QUESTIONS AND GOVERNMENT REPLY:

(Questions that may be of general interest to all bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

BIDDER INQUIRY GOVERNMENT RESPONSE

1 Contract Drawing CD-108 indicates that the existing rip rap outside the flood wall in the vicinity of Sta. 41+30 is to be completely removed. Contract Drawing C-108 indicates that a new headwall (C5-2) is to be constructed in this location. At the mouth of this headwall, a band of rip rap is shown being constructed. This drawing further retains the image of existing rip rap between the proposed headwall and the existing flood wall. Please confirm that all existing rip rap in this location must be removed and further confirm that the only rip rap proposed for construction in this location is the band along the stream.

The rip-rap that is to be removed along the wing walls should be replaced when the new concrete walls are installed. Drawing EC-108 will be revised to show this additional (new) rip-rap.

2 Contract Drawings C-108 and C-109 depict an area designated as receiving ' Existing Embankment Material Backfill'. This is depicted on the brook side of the Segment C2 Flood Wall between Sta. 41+50 and 45+00.

When reviewing the Grading Plans on Contract Drawings CG-108 and CG-109, only existing grades are shown in this area suggesting that no new work is to be completed in this location. Please confirm whether any fill needs to be placed in this location.

That is correct. No fill or additional grading work needs to be done in this location. Per L-108, the flood plain mix shall be planted to approximately Station 42+20.

3 The ‘Levee Typical Section’ on Contract Drawing C-301indicates that the inspection trench is required to run the full length of the proposed levee. I see no reference in either the civil nor structural plans as to whether the inspection trench should continue beneath the concrete flood walls. Please advise whether this trench is required in these locations.

Also, considering the amount of fill required for the construction of Access Road 2 and the area surrounding Pump Station BDR3, please

The inspection trench does not need to be constructed beneath the concrete floodwall, Access Road 2, or Pump Station BDR3. The purpose of the inspection trench beneath the levees is to expose or intercept any undesirable underground features related to levee function.

advise whether an inspection trench may be required in these areas.

4 Contract Drawing C-301 includes details of both Levee Toe Access Roads 1 and 2.

However, it contains no details for the Access Roads (which differ from those at the Levee Toe). A limited detail is provided on Dwg.

C-108, but this detail does not reference the surface. Please advise whether the surface of the ‘Access Road(s) are to be paved in accordance with the ‘Typical Asphalt Pavement’ section on Contract Drawing C- 301 or if the surface should match that on the ‘Levee Toe Access Road 1 & 2’ details on the same drawing.

"Levee Toe Access Road 1" is shown on C-101 and "Levee Toe Access Road 2" is shown on C-108. As shown on C-301, "Levee Toe Access Roads 1 and 2" are 8" of AASHTO 357 (gravel roads). On C-101, the "Levee Toe Access Road" transitions to a 12' wide asphalt ramp. The ramps and typical levee crown road are asphalted and shown on C-301.

BDR2 Access Road 1 and BDR3 Access Road 2 are 16' wide asphalt roads and their sections are shown on C-508.

5 As indicated on Contract Drawing S-608 (Sheet 433 of 493) the footing thickness at Section A for the Pump Station BDR2 Forebay Retaining Wall, is 3’-6”. Contract Drawing S-622 (Sheet 447 of 493) depicts the footing thickness as 3’-0”. Can you please advise the correct thickness?

Agree with the discrepancy. S-608 shows footing thickness as 3'-6" and S-622 shows footing thickness as 3'- 0". The footing thickness shown on S-622 in Section A is correct. The footing for this section of retaining wall is 3'-0" thick.

6 Can you please advise if the total length of the Pump Station BDR2 Forebay Retaining Wall is 61’-4”? Contract Drawing S-608 (Sheet 433 of 493) depicts the total length as 71’-4”.

The total length of the retaining wall at BDR-2 should be 61'-4" (and not 71'-4" shown in plans.) This has been corrected and is shown as 61'-4" in the Amendment No. 4 Drawings.

7 Bid Items 0013, 0014 and 0015. For the buildings to be demolished, should the contractor expect that the buildings/structures to have been cleared of all residual furnishings, white goods, personal belongings, household cleaners, oil products and any herbicides or pesticides by others prior to contractor initiating the work?

The residence on Block 252 Lot 18 has been cleaned of all personal belongings and products and some of the cabinetry has been removed. The residence at 50 Greenbrook Rd that is to be demolished under Option #4 Bid Item 0028AA (see Amendment 0004) is still occupied but expect the majority of personal belongings to be removed along with most household products.

8 Bid Item 0016. Will all the fuel oil or petroleum product in the 2,000 gallon tank be removed by others prior to tank removal? If it not assumed to be empty, please clarify the amount of fuel oil disposal we should account for.

This Bid Item has been dropped from the project. See Amendment 4.

9 Request a bid opening extension at least three weeks after the Nov 8 deadline to submit questions.

That way, bidders will have time to review and distribute the changes to prospective subcontractors and to make the modifications to their estimate as necessary.

The bid date has since been extended, per Amendment 0004.

10 Drawing C-504 shows details for a Temporary Chain-Link Fence. We are unable to locate the temporary fence on the Contract Drawings. Please advise as to where the ACOE intends for this temporary fence to be installed.

Requirements for the use of temporary chain-link fence occur on Drawing EC-101 for Contractor Working Limits and specification 01 50 00, Section 3.5.3 for Storage Areas. Note 1 on Drawing EC-101 will be revised to read "6' temporary chain-link fence" instead of "6' chain link safety fence". The existing note for "safety fence" should not be confused with the requirements for safety fencing around open excavations in specification 01 50 00, Section 2.2.3.

