QUESTIONS AND ANSWERS – VER 2
Q1. ON RIGHT SIDE OF TRAINING CTR. IT INDICATES A 22' WIDE ACCESS CONTROL GATE, IS THIS THE SAME TYPE OF GATE AS THE OTHER SLIDE GATES AT THE PARKING AREA. IS THE GATE CONTROLED BY AN OPERATOR?
A1. Access control gate per 5/C511. There are no gate operators in the project.
Q2. IS THERE A SPECIFICATION FOR GATE OPERATORS, THEY ARE MENTIONED IN THE SECTION 323100 PARAGRAPH 2.04-7 BUT NO ACTURAL SPEC.
A2. There are no gate operators in the project.
Q3. After visiting the site, it was confirmed that a geothermal test bore was already drilled on the property in question as part of the initial design process for the project. Will a copy of the geothermal test bore report (including drill log) be provided for review prior to bid?

Q4. Can the existing test bore loop be incorporated into the final installation?
Answer Pending Q5. Drawing M106, Preliminary Mechanical Site Plan shows a total of 16 circuits consisting of three loops per circuit (48 loops total). This is further detailed on Drawing M505, Ground Source Heat Pump Well Field Diagram, which shows a total of 32, one and one-half inch (1 ½ ”) supply and return lines running from the geothermal well field to the mechanical room located inside the building. Drawing M401, Mechanical Room Enlarged Plan, shows only 12 lines entering the mechanical room through the foundation wall underneath the concrete pad for the cooling tower. Based on the scale provided on the drawing (1/4” = 1’-0”) the amount of space allocated to the geothermal supply and return manifolds is approximately 4 feet in length. This is inadequate for 12 only lines and as a result it will not be possible to install 32 lines in the space shown on the drawings. Will any additional details be provided regarding the geothermal supply and return manifold configuration in the mechanical room?

Q7. Drawing M504, Heating and Condenser Water Piping Diagram shows a 4 (four) inch “Geothermal Field Header in the Mechanical Room” for both the supply and return manifolds. The additional detail provided, labeled “Typical Well Field Branch From Header” shows two thermometers, one on the supply line and one on the return line (for each of the 32 supply and return lines). Can a pressure/temperature port be used in lieu of thermometers? This approach would provide for both pressure and temperature testing capabilities at a reduced installation cost.

Q8. Specification Section 33 27 00, Ground Source Heat Pump Wells, Part 3.05, Field Quality Control, Page 9, Paragraph F, stipulates the hydrostatic pressure testing requirements for the geothermal loop system. Will Phillips-Driscopipe, Hydrostatic Test Method II be approved “as equal”? (copy of pressure testing methodology is provided for review – see attached).

Because this project contains no proprietary products, a "substitution" means an alternative system or wholly dissimilar product. For example, where a specification calls out a metal roofing system and the proposed product/system is a metal roofing system, that meets/exceeds the features of the Basis of Design product and/or the specification, then that would be a product / system to be reviewed as an "equal" in the post-award drawing / submittal phase. However, where a specification calls out a metal roofing system and the proposed product/system is an asphalt shingle system that would be a "substitution".
Q9. Are CPARS evaluations would be acceptable in lieu of Exhibit C?

Q10. My question pertains to the source capture welding exhaust arm detailed on drawing M502. Source capture arms are typically available in various lengths. For this style arm, the standard overall lengths are: 7 ft : 10 ft : 14 ft. This arm is not shown on the floor plan M104. Please advise.

