About this file

This document contains an appendix comparing code requirements for fire protection systems at Chievres Air Base in Belgium. Key details include comparisons of code standards from the United States Unified Facilities Criteria, National Fire Protection Association codes, and relevant Belgian host nation codes for items such as fire water storage, fire pumps, piping sizes, hydrant spacing, and sprinkler system requirements. The appendix identifies where code requirements are the same between U.S. and host nation standards and where they differ, such as pipe sizes, pump enclosure construction, or monitoring requirements. This information would help guide the design and installation of fire protection systems to meet both U.S. and Belgian regulatory standards at the base.

Compartments for pumpsets shall be sprinkler protected. Where the pump compartment is separate, it might be impractical to provide sprinkler protection from the control valve sets in the premises.

Sprinkler protection might be provided from the nearest accessible point on the downstream side of the outlet non-return valve of the pump via a subsidiary stop valve secured in the open position, together with a water flow detector in accordance with EN 12259-5, to provide visible and audible indication of the operation of the sprinklers. The alarm equipment shall be installed either at the control valves or at a responsibly manned location such as a gatehouse (see Annex I).

A 15 mm nominal diameter drain and test valve shall be fitted downstream of the flow alarm to permit a practical test of the alarm system.

EN 12845: 10.3.2

Design Criteria

As diesel-drive fire pumps are being provided, the fire pump house must be designed as an Exztra Group occupancy, with a design density of 0.30 gpm sq ft (12 mm/min) over the entire area of the building.

NFPA 20: 4.14.1.3

UFC 3-600-01: Table 9-3

Technical Rooms are classified as OH3 according to Host Nation Codes. The pump house is a technical room, and must be designed as a Ordinary Hazard 3 (OH3) occupancy, with a design density of 5 mm/min over 216m².

Sprinkler Type High-temperature [286 degrees F (141 degrees C)], standard spray upright or pendent sprinkler will be provided throughout the fire pump house.

NFPA 13: Table 8.6.2.2.1(a)

Sprinklers shall be chosen with a temperature rating close to but no lower than 30 °C above the highest anticipated ambient temperature.

In unventilated concealed spaces, under skylights or glass roofs etc., it might be necessary to install sprinklers with a higher operating temperature, up to 93 °C or 100 °C. Special consideration shall be given to the rating of sprinklers in the vicinity of drying ovens, heaters and other equipment, which gives off radiant heat.

Under normal conditions in temperate climates a rating of 68 °C or 74 °C is suitable.

EN12845: 14.4

Sprinkler Spacing Sprinklers shall be spaced at a maximum of 100 sq feet (9.3 sq meters).

UFC 3-600-01: Table 9-3 Sprinklers shall be spaced at a maximum of 12m². EN 12845: Table 19

Hose Stream Allowance A hose stream allowance of 500 gpm (1,900 L/min) for a duration of 90 minutes must be provided for the fire pump house.

UFC 3-600-01: Table 9-4

Combined water supplies shall be superior single or duplicate water supplies designed to supply more than one fixed firefighting system, as for example in the case of combined hydrant, hose and sprinkler installations.

Combined supplies shall fulfil the following conditions:

a) the systems shall be fully calculated;

b) the supply shall be capable of supplying the sum of the simultaneous maximum calculated flows from each system. The flows shall be corrected up to the pressure required by the most demanding system;

c) the duration of the supply shall be no less than that required for the most demanding system;

d) duplicate pipe connections shall be installed between the water supplies and the systems.

EN 12845: 9.6.4

Fire Alarm System

The fire pump house is required to be provided with a fire alarm system to monitor the fire pumps and fire water storage tanks. A standalone, addressable fire alarm control panel (FACP) will be provided in the fire pump house.

UFC 3-600-01: 9-18

Mass Notification System A mass notification system is not required as the fire pump house is not considered an inhabited building (occupied by 11 or more DoD personnel on a regular basis), as defined by UFC 4-010-01.

UFC 4-021-01: 2-6.2.1

Initiating Devices Fire alarm initiating will include addressable interface modules (to monitor the fire pump, fire water storage tanks), sprinkler water flow, valve tamper switches, and smoke detector (above FACP).

NFPA 20, NFPA 22, NFPA 72

Notification Appliances Fire alarm notification appliances are required for the fire pump house and will consist of horns and strobes.

UFC 3-600-01: 9-18

Conductors and Wiring Wiring may be solid copper or stranded as permitted by NFPA 70. All signaling line circuits must be minimum of 18 AWG. Initiating device and notification appliance circuits must be minimum 16 AWG.

UFC 3-600-01: 9-18.9.4

Identification All conduit, junction/back boxes, covers and couplings must be factory painted red.

UFC 3-600-01: 9-18.9.7

Circuit Performance Class B pathways will be provided for addressable detection, notification, and signaling line circuits.
