QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
BIDDER INQUIRY GOVERNMENT RESPONSE
Please note on page 29 of 56 of the solicitation in the paragraph beginning with “If Option #1…” It appears that the bid item #’s do not match up with the bid sheet?
Bid item numbers in spec section 01 11 00 paragraph 1.1.a have been revised to match revised bid list.
2 01 11 00 para 1.1 Please explain the time frame for the duration of the project assuming all options are awarded. For example the Base Bid is 730 calendar days and Option 1 will be awarded no later than 182 calendar days after the NTP for the base bid for an additional 548 day. Option 2 has the same wording, so if all options are awarded will the contract be a total of 1278 cd or 1826 cd.
The maximum duration is 730 days + 548 days = 1278 days.
3 01 22 00.00 10 - Is CLIN #29AD New Jersey Transit Railroad Embankment Permit and Safety fees meant to cover the cost of railroad flaggers or is ACOE covering that expense, and has the ACOE have an agreement with the railroad
NJ Transit will provide railroad flaggers. The allowance in bid item 0029AD is intended to include the cost NJ Transit will charge for their flaggers. USACE is seeking a permit from NJ Transit. It will lay out the contractor's responsibilities and costs for working on NJ Transit ROW. The permit will be included in spec section 00 90 04 when it is available.
4 01 22 00.00 10 - Regarding the CLIN for all the Utility Work items, please confirm whether or not this is all of the work to be completed or just the Utility company portion. For instance if overhead electrical is to be rerouted underground, it is typically placed in a
The contractor shall coordinate with all utility owners to affect the temporary or permanent relocations required to construct the project. The allowances in the bid items are intended to cover only the amounts paid by the contractor to the utility owner. Any support work or mark-ups required by the prime contractor or subcontractors duct back and the duct bank is installed by the contractor with pull tape in it and then the electric company comes in and pulls the wire and makes the connections. What is the intent/scope of the work and is all the work included in the actual cost? Also please provide copy of all utility agreements shall be included int the contractor's base bid.
There are no prior agreements with the utilities.
5 On drawing C-101, E-105 and E-103, it is assumed that all PSE&G service conduits from point of service to control building BDR2 CT enclosure, including transformer pad, are to be installed by Contractor and compensated in item 0030AM. Please confirm.
This is incorrect. The allowances in the bid items cover only cost invoiced to the contractor by the utility owners. All work performed by the contractor is to be included in the contractor's bid.
Language has been added to spec section 01 22
00.00 10 to clarify this.
6 ADDITIONAL INSTRUCTIONS:
Potential bidders are reminded that only the minimum documents are required for bid submission:
1. Signed SF1442.
2. Acknowledged amendments.
3. Filled out bid schedule and totals.
4. Bidders must check off box (d) in 52.204-8 Annual Representations and Certifications (DEC 2019) for being on SAM.gov.
5. Full bid documents on one (1) CD-
ROM.
Please confirm the above are the only required bid submission items. Do we include a paper copy along with the original paper bid form? Also, would you accept a flash drive vs. a CD Rom electronic copy? It will make it extremely hard, at the last minute, to burn a CD Rom in order to turn in with our bid. Also, please confirm the only type of bid submission allowed is to turn in hand delivered or mailed in copy to the physical address stated (26 Federal Plaza...).
Yes, please include one additional paper copy in addition to the original. The requirement for submitting via CD-ROM is not required, but preferred in addition to the paper copy (update made to instructions to state preferred, not required). We cannot accept files on a flash drive at this time. Confirming that the only type of submission is hand delivered or mailed in to the physical address provied (26 Federal Plaza, Rm.
16-300, Attn: Nicholas Emanuel, Contracting Division, USACE, New York, NY 10278).
7 As indicated on Contract Drawing C- 101 (Sheet 52 of 493) the upstream end (C1-1) of culvert C2 (30” Dia.
RCP) must be plugged for future construction of a manhole by others.
Contract Drawing CG-101 calls for the installation of a flared end section at the same location. Can you please advise how do we have to proceed?
This is culvert C1 (not C2). Ignore the FES shown on CG-101. It will be removed.
8 Please confirm that a Small Business subcontracting plan will be submitted at the request post bid from offeror’s that are ‘other than small’ or “Large business” As indicated in section 00 70 00 Conditions of Contract Clauses incorporated by reference 52.219-9 Alt I Small Business Subcontracting Plan (NOV 2021) Alternate I Nov 2016 and/or 252.219-7003 Small Business Subcontracting Plan (DOD Contracts) DEC 2019. If so please provide a draft template format that may be acceptable to U.S. Army Corps of Engineers, New York District for offering contractor to complete and return post bid.
