About this file
This is a Statement of Work (SOW) for FY 2026 Upgrade Graphics Only, detailing installation of military service graphics and signage across 20 locations in North New Jersey and New York recruiting centers operated by the Army Corps of Engineers (COE).
The contractor must provide all labor, materials, equipment, and supervision to install exterior window wrap graphics, interior vinyl signage, facia channel letter signs, and replace exterior pylon cabinet sign faces at recruiting facilities for the Marines, Navy, and joint military services. Key work requirements include: visiting sites before bidding, completing all work within 120 days of contract award during normal business hours (9am–5pm) in the presence of authorized military personnel, removing and disposing of existing materials, securing the work site, cleaning up after completion, and coordinating with three designated COE points of contact (Giovanni Hassan Halak, Shenelle Cummings-Johnson, and Gerard Cagayat) before gaining site access. Specific graphic specifications are detailed for each location, including perforated window wrap standards (3M 8170–P40, 40% perforated, 4-mil vinyl with 60/40 visual obscurity density) with edge sealer tape application, interior vinyl graphics on self-adhesive materials (3M 180CV3-10 opaque white vinyl with 3M 8520 UV-resistant overlay), and installation on surfaces prepared according to manufacturer guidelines. The contractor must obtain COE approval on all graphic mockups and renderings before installation, follow manufacturer installation instructions, and provide proof of inspection completion before payment release. Payment may be withheld for up to 60 days following work completion and inspection. Insurance bonds may be required at the owner's discretion. No security clearance is required, but only legal, authorized personnel are permitted on site.