Q11. The written specification for this arm, section 233800 Part 2.01 and 2.02 indicate the “or equal” clause. I was at the prebid meeting and you advised you would not exempt any items as long as they were in compliance with the written specs. I am requesting pre-approval for using the following and attached product, Airflow Systems with a direct mount direct drive motor blower assembly.
The model for the arm will be an Airflow Systems 7E_ (either 07 for 7 ft, 10 for 10 ft or 14 for 14 ft). To provide the requested 900 cfm, this arm style will require only 2” sp and blower will be a 1 ½ HP Backward Inclined AMCA type B spark resistant construction.
Also, this arm and blower is manufactured in Dallas Texas and complies with Made in America and we can provide steel certificates, if required.
A11. Wherever "Basis of Design" is used in the Specifications and Drawings for this project it shall mean the Basis of Design or an approved equal product/system reviewed in the post-award shop drawing / submittal phase of the project. Because this project contains no proprietary products, a "substitution" means an alternative system or wholly dissimilar product. For example, where a specification calls out a metal roofing system and the proposed product/system is a metal roofing system, that meets/exceeds the features of the Basis of Design product and/or the specification, then that would be a product / system to be reviewed as an "equal" in the post-award drawing / submittal phase. However, where a specification calls out a metal roofing system and the proposed product/system is an asphalt shingle system that would be a "substitution". The government will not disallow any equal/equivalent submission that complies with the requirements of the solicitation, specifications, and drawings.
Q12. We are requesting a copy of the CAD files for the Civil Drawings for this project in order to perform Earthwork Quantity Takeoffs. Please let us know if this is available for takeoff purposes only.

Q13. I saw the pre-solicitation for the training center in Fort Indiantown Gap and want to ask if you intend to bring on a construction program manager to help with inspections, monitoring the schedule, change order negotiation, and verifying that the contractor's work is in compliance with the specifications, etc.?
A13. Government project management will be by government personnel. Contractor project management will be the responsibility of the successful awardee. Government inspections, etc, will be by government personnel and the designer of record.
Q14. What model # water heater is needed, it states manufacturers but more information is needed for venders to select correct unit?

Q15. What are the acceptable materials for the underground ½” lines and fittings feeding the floor drains from the trap primers above ground?

Answer Pending Q17. Drawing P104 is showing ½” DHWR line coming from Toil et room 123 but the detail drawing P104 detail ! is showing a ¾” DHWR what is correct?
Answer Pending Q18. Also on drawing P401 detail #1 the hot & cold water lines going to P-12 what is the rectangle shape that the water lines are going to is that a mixing valve, and the symbol next to that is that all part of the P112 unit, or are those symbols indicating something else?

Drawing P105 is showing a FD#3 in the Weapons Vault, Drawing P505 sewer & Vent diagram is not showing this FD#3 what is correct. Also the underground sanitary line going to this floor drain is 2” FD#3 is a 4” outlet. What is correct?

There are quite a few discrepancies from the drawings to the riser details on both domestic water, Sanitary sewer & vents (FYI)

Basis of Design for Surface Plugstrip in the Repair Shop is Wiremold 2000 Steel Plugmold. Basis of Design for Surface Mount Raceway in Simulation Rooms is STARLINE Plug-In Raceway 20Amp, 208V 5-wire, with datacomm channel. Basis of Design for Overhead Busway in Simulation Rooms is STARLINE Track Busway, 60Amp, 208Y/120V, 3-phase, 4-wire. This equipment is provided by the contractor.
Q24. Is the equipment supplied by the Owner? If not, there are no specifications.
A24. Government furnished contractor installed (GFCI) will be supplied by government. See Attachment 1 – GFP.
Q25. I have several professional roofing contractors requesting to submit Dimensional Metals Incorporated (DMI) standing seam roofing panels for the PA Army National Guard Training Support Center in Fort Indiantown Gap, Annville, PA.
A25. The request is answered by specifications 07 41 13 and 01 60 00. Imetco is not a proprietary manufacturer for the project; it is a named basis-of-design for which products able to demonstrate equal characteristics may be approved for use. The use of an equal product is compliance with the specification and does not constitute a substitution, nor does it require special substitution approval. Equal products will be reviewed for properties and performance complying with the specifications.

Q26. The elevations on A302, section 2 show tile in the rest rooms going up past the ceilings to 15’7”. Is this correct? Or a drafting error?

