QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
BIDDER INQUIRY GOVERNMENT RESPONSE
It appears that most if not all of the utility contacts, although aware of the project, none of them know exactly what the exact scope of that needs to be done and cannot confirm what work the contactor or there approved subcontractor, hired by the Contractor will have to do, nor have any provided any cost estimate for the Utility portion. We know this question has been asked several times and the answer is to coordinate with the utility contacts, but the listed contacts cannot provide any information.
The ACOE should consider change the description of the pay item allowance to reimburse the utility company should include the work that needs to be done by the contractor, if any, and should include overhead and profit similar to a normal modification to the contract.
The contractor shall assume the allowance will cover the relocation costs. If additional physical work is required by the Prime contractor, that would be handled as a change order after award.
All work required for sanitary relocations and storm sewer modifications are to be included in the contractor’s bid; the Borough of Middlesex will not perform any of this work.

2 Please see the email below from the County regarding road opening permit fees. We were referred to the Office of Public Works by the Middlesex DOT Val D’Aloia, from your list of contacts in Section 01 11 -00 of the Project specifications. Please advise.
The County waives the fees for this project.