Yes, the subcontracting plan will be required post bid. At this time we do not have a template.
9 As indicated on Contract Drawing EC-156 (Sheet 198 of 493), Culvert H6 will be draining into Swale J.
Contract Drawing EC-155 shows Swale J out letting into Bound Brook.
Can you please provide us with the alignment and grading plan for Swale J between Station 73+25 and Station 75+75?
The alignment, typical section, and profile elevations at given points with Northing/Eastings for Swale J are given on drawing CG-551.
10 b. On drawing C-108, E152 and E- 154 - it is assumed that all PSE&G service conduits from point of service to control building BDR3 CT enclosure, including transformer pad, are to be installed by Contractor and compensated in item 0030AM. Please confirm.
This is incorrect. The allowances in the bid items cover only cost invoiced to the contractor by the utility owners. All work performed by the contractor is to be included in the contractor's bid.
Language has been added to spec section 01 22
00.00 10 to clarify this.
11 Bid Item 0005: Please confirm the correct description is “Floodwall”
Confirmed. The correct spelling is "Floodwall"
12 Bid Item 0017 – Sheet Pile Cut-Off Wall lists specific locations where sheeting is to be installed and paid under this Item. However, Bid Items 0029AA (Option 1) and 0030AA (Option 2) also identify some of the same locations for sheet pile installation, which would be incidental to these lump sum Items.
Please clarify which sheet pile locations are to be included in each Item.
Spec section 01 22 00.00 10 has been revised to include sheet pile beneath the floodwalls to be paid for under the base bid item and sheet pile installed in the levee embankments to be paid for under the option bid items.
13 Bid item 0027AF: “Embankment Fill (Borrow Material)”: Please confirm that the quantity of 72,153 CY includes the replacement of 32,582 CY of unsatisfactory material under item 0027AG and the 8,145 CY of Contaminated Non-Hazardous Material in item 0027AH.
The quantities are estimates only since the amount of material that will be unsatisfactory is unknown until excavated and evaluated.
14 Bid item 0029: “Haul and Dispose of Unsatisfactory Material”. Please indicate where that material is coming from. Also, the quantity appears to be too low. Please confirm.
Excavated material that is unsatisfactory for use as backfill or embankment material shall be hauled away and disposed of. Quantities are estimates.
15 Bid items 0013, 0014 and 0015:
a) Please clarify how many residential structures are to be demolished under this contract. Item 0013 “Demolition & Utilities” includes the demolition of residential structure, among other things in the description, whereas the description of items 0014 and 0015 is for Demolition - Residential 2,000 SF.
b) Item 0015 on the second line reads “Residential Structure Demolition Up To 3,000 SF” but on the top line it reads 2,000 SF. Please clarify.
All structures listed in CLIN 0013 are to be demolished. CLINS 0014 and 0015 are deleted, as per this amendment.
16 We are kindly requesting a 3-week extension to the September 23, 2022 bid date. This request is made to allow sufficient time to properly source the required materials and qualified subcontractors as well competitive pricing. Please advise if the bid date can be extended to October 14, 2022.
Extended as per last amendment.
17 The file named “100 Green Brook Flood Risk Management Project - Segments C2 H Contract 2 - Specifications - 8-15-2022” makes reference to Instructions to Bidders, on page 5 of the PDF. I am not locating the Instructions to Bidders – could you please point me in the right direction?
Please refer to "BID SUBMISSION INSTRUCTIONS" on PDF page 30 of the original solicitation for reference and note changes in amendments as well.
18 Bid Items 0022, 0029AG and 0030AP cover the Hauling and Disposing of Unsatisfactory Material for the Base Bid, Option 1 and Option 2 respectively. Bid Items 0023, 0029AH & 0030AQ cover Contaminated Non-Hazardous Material Removal and Off-Site transport for material exceeding NJDEP residential soil cleanup criteria for the Base Bid, Option 1 & Option 2 respectively. Is all other excavated soil material beyond the quantities of these six bid items considered to be Clean Material and available for reuse as backfill and/or levee construction?
No. Any excavated material must be tested for reuse as satisfactory material in accordance with the definitions in the specifications. The quantities in the bid list items are estimates only.
(Note that the bid item numbers have been changed in Amendment 0004 but the items are still in the bid list.)