This is a drafting view issue within the 3-dimensional Building Information Model from which the drawings are created. Finishes, unless noted otherwise, are not required in concealed spaces.
Q27. I have not seen the value of liquidated damages. Please help.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,186.82 for each calendar day of delay until the work is completed or accepted, together with a one-time charge of $327.00 for legal services that will apply.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

Q28. Is there a spec coming for the dock equipment?

Dock levelers by RiteHite, 4Front, or approved equal, with the following features:

-6’ wide x 7’ deep platform -capacity rating for full-loaded 5,000# forklift Q29. Drawing P502 hose reel Detail C is showing a ¾” CA supply, Detail B compressed air out detail B is not showing the CA supply line size, is it the same as detail C @ ¾”?

A30. The Solicitation Amendment was formally posted to www.fbo.gov. Item 16B on Standard Form 30 is the Contracting Officer signature block and is left blank. The contracting officer's signature is not required on solicitation amendments. The contracting officer's signature is normally affixed at the time of a contract award.
Q31. Please confirm that the air compressor piping is aluminum and copper piping and fittings cannot be used for the compressed air lines.

Q32. All the steel connections appear to be fully designed on the structural drawings. Would you please confirm that the Steel Contractor does not need to provide a detailed calculation package for any steel connections in this project.

Q33. The 051200 Structural Steel specifications say that we need to have an engineer review and then sign and seal the steel shop drawings. Our engineer is requesting if they can submit a letter certifying that the shop drawings were reviewed by a licensed PE for conformance with the structural drawings in lieu of signing and sealing the actual shop drawings.

Q34. Question #14 on the RFI Answer form regarding the water heater. What size in gallons is needed for this unit? Answer to question #14 does not address this. The capacity is needed as to get pricing from vendors.

Q36. Detail E on drawing M502 shows a “source capture weld exhaust arm” detail. This is not found on drawings. We will assume there is a quantity of one in the base bid. Also that this one item with the proprietary duct through roof, fan and electrics is the deduct price you are asking for in CLIN 016. Please Clarify.
Q37. Drawing M104 col 3D and 4/C.5 shows a dust collector and floor sweep boxes. There are no detail on this. We assume these are owner furnished pieces of equipment and we are only hooking up the ductwork and electrics to it. Clarify.

Q38. Ref. Spec Section 21-31-00.5, Fire Pump Service
Q) This specification states that the Mechanical contractor is to provide and install the feeder to the Fire Pump controller.
1) Is this correct?
2) Will they be qualified to install the feeder and Circuit Breaker to the Switchboard?

Q39. Ref. Spec Section 23-05-00.4 3.03 Q) This specification states that the mechanical contractor is to provide and install conduit and wire, including feeders, for all mechanical systems.
1) Is this correct, or am I not getting the meaning? Does the EC install the feeders to a point, then the MC connects the load?

Q40. Ref. Spec Section 25-00-00 1.02 E & H Q) I read that the BAS contractor is to furnish the Lighting Relay Control Panel, Low Voltage Switches and Sensors.
1) Will they also install and provide the conduit and wire for these switches?
2) Are the sensors the same ones shown on the electrical drawings?

The Contractor provides the wiring, conduit and boxes for these systems as shown on the electrical drawings. The Government provides the devices and equipment.
Q42. Re: INSULATION SPEC 072100 2.02 B CALL FOR POLYSTYRENE INSUL 16 PSI
METAL ROOF SPEC 074113 CALLS FOR POLYISO WHICH IS GOOD BUT DOES NOT GIVE THE PSI,STANDARD IS 20

The roof design does not use the insulation for load-bearing. Standard polyisocyanurate compression strength, approximately 20psi, is permitted.
Q43. Is there a specification section for the Hydronic Unit Heaters? Are they intended to be DDC controlled?

Answer Pending Q45. The room finish schedule calls for Tile-1 on bathroom walls and refers you to interior elevations. Elevations on A-402 show full height 4" x 4" wall Tile. There is no mention of tile manufacturer or products to be used. They mention 12" 24" porcelain tile in specifications and mosaics on shower floor but again no details. Please advise.

