any or all of the future TOs as they become available. You can choose which ones you want to participate in. We do have quite a few TOs contemplated, but it is too early to tell which ones will get funded. The above range was designed to allow the flexibility to accomplish them. We are unable to be more precise at this time.
44. Question: Regarding the referenced project, please advise if this project is restricted to only residents of Missouri.
Answer: No it is not.
45. Question: How frequently does an awardee need to offer on a requirement to remain current?
Answer: No requirement, though the intent is to award to contractors who will actively participate in opportunities and remain actively registered in SAM.
46. Question: Is project tax exempt?
Answer: yes
