RFI #FROMTASKEDDATE RECEIVEDQUESTIONRESPONSENOTESStatus
1Schweitzer Engineering Laboratories, Inc.JBMDL1-SepThe specifications identify approved electric meter models for AMRS integration. Would the Government accept the SEL-735 Power Quality and Revenue Meter as a U.S. manufactured equivalent, subject to the Contractor demonstrating compliance with all applicable metering, communications, cybersecurity, and AMRS compatibility requirements through the specified submittal and approval process?Only the meters that are explicitly listed in the Meter Data Management Plan will be authorized on the network by the Air Force Civil Engineer Center who oversees the entire AMRS network. So unfortunately no, that meter cannot be used.

JBMDL preference is for the Siemens 9410 meter. An alternative option is the Schneider 8650. However, we were recently informed that this meter will no longer be manufactured.

2 Willdan AE 2-Sep Battery Energy Storage System Capacity Discrepancy The solicitation appears to contain conflicting BESS sizing information.

The drawings identify three Battery Energy Storage Systems rated at approximately 500 kW / 500 kWh each (total nominal capacity approximately 1.5 MWh).

However, Specification Section 26 37 appears to identify each BESS as approximately 500 kW / 1.5 MWh (total nominal capacity approximately 4.5 MWh).

Question:

Please confirm the required BESS power rating and energy-storage capacity for:

•each individual BESS unit,
•total system power capacity,
•total system energy capacity.

Reason for clarification:

The discrepancy materially affects equipment selection, footprint, fire protection requirements, controls integration, commissioning requirements, and project pricing. Each individual BESS: 500KW/KWH Total System Power Capacity: 1.5MW Total System Energy Capacity: 1.5MWH

Spec section to be updated for clarityUpdated spec/dwg included
3WilldanCT2-SepApplicable Davis-Bacon Wage Determination

8DAVID BOLAND, INCAE4-SepSpec: 09 06 00 – Schedules for Finishes, 09 90 00 – Paints and Coatings

Question: Paragraph 1.6.3 of Section 09 90 00 of the specifications requires the use of an SSPC QP 1 certified painter. Paragraph 2.3 of Section 09 60 00 of the specifications requires the use of an MPI 163 approved product for this project. MPI 163 is a Water-Based Emulsion, Semi-Gloss (MPI Gloss Level 5) Paint, suitable for both industrial and architectural exterior wood & metal surfaces.

SSPC QP 1 certified painters are certified to perform field coating applications on complex industrial and marine structures such as bridges, offshore drilling platforms, wastewater treatment facilities, and storage tanks. They are typically large metal structures requiring abrasive blast cleaning and spray painting. Additionally, the UFGS 09 90 00 – Paints and Coatings provides guidance for the designer, stating, “Use bracket option below concerning SSPC QR 1 only when industrial coatings are required”.

The painting work on this project does not seem to fall within the category of structures typically reserved for the requirements of SSPC QP 1. Additionally, This requirement will prohibit local experienced, small business painting subcontractors from being able to perform the work and will result in a substantial increase in the cost of this work, which will be reflected in the prime contractors’ bids submitted to the Government.

Based on the explanations provided above, will the Government please remove the requirement for the use of SSPC QP 1 certified painting contractors from the specifications for this project?Concur, will strike the requirement for SSPC QP 1.Updated spec/dwg included

Spec: Section 09 90 00 – Paints and Coatings

Question: Subpart 1.6.2 – Coating Contractor’s Qualification of Section 09 90 00 of the specifications includes requirements regarding the experience of the coating contractor. However, it appears that the Government may have inadvertently included Subpart 1.6.3 – SSPC QP 1 Certification of Section 09 90 00 of the specifications in the specifications as well.

Subpart 1.6.3 states, "Contractors that perform surface preparation or coating application on steel substrates must be certified by the Society for Protective Coatings (formerly Steel Structures Painting Council) (SSPC) to the requirements of SSPC QP 1 prior to Contract award, and must remain certified while accomplishing any surface preparation or coating application."

Per the SSPC website (now AMPP), QP 1 certification is primarily meant to attest to the ability to apply coatings on complex structures, such as bridges, industrial tanks, marine vessels, water/wastewater facilities, and power plants.

Additionally, the UFGS 09 90 00 – Paints and Coatings provides guidance for the designer, stating, "Use bracket option below concerning SSPC QP 1 only when industrial coatings are required. Painting qualifications for projects such as BEQ's, training facilities and general administration buildings do not require QP 1 certification."

