Technical Capability Ratings:
ACCEPTABLE: Proposal meets the minimum requirements.
UNACCEPTABLE: Proposal does NOT clearly meet the minimum requirements.
Subfactor 1
Limited to ten (10) pages Demonstrate offerors technical experience and capability to perform a project of this magnitude and complexity.
Discuss and provide experience of key construction personnel including, but not limited to, Project Manager, Site Superintendent(s), Quality Assurance Manager (on site), Site engineering personnel.
Subfactor 2
Construction Schedule and Commissioning
Approach/timeline (schedule no page limit;
narrative – no more than 5 pages)
Provide Construction Schedule using a critical path a (Critical Path Method (CPM)) scheduling approach considering a Notice to Proceed date of October 14, 2016 for the schedule.
Subfactor 3 – (USGBC) LEED® Experience building to (USGBC)
LEED® standards
Demonstrate that key construction personnel have experience in
LEED®
If no experience, offeror must explain how they will overcome the lack of experience

Award Is Based On Price And Other
Non-cost Related Factors.
• Technical and Past/Present Performance are approximately equal to each other and when combined are approximately equal to the Price Factor.
1. Technical will be evaluated first, Price Factor second and Past Performance last.
2. If an offeror is deemed unacceptable, no further competition will take place.
3. If Price is determined to be reasonable & realistic, the offer will continue in the competition for a
PP evaluation.
