About this file

This is Amendment 0002 to a solicitation for graphic upgrades and contracting work for New York and New Jersey locations, effective August 3, 2026. The amendment modifies solicitation W912DS26QA020 issued by the U.S. Army Corps of Engineers (W2SD ENDIST New York, KO Contracting Division) for the Navy.

The amendment updates the Statement of Work and provides clarifications through responses to 27 RFI questions. Key requirements include: vendors must quote all 20 line items with no partial quotations permitted; site inspections are recommended but not mandatory (vendors may coordinate visits with 48-72 hours' notice through designated facility contacts); bidders must submit mockups, technical data, warranties, subcontractor information, and past-performance references; a licensed electrician is required for CLIN 0002; vendors are responsible for permits, electrical work, landlord approvals, field measurements, and inspections; lift rentals, sidewalk permits, traffic control, parking fees, and building-management charges must be included in pricing with no post-award change orders permitted; and all costs include labor, materials, permits, and supplies. The contract requires a minimum one-year warranty on exterior window wraps, channel letters, pylon faces, and interior graphics, with payment terms extending up to 60 days after inspection. The amendment adds Service Contract Act wage determinations for Bergen-Passaic, Middlesex, Warren, and Hunterdon-Somerset counties in New Jersey. Award will be made to the lowest responsive and responsible offeror. No bonding is required. This is a small-business set-aside. Final quotations must be submitted via email only to Brian Winters and Nicholas Emanuel prior to the stated deadline.