19 Both specification sections 00 90 03 & 04 refer to a permit to be attached at end of the section. We do not see these permits within the specifications?
The permits will be added to the specifications when they are received from the permitting agencies.
20 C-108 shows a water line between the fuel tank pad and BDR 3. One end appears to be a hydrant. Please clarify size of pipe and what this line is being connected to.
The pipe size (3/4") is shown on drawing P-101.
21 Can a Auto CAD version of the plans be provided or; at a minimum provide the Initial conditions topography and proposed grading in Auto CAD?
No. AutoCad is not approved for use on this project.
22 Can you provide typical cross sections for the new sidewalk and new driveway shown on sheet C-507?
Spec section 32 16 19 covers details of sidewalks;
will add 4" minimum thickness to C-508. Will add driveway detail.
23 Checking in to see if there will be an onsite pre-bid meet for this project?
This question was preivously answered in Amendment 0001 and a site visit has already been held.
24 Contract Drawing C-108 directs the contractor to install a decorative fence adjacent to Culvert C4 along South Lincoln Ave. When the fence turns away from a roadway facing, the fence is changed to a chain-link fence.
There is one point where these rules of thumb don’t apply. At the south, end of this fence run, a double 12’ swing gate is present, also paralleling South Lincoln Ave., yet this gate is depicted as being made from chain-link fence rather than matching the decorative fence, despite its clear visibility from the road. Please confirm that the intent of the contract is for this gate to be chain-link and that the fence transitions to decorative immediately north of this gate.
The intent of the drawing is as described in this inquiry. The decorative fence changes to a chain link swing gate at the south end of the fence run and the chain link fence continues along the east-west run of fence along the south end of the secured area to where it joins the existing concrete floodwall.
25 Contract Drawing C-207 (Sheet 78 of
493) calls for the installation of a Headwall at the downstream end of culvert C1 (C1-4). Contract Drawing EC-501 (Sheet 202 of 493) does not depict a Headwall at (C1-4) outlet.
Please advise.
A "headwall" or flared-end section is not required on the downstream end of culvert C1. The "HW" abbreviation on C-207 indicates the end of the culvert.
26 Contract Drawing C-508 provides a typical section for the full depth pavement of South Lincoln Ave. The drawing provides required thicknesses of both the base course and surface course asphalts. However, no thickness appears to be provided for the DGA base course. A 5” thick later is required under the access roads.
Would the thickness be the same on South Lincoln Ave.? Please advise.
The DGA base course should be 12” thick.
27 Contract Drawing CD-101 indicates the Contractor Working Limits in the vicinity of 5th Street, 6th Street, and 7th Street. At the bottom of the drawing, there is a call-out directing us to relocate the MCI/Verizon
Please see spec section 01 22 00.00 10 Price and Payment Procedures, paragraph 1.3.1.9 for bid item 0030AJ. The path of the relocated line is to be coordinated with the utility owner and the Contracting Office. The working limits will be fiberoptic line. However, the line to be relocated falls outside the allowable working limits. Please revise the working limits accordingly or advise by what means, and to what location, these are to be relocated.
adjusted if necessary once the relocated path is finalized.
28 Contract Drawings CG-101 (Sheet 162 of 493), CG-102 (Sheet 163 of
493) and CG-103 (Sheet 164 of 493) depict areas for construction of BDR2 Stormwater Ponding Area, between 4TH Street and 6Th Street. However a grading plan has not been provided at those areas to contain/retain stormwater. Bid schedule also calls for the construction of BDR2 Ponding Area under Clin No. 0030AA. BDR2 Ponding area is also not depicted on cross sections. Can you please advise?
The BDR2 pond is a naturally low-lying area that requires no general grading. As noted on the demolition drawings, trees are to be removed and the entire area is to be seeded as shown on the landscape drawings. We will add a note to this effect on drawings CD-101, -102 and -103.
29 Details found on S-704 for Culvert H2, S-718 for Culvert C2 show a waterstop (per note C) and a 1” dowel bar (per note B). Based on the interior dimension of the culvert 4’ W x 3’ H, it is assumed that this is a precast culvert due to personnel access limitation and safety. Would the dowel and waterstop detail be the same for precast sections?
Precast culverts are unacceptable for culverts that penetrate the levee.
30 Do you know if there is an organized job walk for the project? If so, do you know when it will be held?
This question was previously answered in Amendment 0001 and a site visit has already been held.