The painting for this project does not appear to fall within the categories of structures typically reserved for the requirements of SSPC QP 1.

This requirement will prohibit local experienced, small business painting subcontractors from being able to perform the work and will result in a substantial increase in the cost of this work, which will be reflected in the prime contractors' bids submitted to the Government.

SSPC QP 1 certified painting contractors typically do not perform painting work for the types of surfaces that are required to be painted for this project.

Based on the guidance provided in UFGS 09 90 00 and the explanations provided above, will the Government please remove the requirement for the use of SSPC QP 1 certified painting contractors from the specifications for this project?Concur, will strike the requirement for SSPC QP 1. Question: Subpart 1.6.2.2 – Quality Control (QC) Manager, Qualifications of Section 01 45 00 of the specifications requires the Quality Control (“QC”) Manager to “possess at least a Bachelor's degree in engineering, architecture, or construction management, with a current professional engineer registration in a US State or Territory or a current licensed architect in a US State or Territory . . .”

The requirements for the QC Manager to be a Professional Engineer (“PE”) or Licensed Architect appear to be excessive for the level of complexity of the project. This requirement is more commonly found on design-build projects; however, this project is a design-bid-build project.

Will the Government please consider removing the requirement for the QC Manager to have a “current professional engineer registration in a US State or Territory or a current licensed architect in a US State or Territory” from the requirements for this project?

This would be more in line with the type and complexity of the project, and would avoid eliminating a large pool of capable and experienced potential QC Managers.BMcD will need USACE approval to remove this requirement. While we agree that this is not a large project, it is somewhat complex given the equipment and phasing involved. Our recommendation is to bid as designed. No spec/drawing update required.

Sheet:

Detail:

Spec: Standard Form 1442

Question: The solicitation indicates that the bids are due to 2:00 p.m. on Monday, 28 September 2026.

We respectfully request that the Government consider shifting the bid due date to another business day.

A Monday morning bid due date significantly limits the contractor’s ability to finalize bids after the close of business on the preceding day, as during the weekend, subcontractors, suppliers, and other key personnel are generally unavailable to respond to last-minute questions, provide clarifications, resolve discrepancies, and submit revised pricing.

In addition, many subcontractors and suppliers routinely submit their final quotes on the last business day before the bid due date. A Monday morning bid due date essentially eliminates the opportunity for meaningful review, coordination, and confirmation of those quotes before submitting the bids.

Providing a bid due date on another business day would allow the contractors to complete appropriate and thorough review, improve the accuracy and completeness of the bids, and encourage greater competition, ultimately benefiting the Government through more competitive pricing. The Government has evaluated the request to shift the bid due date. Due to strict fiscal year-end funding availability constraints, the deadline cannot be extended beyond the end of the fiscal year.

To maximize competition and accommodate contractor coordination needs as much as possible, the Government is granting a partial extension. The bid due date is hereby shifted from Monday, 28 September 2026, to Wednesday, 30 September 2026 at 2:00 PM EDT.

This change is officially incorporated into the solicitation under Amendment 0004. Offerors must acknowledge this amendment in their proposals.

Question: Subpart 3.6.1 – Periodic Schedule Update Meetings of Section 01 32 01.00 06 of the specifications states, " The Contractor scheduler must attend in person unless virtual attendance is approved by Contracting Officer.”

With the user-friendliness of current technology, it has become customary for the Scheduler to participate in update meetings virtually.

Will the Government please consider allowing the Scheduler to attend and perform their duties virtually during the Periodic Schedule Update Meetings?

Allowing the Scheduler to participate virtually will increase efficiency due to having more direct access to the required technology, without sacrificing the effectiveness of the meetings. The scheduler may attend virtually if approved by the contract officer further the contract is awarded as stated in the specifications.

Question: Will the Government please clarify if a sales tax exemption is applicable for this project?FAR Clause 52.229-3, "Federal, State, and Local Taxes," included in this solicitation (page 37 of the solicitation document), states that the contract price includes all applicable Federal, State, and local taxes and duties. The clause also outlines the process for price adjustments if tax exemptions are granted. Per FAR Subpart 29.3, the U.S. Government is generally exempt from direct state and local taxes. However, the applicability of a sales tax exemption on purchases made by the contractor for this project depends on the laws of the state of New Jersey. The contractor is responsible for determining the applicability of any tax exemptions and for obtaining any necessary exemption certificates.
