404 Q&A I 18 Jan 2018

1. We request a two week bid extension in order to accurately estimate all scopes. Please confirm.

The proposal due date will be extended two weeks. New date will be 8 Feb 2018. Proposals must be good for 120 days after proposal due date which is 8 Jun 2018. Also note that period of performance has changed from 545 days to 365 days.

2. Are email proposals acceptable?

Email proposals are not acceptable. The files will be very large with potential of receiving from multiple prime contractors. Our server does not have the capacity to accept large files from multiple companies. Also, we need printed copies for evaluation purposes. The Government does not have the manpower or the resources to print off multiple copies of numerous proposal packages.

3. It was stated at the prebid that we need to copy another individual on the RFI’s however, no additional contact information has been provided, please provide.

Katherine Fox, Katherine.i.fox.mil@mail.mil. MSgt’s Fox’s contact information can be found on the contact slide of the pre proposal slide show.

4. Prime contractors will be receiving numerous sub bids up to last minute before the official bid due date/time.

a. That said, we request that submission of proposal via email be made acceptable.

As stated in question 1, email proposals will not be accepted.

b. In addition, we request the bid summary on pages 6 &7 of 74 of the solicitation be removed from the submission requirement or allowed to be submitted at a later date.

The bid summary is where a prime contractor designates their pricing. These pages will not be removed from submission requirements.

5. Confirm that Primavera P6 scheduling software is acceptable?

Primavera P6 scheduling software is acceptable to use.

6. Please clarify the proposal submission requirements related to number of past performance examples. Page 16, par. 2.5.3.4 it States “Offerors shall discuss their performance using the Performance Relevancy Questionnaire format, Exhibit A, Part 1. Prepare not more than 5 of these documents " However on the actual EXHIBIT A document it states: "…prepare not more than three of these documents.” Please clarify.

Exhibit A will be changed to say, “prepare not more than five of these documents.”

7. In Division 28B, only Simplex, Notifier, and Siemens are listed. Please advise if Gamewell-FCI by Honeywell is an acceptable manufacture for the fire alarm systems in this project?”

Please refer to Specification Vol 1 page 010000-3 & 010000-4 under paragraph 1.10, Standards of Manufacture, specifically bullet C, “Where brand names are shown, these names are intended to describe a quality of product, and in no way are intended to limit products of equal quality.” That being said, material submittals will be handled on a case by case basis during the construction process where alternative materials may be submitted. Please read paragraph referenced above for full description.

8. Confirm the government will remove, store and reinstall all existing casework, display cases, wall décor, art, furniture, chairs, waste baskets, refrigerators, microwaves, etc, that is required to be saved or reinstall by the government at a later date/location.

Whatever remains inside the facility after the Government has moved into temporary facilities provided by the Government (except those items identified in the plans as being reused – See AD-101 Keyed Note 4.014 as an EXAMPLE – other notes may be present in the drawings on other sheets) will become the property of the Contractor for use/re-use/disposal. It is the Government’s intent to move out of the facility completely.

9. It was stated at the Prebid site walk that the contractor was to provide the temporary trailers, please confirm the following related to these trailers:

a. Will the Air National Guard pay for the use of electricity and water? It is assumed the contractor will connect and disconnect these services, however we anticipate the Government to pay for the use at no cost to the contractor.

The ANG will pay for the use of all utilities it uses in the temporary facilities. However, the contractor will pay for utility usage in temporary facilities that the contractor uses.

b. Is backup power required for the temp facilities?

Backup power is not required for the temporary facilities.

c. Is the contractor to include temporary furniture, chairs, waste baskets, refrigerators, microwaves, etc. or will the government supply, install and remove these items?

The Government will supply, install, and remove all temporary furniture, chairs, waste baskets, etc.

10. Is the renovated “vault” area construction required to meet ICD705 criteria? If so, is it required to be certified? By whom?

The renovated “vault” area is required to meet ICD705 criteria as stated in the construction documents. This will be certified by the AF after construction is complete. The contractor will be required to fix any items not meeting certification if they were originally specified in the contract documents.

11. Please provide drawing with location of asbestos material.

See answer to question 12. The Government’s belief is that this adequately shows where these materials are located without providing a drawing.

12. Please provide location of the 3rd assumed location of the asbestos in the vestibule, the report only shows 2 but notes three are assumed.

Listed below is a direct excerpt from pages 117 & 118 (pdf page number) of the 170504 Truax Field ADAL B404 B3 Submittal Book.

These materials must be removed by personnel certified by the Department of Health Services, if they are likely to be disturbed during the renovation project. Removal is not necessary if the materials will not be disturbed during the project.

13. Section 23 09 00 page 9 par. 2.2.A.1 lists Andover Controls, is this the only approved controls?

Yes, Andover Controls are the only approved controls so that they may interface with our base control system.

14. Is this project required to be LEED certified or certifiable? If Certification is required has this project been registered with the USGBC? If so what Level of LEED is the goal? For example section 22 07 00 page 1 par. 1.3.b.1 list LEED submittals, however we cannot find and LEED or sustainable project guidelines. Please note there LEED submittal requirement is also referenced in other sections of the specification.

This project is not required to LEED certified or certifiable. It was designed w/ LEED principals in mind, but no certification is required.

15. Confirm location of spray thermal insulation per section 07 21 00 page 3 par. 2.4, none shown on drawings.

This appears to be an oversight by the A/E during design. The Government could not (at this time) find any spray thermal insulation either in the drawings. However, if present in the drawings but just not locatable currently, Contractor will still be required to install as shown.