31 Does dewatering and discharge need to be submitted and approved by the local authorities? Specifications reference just a submission by a licensed NJ PE to the Contracting Officer for approval.
These are covered by the Soil Erosion and Sediment Control permit which will be included in spec section 00 90 03 when it is available.
32 Drawing C-101, CG-501 - Drawing CG-501 for Pump Station BDR2 Wet Well, there is a forebay noted in front of the retaining walls, but with no details. The landscaping drawings do not show this area as seeded. Is this forebay a structural slab or just graded
The forebay area at pump station BDR2 is to be seeded; this will be added to the drawings. The pump station BDR3 forebay receives crushed stone as called out by notes on drawings C-108 and C-109. Drawings L-108 and L-109 will be amended to show that no seeding is required over the crushed stone.
to the grades shown on Sheet CG-
501. Please provide details. Also does Pump Station Wet Well BDR3 have the same requirements because it is not shown on those drawings either.
33 Drawing CD-151 - Note 2 states all trees in the Contractor Working Limits are to be removed, but there is a note on page that states to protect trees larger than 6" dia. Which note governs?
Ignore the note that says "Protect trees larger than 6" diameter that are outside of grading limits." It will be removed in an amendment.
34 Drawing L-502, Planting Schedule identifies a plant, Nyssa sylvatica, that is required to be planted. However, the size of the plant is specified as 2.5" caliper, #3 container, 10' tall. I believe this is an error. There is no way that a 2.5" cal tree that is 10' tall will fit in a #3 container. I am assuming that the correct container should be B&B. Please verify.
Currently, there are no plants to be installed on the project. Please delete Drawing L-502.
35 Drawing L-502, Section "Planting Notes", Note # E states that 'See Section 32 93 00 Exterior Planting for Fertilizer and Inocculant Schedules".
There is no Section 32 93 00 in the Specifications. Please provide.
Currently, there are no plants to be installed on the project. Please delete Drawing L-502.
36 Drawing S-101 - The plans and specs do not specify if the reinforcing steel in black or epoxy coated, both spec sections are referenced in the project specifications.
All reinforcing steel shall be in accordance with ASTM A615 and does not have any additional coating requirements, such as epoxy coating or galvanizing. The "unless otherwise noted" is a standard note; no coated reinforcing steel is noted.
37 Drawing S-101 states “Reinforcing Steel shall have minimum yield strength (Fy) of 60,000 psi, unless otherwise noted.” Please clarify the coating requirements (if any) for reinforcing steel for the various types of structures (i.e. floodwall, control buildings, wet wells, culverts, etc.).
All reinforcing steel shall be in accordance with ASTM A615 and does not have any additional coating requirements, such as epoxy coating or galvanizing. The "unless otherwise noted" is just standard note and no other reinforcing steel is noted.
38 Drawing S-101 states “Reinforcing Steel shall have minimum yield strength (Fy) of 60,000 psi, unless otherwise noted.” Please clarify the coating requirements (if any) for

standard note and no other reinforcing steel is noted.
39 For the 2” conduits shown on E-105 and E-154 for the Telephone and Communications to BDR2 and BDR3, please confirm if this is PVC and if concrete encased.
See note 6 on either of these drawings, which requires direct-buried conduit to be PVC-coated rigid galvanized; PVC conduit requires encasement in a concrete duct bank. Either installation is acceptable unless utility has a specific requirement.
40 For these 5 sections of Specifications, they all state the permits are at the end of each section. We don not see them at the end of each section. Are they located elsewhere, or can you please provide these permits for our review?
The permits are not yet available from the permitting agency. They will be added when they become available.
41 Is this project subject to the American Iron & Steel Act?
This project falls under the Buy American Act.
Please refer to FAR 52.225-11 and 52.225-12.
42 Going through the documents Division 00. Specifications 00 90 01 through 04 all indicate the following attached files but I do not see them attached.
00 90 01 FLOOD HAZARD AREA

There are drawings listed relevant to 00 090 01 and 00 09 02 but none of the actual permits and conditions can be found, and nothing at all for 00 90 03 and 00 90 04.
The permits are not yet available from the permitting agency. They will be added when they become available.
43 Has there been a ProjNet Key access code assigned to the project for asking RFI questions?
No, RFIs can be submitted via email to the POCs indicated.
44 Have all necessary easements and property acquisitions be obtained to complete the proposed scope of work?
There are two vacant properties in Option 1 for which title is still being cleared.
