Eligibility Verification for Employment

E-Verify is an Internet-based system that compares information from an employee's Form I-9, Employment Eligibility Verification, to data from U.S. Department of Homeland Security and Social Security Administration records to confirm employment eligibility. The U.S. Department of Homeland Security is working to stop unauthorized employment. By using E-Verify to determine the employment eligibility of their employees, companies become part of the solution in addressing this problem. All U.S. employers must complete and retain a Form I-9 for each individual they hire for employment in the United States. This includes citizens and noncitizens.

On the form, the employer must examine the employment eligibility and identity document(s) an employee presents to determine whether the document(s) reasonably appear to be genuine and relate to the individual and record the document information on the Form I-9. The list of acceptable documents can be found on the last page of the form. E-Verify is mandatory for employers with federal Contracts or subcontracts that contain the Federal Acquisition Regulation E-Verify clause.

Obtaining the applicable stormwater management permit(s) associated with land disturbance activities is a critical requirement for all Fort Gordon projects. The following information and references provide general guidance and guidelines to help assist site designers in understanding and meeting the Federal, state, local and Fort Gordon permitting requirements for projects regulated the NPDES Construction Stormwater, Land Disturbance Activity and NPDES MS4 permits.

The Fort Gordon Cantonment area falls under the jurisdiction of the state of Georgia’s Environmental Protection Division (EPD) and the City of Augusta-Richmond County LIA (Local Issuing Authority). The US Environmental Protection Agency (EPA) granted the GA EPD authority to administer its own National Pollutant Discharge Elimination System (NPDES) program and to issue NPDES Construction General Permits under the Federal Clean Water Act. The GA EPD has the authority to certify a county or municipality as a certified LIA under the state’s Erosion and Sedimentation Control Act. As such, the GA EPD has delegated the Augusta-Richmond County as a certified LIA and the authority to administer Land Disturbance Activity (LDA) permits; and to oversee the land disturbance activity permit program with the oversite of the Georgia Soil and Water Conservation Commission (GSWCC). The Augusta-Richmond County LIA reviews ES&PCP for approval, conducts site inspections and enforcement for construction activities which are conducted at Fort Gordon within the LIA’s respective boundaries.

Projects requiring an LDA, NPDES NOI and GA EPD Stream Buffer Variance (SBV) permit require a site specific Erosion, Sedimentation and Pollution Control Plan (ES&PCP) which shall be prepared by a Georgia Soil and Water Conservation Commission (GSWCC) Level-II certified design professional.

At the initiation of a project design, the USACE will hold a project kick off meeting that will include the A-E, Directorate of Public Works (DPW) and USACE staff. Schedules, project specifics and permitting requirements will be discussed in the kick off meeting. The first submittal of the ES&PCP to DPW - Environmental Division (ED) will be with the 65% design submittal. After the preliminary review period, a final 100% ES&PCP will be due within 15 days which would be prior to the supplying the 95% submittal. This is necessary to allow sufficient time for DPW-ED to review the plan and for the designer to make any necessary corrections and resubmit for review if required. USACE Savannah district certified Level II design professional will review the entire package prior to any submissions to DPW-ED.

2. Submittal Requirements

3. Submittal Process

DPW-ED files all required permit submittals. LDA and NPDES permits both require electronic permitting. Neither the A-E nor the USACE should file for permits through the LIA eFile system or through the GAEPD GEOS system for projects on Fort Gordon. Once DPW has approved the design as ready for submission to the LIA, the following steps are followed.

a. Submit a Fort Gordon LDA Permit Application to DPW-ED. Include all digital exhibits required by the application. Ensure that all exhibits are complete and up to date.

b. Submit one full-size (24” x 36”) hard copy set of the designs and CD with final electronic files to:

Delaine Scott DPW Environmental Compliance Branch- Environmental Div.

IMGO-PWE

15th Street, Bldg. 14600 Fort Gordon, Georgia 30905-5040

Main Office: 706-791-8976

c. Submit payment for the LIA review submittal. Projects cannot be submitted to the LIA before this payment is received. A check can be submitted to DPW-ED for the LIA submittal fees and/or paid electronically by contacting the Augusta Richmond County Planning and Development Department directly (POC - Terri Turner 706- 821-1796). Submit a copy of the receipt along with the other required exhibits to

DPW-ED.

d. Once electronic files, hard copies and payment are received and complete, DPW – ED will eFile the LDA Permit Application through the LIA eFile system.

e. If the project is over one acre and requires a NPDES NOI, the DPW will upload the project files into the GAEPD GEOS system to file the NOI. After the NOI has been submitted to GAEPD and the fees have been received, there is a 14-day waiting period prior to commencement of construction activities. The design professional will be responsible to provide a check to DPW-ED made payable to: EPD – Construction Land Disturbance Fees. DPW-ED will provide a copy of the NPDES NOI to the LIA for inclusion in the project review.

f. Projects that encroach within the 25-ft stream buffer, may require an EPD stream buffer variance (SBV) prior to commencement of land disturbance activities. The A-E of record is required to submit a written State waters determination request along with the technical justification and applicable portion(s) of ES&PCP to DPW- ED. DPW-ED will submit the A-E’s written State waters determination request to the LIA. The LIA will conduct a State waters determination. If the LIA determines that a stream buffer variance is required for the project, the LIA will provide written correspondence to the DPW-ED. DPW-ED will complete the EPD stream buffer variance application and submit the stream buffer variance request package to EPD for review and approval.

g. Projects that impact wetlands, conduct dredge and/or fill activities within Waters of the US are required to obtain a USACE 404 permit. The A-E of record is required to complete USACE Pre-Construction Notification (PCN) form, a copy of the wetlands delineation and any additional supplemental information and technical justification to be included in the PCN package and submit to DPW-ED. DPW-ED will review and submit the PCN package to the USACE Savannah District for review and approval.

h. The LIA has 45 days to review the LDA package (can happen concurrently with

SBV and 404 permit reviews if the project also requires those permits). The LIA will review the submittal and either approve or deny the package. If the project requires a NPDES NOI, SBV or 404 Permit, the LIA will not give final approval of the project until copies of those items are submitted as part of the full project package. If the LIA denies the package submittal, deficiencies and comments are to be addressed and a revised package re-submitted to the DPW-ED for resubmittal to the LIA (these may be submitted electronically.) Once the package is approved by the LIA, the A-E will submit seven full size hard copies of the drawings to the DPW-ED. DPW-ED will hand carry the hard copies of the entire package to LIA for issuance of the permit.

i. Once ALL required permits have been obtained, DPW-ED will conduct a stormwater pre-construction meeting with the project manager and representatives of the contractor to include the contractor’s certified Level IA (Blue Card) erosion control site personnel prior to DPW remitting the LDA permit.
