Construction of new vertical facilities similar to an aircraft maintenance hangar, maintenance/operational facilities, administrative/office buildings, parts and tools storage, company operations facilities, Petroleum, Oil Lubricant (POL) storage, enclosed storage building, hangar apron, aircraft washing apron, water supply building, cybersecurity and fire protection systems.
4.1.3.4. Of the recent and relevant projects submitted, at least one (1) project shall be an aircraft maintenance hangar.
4.1.3.5. Of the recent and relevant projects submitted, at least one (1) project that was built on a Department of Defense property/installation or other Federal Government location that required all of the following: controlled access to the property or the installation; background checks or clearances by the Government of the contractor and subcontractor personnel; and controlled access to a secured construction site.
4.1.4 The project description on the PPQ or CPARS evaluation shall clearly describe the projects. The Government will not assume any project characteristics that are not specifically identified and described. The Offeror may attach a continuation sheet to the PPQ/CPAR if needed consisting of one (1) page to describe how the project contained the elements described above and meets the requirements of this factor. The submission must contain sufficient information for the government to determine whether the project meets the requirements of
4.1.3 and its subparagraphs.
4.1.5 The PPQ or CPARS evaluation must provide a Point of Contact for the Client. If the Government is unable to verify the information provided on the PPQ or CPARS evaluation with the client Point of Contact, or by other sources available (e.g. CPARS), the Government reserves the right to disregard that project when evaluating the Offeror’s experience.
4.2 EVALUATION CRITERIA
4.2.1 The Offeror’s submission will be evaluated to determine whether the Offeror has experience performing recent, relevant projects.
A minimum of three (3) projects must be submitted. Each project must meet the requirements of paragraph 4.1.3. At least one project must contain work described in paragraph
4.1.3.4 and at least one project must contain work described in paragraph 4.1.3.5.
4.2.2 Rating Methodology for Factor 1. Factor 1 will be rated using the following adjectival descriptions:
ACCEPTABLE - Proposal meets the requirements of the solicitation.
UNACCEPTABLE – Proposal does not meet the requirements of the solicitation.
5. FACTOR 2 – PAST PERFORMANCE
5.1 SUBMISSION REQUIREMENTS
5.1.1 The Offeror shall demonstrate a record of performance on each project submitted for Factor 1. The information submitted through CPARS evaluation Summary Sheet (Attachment 2), and the Past Performance Questionnaire (PPQ) (Attachment 3) or a CPAR for Factor 1 will be evaluated for this factor. The PPQ is provided for the Offeror to submit to the client (Point of Contact) for each project the Offeror includes in its proposal. Offeror must ensure correct phone numbers and email addresses are provided for the client Point of Contact.
Completed PPQs/CPARs must be submitted with your proposal by the specified closing date and time. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. While it is important to submit a PPQ signed by the client, if the Offeror is unable to obtain a completed PPQ from a point of contact for a project(s) before proposal closing date, the Offeror shall complete blocks 1 – 5 of the PPQ which will contain contract and client information and submit it with the proposal. The Government will call and confirm information provided by the Offeror on the PPQs with the points of contact, to the extent necessary to verify the information in the PPQ or to obtain additional information. The Government reserves the right to interview other individuals if the point of contact is not available. If the Government is unable to verify the information in the PPQ, it may be disregarded. Offerors are cautioned that the PPQ must contain sufficient information for the government to determine whether the project contains the elements of work similar to this requirement as described in Factor 1.
Project Information submitted in a format other than or in lieu of the PPQ or CPARS will not be considered. The Government may utilize previously submitted PPQ information in the past performance evaluation. The Government will consider any available CCASS or CPARS information on the relevant projects submitted. In addition, the Government may consider available past performance information on projects not submitted by Offerors in response to this solicitation.
5.1.2 Offerors may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions. This information, if necessary, shall be limited to the additional page referenced in paragraph 4.1.4.
5.1.3 Using PPQs/CPARs as described above, Offerors shall demonstrate the quality of performance information on projects determined by the government to be recent and relevant from Factor 1.
5.1.4 While the Government may elect to consider data from other sources, the offeror must provide detailed, current, accurate and complete past performance information for evaluation by the Government.
5.2 EVALUATION CRITERIA
5.2.1 Past Performance Evaluation. The past performance evaluation results in an assessment of the probability that the Offeror will meet the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated record of performance on recent and relevant projects that involve a similar scope and magnitude of effort and complexities as this solicitation requires. The projects submitted for Factor 1 will be evaluated to assess the Government’s confidence in the ability of the Offeror to meet the solicitation requirements.
5.2.2 Performance Evaluation. The Government will evaluate the quality of the Offeror’s past performance using the sources available to it including but not limited to the projects identified by the Offeror and submitted on the PPQs and any additional information about those projects received from references and CPARS evaluations. The Government will consider any available CCASS or CPARS information on the relevant projects submitted by the Offeror under this factor. The Government reserves the right to determine an Offeror’s past performance to be Unacceptable if negative past performance information on relevant projects performed by the Offeror but not submitted in response to this solicitation is discovered.
