About this file

This is Amendment 0001 to Solicitation W912DS26QA0200, issued by the U.S. Army Corps of Engineers (USACE) W912DS Endist New York on August 3, 2026. The amendment extends the proposal due date from August 18, 2026 to September 2, 2026 at 2:00 P.M. EST and answers 27 questions from prospective offerors. Bidders must acknowledge receipt of this amendment by the specified deadline or risk rejection of their bid per FAR 14.304.

The solicitation is for FY 26 graphic upgrades across 20 line items at locations in New Jersey and New York. This is a small-business set-aside award based on lowest responsive and responsible offeror pricing. All 20 line items must be quoted; partial quotations are not permitted. Vendors are responsible for permits, electrical work, landlord approvals, field measurements, and inspections with landlord and Government approvals. A licensed electrician is required for CLIN 0002. Mandatory pre-bid site visits are required for all locations and should be coordinated with the Realty Specialist with 48–72 hours notice. Proposals must be submitted via email only to Brian Winters and Nick Emanuel. No bonding is required. Vendors must submit mockups, technical data, warranties, subcontractor information, and past-performance references. A one-year warranty is required for exterior window wraps, channel letters, pylon faces, and interior graphics. The Government will provide graphic files and style guides immediately after award. Payment terms may extend to 60 days after inspection. All costs including labor, materials, and permits must be included in pricing with no change orders permitted after award. Fastsigns, Inc. is identified as the Navy's interior graphics manufacturer. The amendment adds four Service Contract Act wage determinations for Bergen-Passaic, Middlesex, Warren, and Hunterdon-Somerset counties in New Jersey.