45 In comparing Bid Item 0027AF with Bid Item 0028AN, the 28An is in "cy" (101,935). The 0027AF reads"1 Job", or lump sum. Shouldn’t 0027AF also be in "cy" for borrow material?
In the copy I have, both bid items listed have Cubic Yard for Unit so not sure what this person is reading.
46 In order to properly estimate the cost of the work involved, please provide cross sections, elevations, reinforcement and related details of the pump stations BDR2 and BDR3 forebays.
If “forebay” refers to the part of the pump station structure immediately upstream of the pump bay (sluice gates) and downstream of the trash rack, all concrete and reinforcing for the pump stations are shown on the drawings. If “forebay” refers to the at grade area just ahead of the pump station structure (in the ponding area), these areas are seeded or covered in crushed stone. See the response to the previous “forebay” question in
RFI 32.
47 In reference to Section 01 14 00, what is the anticipated competition date for work performed by others for Segment C2 Levee from STA 12+22
TO STA 13+40?
The anticipated date for completion of the floodwall installation by others is not currently known. As stated in the specification section, the schedule for the affected portion of the levee needs to be coordinated with the Contracting Officer.
48 Is this project proposal to be submitted electronical, or will it require a hand delivered proposal?
The Sam.gov solicitation posting requires an electronic bid submission, and the solicitation included in the project documents requires a hand delivered bid proposal.
Physical mail or hand delivered copy is required.
Electronic submission will not be accepted. Please refer to "BID SUBMISSION INSTRUCTIONS" in the solicitation and any amendments following.
49 Is U.S. Army Corps of Engineers or contractor responsible for retaining and paying for partnering services of a third-party independent facilitating consultant Per section 01 30 00 part 1.27.1?
Item a in the cited paragraph seems clear enough -the Contractor is responsible for all costs associated with the partnering meeting: "All costs asoociated with the Partnering session including the third-party independent Facilitator Consultant, meeting room and other incidental items are the responsibility of the Contractor."
50 Is precast concrete an acceptable means of construction for the various concrete structures: culverts, drainage chambers, flared end sections, headwalls, etc. ?
Precast will not be acceptable for culverts that penetrate the line of protection / levee.
51 Is the a cut-off date for Q&A’s? The new RFI cutoff date is now 04 January 2023 at 4:00pm ET.
52 Is the sidewalk removal from STA.
209+18.92 to STA. 214+75 in the base bid or Option 2? If it is under Option 2, which bid item does it fall under and will this section need to be replaced with new sidewalk?
Sidewalk replacement is in the base contract.
53 Is the top 1 foot of all excavations project wide to be considered Unsatisfactory Material, or is this just limited to the footprint of the Levee as depicted on contract drawing C-301?
The top 1 foot of excavation may be reusable top soil. Any excavated material that is not reusable as top soil or fill for any other purpose shall be hauled away and disposed of.
54 Is there a variance for obtaining a Borough of Middlesex Flood Plain Development Permit application approval? Has one already been obtained? Is the contractor required to obtain?
The Flood Hazard Area permit is being secured by the Government and will be added to spec section 00 90 01 when available. The Contractor is not required to secure it.
55 It is difficult to identify the scope areas for asphalt paving from the provided drawings. Please provide plans with hatching clearly marking the areas that are to receive asphalt paving.
Access roads on top of levee and on levee ramps are paved with asphalt as shown in typical sections on drawing C-301 (Segment C2) and C- 351 (Segment H). The access roads at the levee toes are crushed stone as shown in the typical sections on the same drawings. The parking areas and access drives at the pump stations are paved.
The coordinates at the corners of the pavement areas are shown on drawing C-501 for pump station BDR2 and on drawing C-503 and C-108 for pump station BDR3.
56 On CG-107 and CG-154, it states that “work on this sheet is in the base contract and option X contract” but grading for the two options overlaps the grading for the base bid. Could you provide the grading drawing for the base bid only, assuming we are not awarded either of the options.
The disturbed area around the floodwalls and other features in the base contract are to be graded to surrounding grade as part of the base contract.
Remaining grading is included in the options.
57 Can USACE please specify the small business contracting goals for this project and provide what applicable directory to utilize?
The contractor is welcome to propose their goals (USACE does not propose specific goals). There is no directory, but you can utilize subnet to find subcontractors:
https://eweb1.sba.gov/subnet/client/dsp_Landing.
cfm
58 What is the basis of the contract award? Base bid only? Or base bid with options?
Base plus options.
59 Would the USACE provide block & lot information for bid items #0014, #0015, #0016, and #0017 like the information provided for bid item # 0013?
