4. FACTOR 1 – CORPORATE RELEVANT SPECIALIZED EXPERIENCE
4.1 SUBMISSION REQUIREMENTS:
4.1.1 Submit the Past Performance Questionnaire/CPARS Summary Sheet (Attachment 2), and the Past Performance Questionnaires (PPQ) (Attachment 3) or CPARS evaluations to demonstrate experience in performing projects meeting the requirements described in paragraph
4.1.3. If the Offeror is a joint venture, the projects did not have to have been performed by the joint venture submitting the offer. These projects could have been performed by either company in the joint venture. Offerors are required to submit projects wherein the Offeror, or proposed joint venture or joint venture member, was the prime contractor and played a significant role and to clearly define those roles. If any Offeror has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer. Ensure that the PPQs/CPARS and continuation sheet, if used, submitted for this Factor clearly describe the relevant characteristics of the project.
Offerors may submit PPQs or CPARS evaluations submitted on other procurements provided they are on the NAVFAC/USACE Past Performance Questionnaire Form. Offerors shall not merely incorporate by reference PPQs previously submitted for other procurements. Offerors may attach one additional single-sided page per PPQ or CPARS to further describe how the project meets the RFP requirements.
4.1.2 Offerors shall submit a minimum of three (3) and a maximum of five (5) projects using a PPQ or a CPARS evaluation. If an Offeror submits more than five (5) total project examples, only the first five (5) will be evaluated.
4.1.3 Recent, relevant projects.
4.1.3.1 To be considered recent, projects must have been successfully completed, or fully designed and at least 50% construction progress completed within six (6) years preceding the date the solicitation is issued.
4.1.3.2 Projects must be a minimum contract value of $20 million. The Government will not consider multiple projects such as individual task order, combined to meet the minimum contract value.
4.1.3.3 To be considered relevant to the work in this solicitation, projects must consist of vertical construction projects similar to the following:
Construction of new vertical facilities similar to an aircraft maintenance hangar, maintenance/operational facilities, administrative/office buildings, parts and tools storage, company operations facilities, Petroleum, Oil Lubricant (POL) storage, enclosed storage building, hangar apron, aircraft washing apron, water supply building, cybersecurity and fire protection systems.
4.1.3.4. Of the recent and relevant projects submitted, at least one (1) project shall be an aircraft maintenance hangar.
4.1.3.5. Of the recent and relevant projects submitted, at least one (1) project that was built on a Department of Defense property/installation or other Federal Government location that required all of the following: controlled access to the property or the installation; background checks or clearances by the Government of the contractor and subcontractor personnel; and controlled access to a secured construction site.
4.1.4 The project description on the PPQ or CPARS evaluation shall clearly describe the projects. The Government will not assume any project characteristics that are not specifically identified and described. The Offeror may attach a continuation sheet to the PPQ/CPAR if needed consisting of one (1) page to describe how the project contained the elements described above and meets the requirements of this factor. The submission must contain sufficient information for the government to determine whether the project meets the requirements of
4.1.3 and its subparagraphs.
4.1.5 The PPQ or CPARS evaluation must provide a Point of Contact for the Client. If the Government is unable to verify the information provided on the PPQ or CPARS evaluation with the client Point of Contact, or by other sources available (e.g. CPARS), the Government reserves the right to disregard that project when evaluating the Offeror’s experience.
4.2 EVALUATION CRITERIA
4.2.1 The Offeror’s submission will be evaluated to determine whether the Offeror has experience performing recent, relevant projects.
A minimum of three (3) projects must be submitted. Each project must meet the requirements of paragraph 4.1.3. At least one project must contain work described in paragraph
4.1.3.4 and at least one project must contain work described in paragraph 4.1.3.5.
4.2.2 Rating Methodology for Factor 1. Factor 1 will be rated using the following adjectival descriptions:
ACCEPTABLE - Proposal meets the requirements of the solicitation.
UNACCEPTABLE – Proposal does not meet the requirements of the solicitation.
5. FACTOR 2 – PAST PERFORMANCE
5.1 SUBMISSION REQUIREMENTS
5.1.1 The Offeror shall demonstrate a record of performance on each project submitted for Factor 1. The information submitted through CPARS evaluation Summary Sheet (Attachment 2), and the Past Performance Questionnaire (PPQ) (Attachment 3) or a CPAR for Factor 1 will be evaluated for this factor. The PPQ is provided for the Offeror to submit to the client (Point of Contact) for each project the Offeror includes in its proposal. Offeror must ensure correct phone numbers and email addresses are provided for the client Point of Contact.
Completed PPQs/CPARs must be submitted with your proposal by the specified closing date and time. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. While it is important to submit a PPQ signed by the client, if the Offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the Offeror shall complete blocks 1 – 5 of the PPQ which will contain contract and client information and submit it with the proposal. The Government will call and confirm information provided by the Offeror on the PPQs with the points of contact, to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available. If the Government is unable to verify the information in the PPQ, it may be disregarded. Offerors are cautioned that the PPQ must contain sufficient information for the government to determine whether the project contains the elements of work similar to this requirement as described in Factor 1.
Project Information submitted in a format other than or in lieu of the PPQ or CPARS will not be considered. The Government may utilize previously submitted PPQ information in the past performance evaluation. The Government will consider any available CCASS or CPARS information on the relevant projects submitted. In addition, the Government may consider available past performance information on projects not submitted by Offerors in response to this solicitation.
5.1.2 Offerors may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions. This information, if necessary, shall be limited to the additional page referenced in paragraph 4.1.4.
5.1.3 Using PPQs/CPARs as described above, Offerors shall demonstrate the quality of performance information on projects determined by the government to be recent and relevant from Factor 1.
5.1.4 While the Government may elect to consider data from other sources, the offeror must provide detailed, current, accurate and complete past performance information for evaluation by the Government.
5.2 EVALUATION CRITERIA
5.2.1 Past Performance Evaluation. The past performance evaluation results in an assessment of the probability that the Offeror will meet the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated record of performance on recent and relevant projects that involve a similar scope and magnitude of effort and complexities as this solicitation requires. The projects submitted for Factor 1 will be evaluated to assess the Government’s confidence in the ability of the Offeror to meet the solicitation requirements.
5.2.2 Performance Evaluation. The Government will evaluate the quality of the Offeror’s past performance using the sources available to it including but not limited to the projects identified by the Offeror and submitted on the PPQs and any additional information about those projects received from references and CPARS evaluations. The Government will consider any available CCASS or CPARS information on the relevant projects submitted by the Offeror under this factor. The Government reserves the right to determine an Offeror’s past performance to be Unacceptable if negative past performance information on relevant projects performed by the Offeror but not submitted in response to this solicitation is discovered.
5.2.3 The Government will consider past performance of the offeror and the past performance information submitted on members of a joint venture.
5.2.4 Rating Methodology for Factor 2. The Government will consider the quality of recent and relevant past performance information to assign a past performance evaluation rating.
To be rated “Acceptable” in this factor, Offerors must receive ratings of Satisfactory or better in each Evaluation Methodology.