The tile graphic on the drawings is intentionally generic in nature. Delete and replace sub-items to 09 30 00, 2.01, A as follows (terms keyed to drawings’ FINISH SCHEDULE):
1. Wall tile, TILE-1
a. Above counter – Daltile, Rittenhouse Square, 0190 Arctic White, gloss, 3x6”, no bevel, or approved equal.
b. Below counter - Daltile, Rittenhouse Square, X114 Desert Grey, gloss, 3x6”, no bevel, or approved equal.
2. Floor PORCELAIN TILE - Daltile, Volume 1.0, VL72 Intensity Pebble, 12x24” field tile, 6x6” shower floor tile, or approved equal.
Q46. Is there a possibility that the bid date will be extended?
A46. The bid due date is being extended to September 1, 2016 at 11:30 AM.
Q47. See Sketch attached:
1)Column Boxes at contractors option. Does this mean they are not required?
2)Detail 4 on drawing S501 Typical details. Are dowel baskets required at the Control Joints? 8” SOG #5 rebar @ 6” each way and 5” SOG with #4 at 12” each way.
3)Spec’s clarify control joint spacing they do not work very well with the column spacing. Especially if dowel baskets are required.
4)8” slab on grade can it go up to 24’ max. spacing?

1) Column blockouts are at the contractors’ option. See notes below Section 8/S501.
2) Floor slab joints are as shown on the structural drawings. Dowel baskets are not required.
3) Contractor to supply control joint layout prior to construction (see S001 H.5 and specification 033000)
4) Maximum spacing per specification 033000 for 8 inch slab is 20 feet.
Q48. Re: Shop priming the steel. Page 5 of the specification states to use an epoxy primer while page 7 states to use our standard primer. Can you clarify what is required. It would a big cost for the Epoxy primer.

Q49. The description of the skylight support curb differs from detail #5 p.A105. Detail #5 on plan shows typical/standard skylight on curb installation. However, the referenced spec calls for an unusual curb support attached to roof deck. This is problematic for several reasons:
1. Attachment and seal to standing seem panels is unfeasible due to incongruous profile of panel.
2. Skylight would not sit level above roof deck but would sit on same pitch as roof deck.
3. Built per spec (4" curb) support curb would be too short to receive cricket, thus exposing skylight to direct water, snow and ice damming. Plan calls for bottom of unit to be min. 8" above roof deck.
4. Built per spec there seems to be no direct transference of unit load onto proposed steel rough opening framing beneath roof deck (se #4 p.S502).
5. As described in referenced spec, the "support curb" appears to match detail in #5p.A105, called out as "Metal Roof Head Trim" and includes insulation and dimension per spec.
6. Cost - building custom "Support Curbs" as called for in specs would cost substantially more than building curbs per plan (#5 p.A105).
Please confirm we may proceed per plan #5 p.A105.
A49.
Skylights may be installed level or parallel with roof pitch, per shop drawing phase coordination with skylight and roofing manufacturers. Skylight slope and skylight curb attachment relative to roof deck or blocking will be resolved via final manufacturer-approved field details, submitted by shop drawing at that time.
Maintain 8” minimum curb height above roofing per 5/A105.
Delete text “4 inches high” and “…for anchorage to roof deck.” From 08 62 00, 2.02, C.
Delete sub-items B, C, and D of 08 62 00, 3.03.
Q50. Vol 2, Part 2, para 2.3.1 – Documentation of adequate financial resources: requires Contractors to provide letter from bonding company indicating capability to bond. Since the bid submission requires a bid-bond, is this requirement still applicable?
A50. Follow the proposal preparation instructions as stated in the Solicitation, as amended.
Q51. There is a note that references a clay core for the basin. Will this be required? If so would you like us to assume that it is on site or to plan to import the material? The boring reports do not look promising in regards to finding sufficient material on site.

Answer Pending Q54. There is not a length specified for the loading dock Trench drain and the detail calls for 18” pipe and the profile calls for 15” pipe, could you please clarify these.