5.2.3 The Government will consider past performance of the offeror and the past performance information submitted on members of a joint venture.
5.2.4 Rating Methodology for Factor 2. The Government will consider the quality of recent and relevant past performance information to assign a past performance evaluation rating.
To be rated “Acceptable” in this factor, Offerors must receive ratings of Satisfactory or better in each Evaluation Methodology. Offerors must receive ratings of Satisfactory or better in each Section of all recent, relevant PPQs submitted by the Offeror and on recent, relevant CPARS evaluations reviewed by the government. A “Section” in a PPQ is the individual element within each Section. For example Quality Section is not rated however each question/statement such as a) Quality of technical data/report preparation efforts; b) Ability to meet quality standards specified for technical performance; c) Timeliness/effectiveness of contract problem resolution without extensive customer guidance; d) Adequacy/effectiveness of quality control program and adherence to contract quality assurance requirements (without adverse effect on performance) is rated and will be considered individually in the evaluation of this factor. “Sections” in a CPARS evaluation are Quality, Schedule, Cost Control (if applicable), Management, Utilization of Small Business, Regulatory Compliance, and Other Areas such as but not limited to Safety. The elements within each Section of a CPARS evaluation are not considered in determining whether an offeror is Acceptable for this factor. If a project is submitted for which an evaluation was performed under the older CCASS system, only the Overall Rating will be considered, however the associated PPQ will still consider individual elements within each section. This factor will be rated using the following adjectival descriptions:
Past Performance Ratings
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
5.2.5 If no recent and relevant performance record is available or information is so sparse that no meaningful rating can be reasonably assigned, this factor will be assigned a rating of “Unknown” (FAR 15.305 (a)(2)(iv)). In the context of acceptability/unacceptability, “unknown” shall be considered “Acceptable”.
6.0 PRICE FACTOR
6.1 SUBMISSION REQUIREMENTS
6.1.1 Offerors shall submit the completed CLIN Schedule in Section 00 10 00 of the RFP containing prices for each CLIN.
6.2 EVALUATION CRITERIA
6.2.1 The offeror's price proposal will be evaluated for completeness, price reasonableness, and unbalanced pricing. In the evaluation, the Government may use data, external to the offeror's proposal, such as, but not limited to, field pricing reports, industry information, Government estimates, same or similar DoD contracts, and commercial data. For all Contract Line Item Numbers (CLIN), the evaluation of options will not obligate the Government to exercise such options.
6.2.2 Completeness – To be complete, the Offeror must provide all data that is requested and necessary to evaluate the prices, including completing all CLINs identified on the CLIN schedule Section 00 10 00. The Government will assess the extent to which the proposed prices comply with the content and format requirements set forth in this solicitation.
6.2.3 Reasonableness: In conducting the reasonableness analysis, the Government will use one or more analysis techniques described in, but not limited to, FAR 15.404-1.
6.2.4 Unbalanced Pricing: The offeror’s proposal will be assessed for the presence of unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (CLINs) is significantly over or understated as indicated by the application of price analysis techniques. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
6.2.5 Insufficient details to support the determination of reasonableness and non-presence of unbalanced pricing, initially or subsequently, may be a consideration for excluding the offeror’s proposal from the competitive range and further consideration for award.
7. OVERALL PROPOSAL EVALUATION
7.1 The evaluation will be based on the content of the proposal, and any information obtained from other sources, e.g. past performance information. The Source Selection Evaluation Board will not consider any documents incorporated by reference, except as expressly allowed by this solicitation.
7.2 Each member of the SSEB will independently consider all information provided in the proposal. Once these individual analyses are completed, the SSEB will assign a consensus rating for each evaluation factor.
7.3 The Government will evaluate the proposals beginning with the lowest price to the highest price until it reaches the first three responsive and responsible Offerors who achieve Acceptable ratings in both factors. The remainder of the proposals may not be evaluated. If less than three proposals are received, then all proposals will be evaluated.
8. EXCEPTIONS. Exceptions to the contractual terms and conditions of the solicitation (e.g., standard company terms and conditions) may result in a determination to reject a proposal.
9. RESTRICTIONS. Failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award.
10. BASIS FOR AWARD
10.1 Proposals must meet the criteria stated in the RFP in order to be eligible for award, to include responsiveness, and technical acceptability. A responsibility determination will be made in accordance with Federal Acquisition Regulation (FAR) 9.1.
10.2 In order to determine which proposal(s) represent the best value, proposals will be evaluated against all source selection criteria in this RFP.
10.3 Award will be made on the basis of the lowest evaluated price of a proposal meeting or exceeding the acceptability standards for non-cost factors. The Government will make award to the lowest priced Offeror with an “acceptable” rating in all non-price factors which is deemed responsive and whose price has been determined fair and reasonable.
10.4 The Government reserves the right to reject any and all offers.
10.5 Offerors are reminded to include their best technical and price terms in their initial proposal.

RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner.
A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good
Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified.
Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT YOUR
EVALUATION OF THE CONTRACTOR’S PERFORMANCE
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.
The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.
