404 Q&A III
02 Feb 2018
1. Spec section 23 74 33 Part 2.2.B. and 2.2.C. request a wall thickness that is more typical of custom air handling units, thus increasing the costs of the equipment beyond the scheduled packaged equipment pricing (more than double the price). Is 24 ga. exterior and 24 ga. interior thicknesses acceptable
(0.024 inch)? Alternatively, can an exception be made for wall construction that meets a rigid standard of L/240 at 8" pressure be acceptable?
It is acceptable to utilize wall construction that meets a rigid standard of L/240 at 8”wc of fan pressure. See addendum 3 updating specification 237433.
2. Spec section 23 74 33 Part 2.4.J. requests Phenolic epoxy coating on the cooling coil. This appears to be a mistake as this adds unnecessary costs and is typically not needed for this type of application.
Are conventional copper tube aluminum fin cooling coils acceptable?
Phenolic epoxy coating is not required for this project. See addendum 3 updating specification
237433.
3. Spec section 23 74 33 Part 2.5.F.1 and 2.5.F.2 requests hot gas bypass and a patented RAWAL hot gas bypass. This tends to be an energy waster vs. an alternative method of using digital scrolls. Are digital scroll compressors acceptable? Should hot gas bypass be eliminated from the specifications -items 2.5.F.1 and 2.5.F.2?
Digital scroll compressors are an acceptable alternative to hot gas bypass. Hot gas bypass is still acceptable and should remain in the specification. See addendum 3 updating specification 237433.
4. Spec section 23 74 33 Part 2.5.F.4. requests heat pipes. This appears to be a mistake as this is not part of this design. Should this section be eliminated from the specifications?
The noted paragraph regarding heat pipes can be disregarded. See addendum 3 updating specification
5. Spec section 23 74 33 Part 2.4.G.6. requests Phenolic epoxy coating on the condenser coil and the reheat coil. This appears to be a mistake as this adds unnecessary costs and is typically not needed for this type of application. Are conventional copper tube aluminum fin coils acceptable along with all aluminum micro channel condenser coils acceptable instead?
Phenolic epoxy coating is not required for this project. See addendum 3 updating specification
6. Spec section 23 74 33 Part 2.5.J.2. requests an aluminum rotor energy recovery wheel. Is the
AirXchange polymer silica gel energy recovery wheel acceptable which uses a polymer wheel in lieu of the aluminum wheel?
A polymer silica gel energy recovery wheel is an acceptable alternative to the aluminum rotor energy recovery wheel. See addendum 3 updating specification 237433.
7. Spec section 23 74 33 Part 2.10.E.4.a. requests outdoor airflow. Is this a percentage value as specified earlier in section 2.10.E.2.? Or is an airflow measuring station required at the outside air inlet?
Outdoor airflow or supply airflow may be monitored. Provide an airflow monitoring station to measure the amount of air being delivered to the unit. See addendum 3 updating specification
8. Spec section 23 74 33 Part 2.10.E.4.b. requests supply airflow. Is this a percentage value as specified earlier in section 2.10.E.2.? Or is an airflow measuring station required at the unit? Since this is a
100% outside air unit, if an airflow station is required, item #7 request above should suffice?
Outdoor airflow or supply airflow may be monitored. Provide an airflow monitoring station to measure the amount of air being delivered to the unit. See addendum 3 updating specification
9. Spec section 23 74 33 Part 2.10.E.4.h. requests carbon dioxide measuring. Is this required for this project? There are no specifications indicating what should happen if CO2 is measured or above a threshold.
The paragraph regarding carbon dioxide measuring can be disregarded. See addendum 3 updating specification 237433.
10. Spec section 23 74 50 Part 2.3.A.11. indicates heating operation down to 0F dry bulb ambient. The schedules indicate -20F dry bulb ambient heating operation. Should the specifications be modified to match the schedules and request heating operation down to -20F dry bulb ambient? The specified equipment is setup to provide 100% heating capacity at -10F dry bulb ambient and 70% of the heating capacity at -20F dry bulb ambient.
The equipment listed as the basis of design in the specification is correct and will provide 100% heating at -10 degrees F and 70% of the heating capacity at -20 degrees F. See addendum 3 updating specification 237450.
11. Can we get a clarification on the conduit requirements for the low voltage systems? The specifications are contradicting and we would like to know what systems are required to be in conduit and what systems can be open cabling. (i.e. Fire Alarm, CCTV, Intrusion Detection, Card Access, Datacom)
The Fire alarm, Intrusion detection, and card access must be in conduit. The CCTV and Datacom can be open cable.
12. The spec calls for black EPDM roofing on the new additions. The existing roofs are white EPDM.
There is a cost increase to go to white. Would they like to proceed with black EPDM per the spec or change to white EPDM to match the existing?
Proceed with black.
13. Can it be verified if equivalent Stanley commercial grade Hinges could be used for this project? (I/E
FBB199, FBB168, FBB179)
Material substitutions will be handled on a case by case basis during the submittal process. If Stanley commercial grade hinges meet the specifications listed, then I would suspect that they could be used
14. Looking at G011, we have concerns and questions on the temp trailers:
a. Connecting water to existing hose bibb on BLDG B402. What type of vehicle traffic will be running over it. Even with heat trace (is there power for it), in subzero temperatures I doubt very much that this line will not freeze. Especially running that distance. This line would be almost
400 feet.
See attached drawing, 402 Water Lines, for location of water lines in the area. These can be tapped and used for this situation greatly decreasing the distance (less than 10' probably) that would be needed to be traversed.
b. A water line laying on the surface going past B401 is going to become a trip hazard, what issue will become of that?