16. Section 05 50 00 page 6 par. 2.7 calls for structural steel door frames, none are shown on plans. Please confirm requirement.

There is no requirement for structural steel door frames as there are none. This was a mistake by the A/E firm.

17. Section 01 10 00 discuss base access. Will the ANG provide “Rapid Gate” site access to the contractors or will there be daily vehicle inspections?

All contractors will be required to go through the vehicle inspection side of the main gate and have their vehicles inspected each time they come through the gate. However, all contractors will be placed on the Entry Access List where they will be prescreened for their personal information. As such, outside of the vehicle inspection, they will only need to show an ID to gain access. Information about who they are will not need to be written down each time they come on base (like was done at the site visit). However, be advised that the EAL process may “thin your herd” of available personnel. Felonies within 10 years, misdemeanors within 5 for some offenses will get you denied from base. Drunk driving convictions will remove driving privileges on base. Truax Field will NOT pre-screen potential companies prior to bid award. Generally, this has not been a problem as most subs are aware of this. However, our worst scenario of this was a concrete sub contractor had 14 employees he attempted to get passed on the EAL. 13 were denied entry, the 14th (the owner) was denied driving privileges. As such, the Prime was forced to find a new concrete sub at no additional cost to the Government.

18. When constructing the two additions we will require access to the air field side of the building. Is there special clearance required?

No special clearance will be required for access to the air field side of the building. However, crane work will need pre-clearance w/ Dane County Regional Airport. If your work will take operations outside the grassy area in between the airfield and the building it will require pre-coordination as the pavement in that area is used heavily.

19. In the proposal submission requirements for Volume 2 Part 1 Subfactor 1, we are required to submit resumes for the Superintendent, Quality Control Manager, and Site Safety Manager (SSHO). Are all of these individuals required to be on site full time? Can one individual fulfill the responsibilities / duties of two of these roles?

The Superintendent is required to be on site full time. How responsibilities of Superintendent, Quality Control Manager, and Site Safety Manager is determined by the prime contractor.

20. The following RFIs are related to the Plastic Laminate Casework specified in section 064116:

a. We use a product called Chemetal in lieu of stainless steel banding (A-403, elevation 6 is one of the areas). It is a metal laminate material. Please let me know if this is acceptable.

Material submittals will be handled on a case by case basis during the construction process where alternative materials may be submitted. In this particular case, the Government’s initial inclination would be that this isn’t a suitable substitute, but a final determination will be made during the submittal process.

b. A-402 elevation 6 shows SCS-2, but elevation 1 shows 4.122, which is a key note indication stainless steel. Please clarify which is correct.

Elevation 6 should be used. The below attached drawing of Detail 1 Sheet A-402 shows the correct countertop colors/materials.

c. A-101, room 166, keyed note 4.138 indicates replacement of a solid surface countertop using the existing as a template. Are we replacing the whole wall, or just the countertop?

Per AD-101 and A-101 you are just replacing the countertop, not the entire wall. You will be removing the fabric front on AD-101 per note 4.033. It is the contractor’s choice if they want to rebuild the podium vice salvaging.

d. A-401, elevation 8 & 13 have no designation for which solid surface is required. Please clarify.

Solid surface for countertops/bowls in men’s/women’s restroom shall be Corian, color – Winter Wheat.

21. In the EPDM Roofing specs, (075323-6, 2.6 A), it has a 6 mil Polyethylene vapor retarder, loose-laid per (075323-9, 3.5 A), but on the plan page A-501, detail 14, it shows a self-adhered vapor barrier. Which one is right?

It is self-adhered.

22. Also in the EPDM specs, (075323-5, 2.4 B.2a), it has R-20 for the roof insulation, but on the plan page A-311, details 1, 2, 3, 4 & 5 , it has R-30 roof insulation. Which one is right?

R-30 is the correct roofing.

23. On the existing roof, do you know what type the existing roof system is?

EPDM

24. Do you know if there is an existing roof warranty?

Yes, there is a 15 year warranty by Firestone that started on 15 November 2012.

25. Do you have any photos of the existing roof?

The Government does not have photos of the existing roof.

26. Will the existing scupper be in any shape to be re-used in the new location, who will be cutting new scupper hole in the existing wall?

Unknown at this time.

27. Please confirm that all cost associated with the additions are to be included as part of CLIN 0002, and all cost associated with the renovation / alteration are to be included in CLIN 0001, to include the temporary facilities.

CLIN 0002 is simulator addition rooms 126 127 129, 4 offices 146, 147, 150, and 151, vestibule hallway 148 & 149. Hallway only goes down to cutline Q. Please refer to sheet A101. CLIN 0001 is everything else.

28. Sheet G-011, keynote 0.101 states that (5) 12x56 trailers are required, drawings only show (4) 12x56, which is correct?

Five is the correct number. 4 of these trailers will go where shown on the drawing, the fifth trailer will be located in the parking area to the Plan North of Building 410 on Sheet G-011.

29. Drawing sheet L101 shows plantings over 3’ within 6’ of the building perimeter, this is not in compliance with current ATFP standards. Please confirm this is acceptable.

Yes, this is acceptable. This drawing has been adequately reviewed by the Government.

30. Request to know the total square footage of the above project? And is the square footage for all your projects still included in the documents?

Existing building SF is 17,919 and the new building SF is 21,006.