CLIN 0014-0016 are deleted, as per this amendment. CLIN 0017 refers to the sheet pile cutoff wall.
60 On drawing C-504 there is a detail for “Temporary Chain-Link Fence”. We can’t locate anywhere on the drawings where this fence is to be installed.
Please clarify. Also please clarify if there are any site security provisions that must be accounted for as this project lies predominantly within residential areas.
See spec section 01 50 00 requires certain areas to be fenced.
61 On EC-107 and EC-154, it states that “work on this sheet is in the base contract and option X contract” but the erosion control plan for the two options changes the erosion control for the base bid. Could you provide the erosion control drawing for the base bid only, assuming we are not awarded either of the options.
All erosion control work shown on EC-107 and EC-154 necessary for execution of the base contract bid items is to be included in the base bid.
62 On EC-107 and EC-154, the drawings show culvert C6, H7 and H4. They are included in the bid items for Options 1 and 2, but if we awarded the base bid at first and the option(s) later on, the option(s) would need to be awarded before laying new pavement or we would have to remove the new pavement, install the culverts, and repave the road. Given this situation, are these culverts meant to be in the base bid? If so and we are not awarded the option(s), would the outlets for the culverts need to be modified since BDL1 pond will not be there.
Construction of these culverts are part of the base contract and will be paid for under bid item 0003 South Lincoln Ave Paving. "Drainage Structures" will be added to spec section 01 22 00.00 10, paragraph 1.1.1.3.1.
63 On L-107 and L-154, it states that “work on this sheet is in the base contract and option X contract” but there is no separation between what landscaping will be done on the base bid. Could you provide the landscaping drawing for the base bid only, assuming we are not awarded either of the options.
The disturbed area around the floodwalls and other features in the base contract are to be landscaped as part of the base contract.
Remaining landscaping is included in the options.
64 Can you clarify where FAR Clause 52.211-12 (Liquidated Damages) is within the solicitation?
Please refer to PDF page 43: 52.211-12
LIQUIDATED DAMAGES--CONSTRUCTION.
65 On the Civil Drawings which depict both the Base Bid and Option work (such as C-507) it is unclear as to which portions of work are to be included in the Base Bid and which portions of work are to be included in the Options. Please provide clear limits on all relevant Civil Drawings showing where the Base Bid work ends and the Option work begins as there are several construction elements which run through both areas.
Will change note on C-507 to indicate that all work on that drawing is in the base contract.
Please review all drawings in the set to determine which elements are in which portion of the contract. You may submit questions on specific items. See responses to previous questions as there may have already been clarification.
66 Plan Sheets C-104 & C-105 show Grate Inlet C3-5 and Grate Inlet C3-3 respectively. Please clarify the intent at these locations. Are these to be new catch basins? If so, please provide the types and elevations.
These are NJDOT Type E Inlets which are detailed in the Reference Drawings. Inlet inverts are shown on drawings C-104 and C-105; pipe inverts entering the box culvert are shown on drawing C-208.
67 Plan sheets C-152 to C-153, Sta.
54+00 RT to 60+90 RT and Sta.
62+10 RT to 63+02 RT show what appears to be riprap slope protection.
Riprap is also shown on sheets C-156 to C-157 approximate Sta. 74+08 RT to 80+91 RT. However, there are neither any notes nor details within the plans that call out the thickness and size of the riprap. Please clarify.
See Levee Typical Section at Ponding Areas on drawing C-352.
68 Please clarify the intended soils to be used for the levee construction and the ancillary embankments required on the project. Specification 35 41 00, Spec section 35 41 00 paragraph 1.2.9 is part of definitions paragraph 1.2 - it is only defining terms. Paragraph 2.1.1 is specifying which soil paragraph 1.2.9 lists several Classifications of soils can be uses to construct embankments, based on their cohesive or cohesionless properties. In paragraph 2.1.1, the Classification of the soil to be used for embankments is very specific to SC or SM only.
classifications can be used for levee embankments.
69 Please clarify Toe Drainage on C-102.
The detail found on C-102 STA 9+96 TO 17+32 (Stations found on C-101) does not account for the access road found on C-101 or match the station on C-102 that the Toe Drainage limits call out.
The limits are shown by a very light hatch pattern which is best seen when zoomed-in in the PDF file or when printed full scale. The toe drain extends along the length of culvert C3 from about levee STA 20+63 (drwg C-103) to about levee STA 28+20 (drwg C-105).