The closest water line to B410 is 86'. As such, water for the temp facility at B410 will have to be eliminated from this trailer and trailer occupants use the restroom facilities within B410. With no need for a restroom in this trailer, the additional space can now be used as open office space.
15. Is the existing fence at temp trailer location as shown on G-011 correct?
There is no fence shown on G-011 near B402, however, there is fencing in that area. The intention is that 3 of these trailers are parked outside of the fenced area (to the west of B402 - T3 and T2 in the attached picture are on the West side of B402 for orientation purposes) and 1 inside the fenced area.
The swing gates into this area only provide a 20' opening which is not large enough to fit the 24' trailer. However, the "throat" access to the flightline at MW-22D on the attached drawing provides a
30' opening. Removal of fencing to provide access is possible, however, the fence posts are located in concrete and "pierced steel planking" is buried below in this area so new fenceposts would require specialized bits to drill through this planking. See attached drawing. The fence is approximately 96' to the west of B402.
16. I have a question with regards to the card access system for the 404 project. We are in the process of completing the removal of old card readers and replacing them with FIPS card readers on the base.
The specification section for card access 28 13 00, states the removal of seven (7) existing card readers and providing ten (10) new card readers in the newly remodeled spaces. In order to price this correctly, I will need to survey the number of doors that have (or will have) the new readers versus those that will be new, as I do not want to price work that has already been contracted. I am looking for your recommendation of how you would like for us to proceed with this, (my initial thought is to remove the 28 13 00 section from the project and contract separately with NAMI on this piece).
Price for 10.
17. Volume 2, Part 1, Subfactor 5 requires large contractor to provide subcontracting plan and defines goals for Small Businesses, Disadvantaged Businesses, Women Owned Business, etc. Do these goals apply to “Primes” categorized as “Small Businesses”?
Per paragraph 2.3.2.6.5.1 in section 00110, Small Business Participation is required for both Small and Large Business Offerors.
18. The controls system is specified as Andover Controls due to the existing base controls being
Andover. Would it be acceptable to provide a non – Andover Bacnet based controls system? We would provide the integration points list to the Andover system. If the existing system is not a Bacnet based system, the base should consider updating to a Bacnet system, to allow the base to gain the benefits of the latest equipment technologies.
The base requires Andover Bacnet based controls system.
19. Is Controls Solutions an acceptable Andover Controls contractor for use on this project?
The 115th Fighter Wing currently uses a system called "Andover Continuum" to control our heating, ventilation and air conditioning (HVAC) as well as our electronic door access and energy management system. This system is owned by Schneider Electric who only authorize a select amount of companies to be their factory authorized, licensed and certified representatives. The 115th Fighter
Wing's representative is North American Mechanical Inc. (NAMI). NAMI is exclusively responsible for providing us with all sales, service and warranty support for Andover Continuum system products.
This exclusivity extends to the proprietary software drivers and application software that link the
Continuum series controls to existing Schneider Electric Buildings systems products.
20. Is a Geotech report available?
Yes, a geotechnical report was completed for the project, and will be added by addendum to the specification section 312000 as Appendix A. Specification 312000 with added Appendix A is attached.
21. Concrete spec mix design, Sheet S001, Note CR-16. Spec Section 033000 does not indicate compressive strength.
Sheet S-001, Concrete & Reinforcing Steel Notes, Material Properties (right under the heading) lists a compressive strength F’c = 4KSI.
22. Please provide rough carpentry specifications.
A Miscellaneous Wood Carpentry specification, 061053, section will be added to specifications by addendum. Specification 061053 is attached.
23. Detail 8/Sheet A403 calls out SCS-1 counters and section 16/A404 calls out PLAM. This occurs at many other elevations/sections. Please advise.
16/A-404 appears to be the only conflict calling for plastic laminate countertops. Delete extraneous plastic laminate part of the note. All countertops are Solid Surface unless noted otherwise (e.g. Vinyl
Upholstered and Stainless Steel). On Drawing A-404, Detail 16: Delete “Plastic Laminate” from
“Countertop with rounded edge.”
24. Specs were a bit vague; please confirm that doors are particle wood cores.
The core of the doors shall be manufacturer's standard core, unless performance requirements for acoustics or fire ratings are noted.
25. Can it be verified if equivalent Stanley commercial grade Hinges could be used for this project? (I/E
FBB199, FBB168, FBB179).
Government will handle material substitutions during construction submittals after award.
26. Are RF doors required for security rooms?
RF Doors are not required for Security Areas. Acoustic ratings noted on doors are all that is required.
27. Door Locks: Lockmasters/KABA system and noted that due to regulations the listed lock was discontinued and replaced with a variety of model numbers. Is this installed by a government certified security locksmith?
Locksets shall meet intended function, regardless of model numbers listed. All hardware is contractor furnished, contractor installed. Contractor shall provide cores to the government for secure keying.
28. Please provide terrazzo specifications.
A revised Tiling specification, 093000, with the addition of Pressed Cement Terrazzo Tiles will be provided via addendum. Specification 093000 is attached.
29. The duct insulation schedule shows return duct being insulated. Please verify.
The return duct does not have to be insulated. On Drawing M-603, HVAC Duct Insulation Schedule:
Delete the Insulation requirement for all Return Air duct service.
30. Please confirm which version of the UFC is to be followed for the fire alarm. Per the spec we are to follow 2013 but the sprinkler system is to be installed per the 2016 requirements.
The 2016 version of the UFC is to be followed for fire alarm as well. Specification 283176 para. 1.2 will be updated via addendum.
31. We are looking for clarification on whether or not low voltage system wiring is required to be in conduit. The specs are somewhat contradicting.
Lighting controls, fire alarm, intrusion detection, card access and any other security cabling must be in conduit. The CCTV and Datacom (network cabling) can be open cable.
File details come from the government source that posted it.
