About this file
This is a request for proposal for facilities maintenance and repair services at Fort Stewart and Hunter Army Airfield in Georgia. The solicitation seeks proposals for a one-year base period of performance starting in January 2024, with four additional one-year option periods that may be exercised at the government's discretion. Services will include corrective and preventative maintenance, repair, and replacement work across various facility systems. Offerors must price the base period and all option periods using the pricing worksheet provided. Proposals are due by August 31, 2023 and the government intends to award without discussions. The solicitation identifies applicable labor standards and wage determinations based on the nature and duration of work. Technical merit and past performance when combined are significantly more important than cost in the evaluation.

INSTRUCTIONS
BASIS OF AWARD
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government will make a selection for award using the best value trade off process. In accordance with FAR 2.101, “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The best value is determined by comparing differences in the value of non-price features. In making this comparison, the Government is more concerned with obtaining superior non-price factors than with establishing a contract at the lowest overall price to the Government.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The Government also reserves the right to make no award.

52.212 EVALUATION – COMMERCIAL PRODUCSTS AND COMMERCIAL SERVICES (NOV 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factors listed in relative order of importance
1. Technical Approach. The Government will evaluate the technical approach narrative for technical feasibility, thoroughness, and adherence to the requirements of the Performance Work Statement and to assess the Contractor’s understanding of the work. The Government will evaluate the effectiveness of the proposed technical approach to accomplish the requirements as identified in the PWS. The Government will evaluate the compensation of the Project Manager in accordance with FAR solicitation provision 52.222-46. Proposals must receive at least an adjectival rating of acceptable to be eligible for award. See Table 1 below for descriptions of the adjectival ratings.
Adjective Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
2. Price and Rates – The Government will evaluate the price proposal for fairness, reasonableness, completeness, balance, and value. Certified cost and pricing data are not required. The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost and/or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. Price will not receive an adjectival rating.
a. The Government will evaluate the total evaluated price by totaling the prices for CLIN X001 (base period plus all options under FAR 52.217-9 and up to six months of additional performance under the Option to Extend Services per FAR 52.217-8.). The Government will evaluate the overall price and the individual CLIN prices to determine whether they are fair and reasonable in accordance with the price and technical analysis techniques at FAR 15.404-1(b) & (e). Cost Analysis and Cost Realism Analysis will not be performed; however, the price proposal must include all essential elements of work and must be consistent with the technical approach described in Volume I to be considered complete. A proposal that does not price all essential elements of work or that is inconsistent with the proposal technical approach will be considered incomplete and deficient unless the offeror explicitly states in a narrative statement that those portions of the work are purposely gratis to the Government. The offeror is cautioned against using a ‘buy-in’ strategy as described in FAR 3.501 in regard to shifting costs out of CLIN X001 into the service orders. All costs for services and materials described in the PWS as attributable to the management effort must be captured in the price for CLIN X001. A ‘buy-in’ pricing strategy will be considered a price deficiency and will render the proposal unacceptable for award. Unbalanced pricing will be considered a price deficiency and will render the proposal unacceptable for award.
b. The Government will evaluate the labor and indirect rates for performance of service orders for fairness and reasonableness.