11 After a recent site visit, it has been discovered that the existing conditions of some of the Lots do not match what is currently depicted in the Contract Drawings. Please advise to which Block and Lot numbers are intended to be included in Item 0014 – Residential Structure Demolition Up to 2,000 SF.

This Bid Item has been dropped from the project. See Amendment 4.

12 After a recent site visit, it has been discovered that the existing conditions of some of the Lots do not match what is currently depicted in the Contract Drawings. Please advise to which Block and Lot numbers are intended to be included in Item 0015 – Residential Structure Demolition Up to 3,000 SF.

This Bid Item has been dropped from the project. See Amendment 4.

13 With regards to Item 0016 – Residential Underground Fuel Tank Removal Up to 2,000 Gallons, please provide locations where the fuel tanks will need to be removed.

This Bid Item has been dropped from the project. See Amendment 4.

14 The Micropile specification restricts casing joint within the upper 10 ft of pile; however, most piles may not require more than 8 ft below cutoff. Please confirm that casing joint restriction in spec can be ignored.

The casing joint restriction cannot be ignored. See Sheet S-807 and S-808.

Micropile casing shall extend 2'-0" minimum into highly weathered shale. Length of casing below pile cap shall be 7'-0" minimum. The micropile schedule on S-808 gives estimated lengths of casing. As noted in the comment, many are anticipated to be less than 10'. However, Monolith C2-16 and C2-17 are expected to have casings greater than 10'. For the casings less than 10', no joints in the casing will be allowed.

15 I was inquiring about any addenda to come forth for the subject bid? Our vendors and subcontractors would like to know if they should move ahead with the plans as is, or if there are significant changes coming.

Please refer to this amendment for changes/updates.

16 There are two 11’ x 6’ fuel tank support.

Drawing SF-002 shows 15” SOG over frost walls. However, Drawing M501 shows the entire tank is wrapped by concrete. Please clarify if both tanks need to be wrapped in concrete.

Detail C1 on SF-002 shows the requirements for the slab on grade and frost walls that the external tanks set on. Detail A3 on M-501 shows the external fuel tanks which have a protective concrete shell over a steel liner. For external fuel tank requirements, see spec section 33 56 10 - Factory-Fabricated Fuel Storage Tanks, in particular, paragraph 2.4.1.

17 Can you please provide us with the specifications for the 3’-0”x3’-0” Access Hatches to be installed at the Mid-Level Floor of Pump Station Wet Wells BDR2 and BDR3?. Note No. 13 on Contract drawings S- 602 (Sheet 427 of 493) and S-652 (Sheet 449 of 493) refers to the specifications. However, no access hatches spec has been included on bid documents.

Specifications for these access hatches are included in Section 08 31 00, Access Doors and Panels.

18 Bid Item 30AM is for ‘Establish Electric Power Service for Pump Station BDR2 and BDR3 with PSE&G and is described in Section 01 22 00.00 10 of the specifications as follows: “Establish new electric power service for Pump Station BDR2 and BDR3.

Amount shall include all coordination, material, labor, equipment, and fees to be paid to utility to provide required power to the pump stations. Allowance amount of $175,000 to be included in bid and not changed.” Electrical duct banks are depicted on a variety of drawings (C-107, C-154, S- 302, S-303, S-354, S-355, E-155, etc.).

Please advise whether the costs for supply and installation of the conduits, reinforcement, concrete, and wire to construct these duct banks are to be included within this allowance or are they to be incorporated in other items under this contract.

See spec section 01 22 00.00 10, paragraph 1.3.1.12.1. The allowance covers only those payments to the utility owner. All other costs incurred by the contractor are to be included elsewhere in the bid.

19 Contract Drawing B-162 contains a Boring Log for a soil boring designated SegH-16-14.

The Boring Location Plans on Contract Drawings B-101 and B-102 do not provide a location aside from the Northing and Easting for this boring. Please depict, on the map, its location.

Boring SegH-16-14 is at approximately Station 76+04.39 and should be on B-102. It does actually show up on B-102, but there is a plot error that resulted in the text/symbol being very small. It is at Station 76+00 on the South Side of Alignment.

20 Contract Drawings C-303 thru C-311 contain cross sections of the levees, flood walls, and swales associated with Segment C2. Contract Drawing C-502 depicts a plan view assigning stations to Swale E. Please advise where cross sections for this swale can be found as the swale does not fall along the normal alignment of Segment C2. Please note that a

The cross section for Swale E can be found on CG-502. The cross section for Swale J can be found on CG-551.

similar situation exists related to Swale J in Segment H.

21 Bid item 0029AF refers to embankment fill beyond what is available on the project site.

Please provide a spec section that defines the requirements of imported fill to create the levee (i.e. – compaction, density, moisture content, sieve requirements, etc.).

See spec section 35 41 00 - Levee Construction in general and, in particular, paragraph 2.1.1 for material requirements, paragraph 3.19 for compaction / moisture content.

See also spec section 31 00 00 - Earthwork, in particular, paragraphs

2.1 and 3.13.

22 Spec Section 31 00 00 3.3 Selection of Borrow Sites - Does the USACE have any approved borrow site?

No. See spec section 35 41 00 - Levee Construction, paragraphs 1.3.1 and 2.1.1; spec section 31 00 00 - Earthwork, paragraph 3.3.

23 Spec Section 31 00 00 3.9 Utilization of Excavated Materials-Dispose unsatisfactory materials removed from excavations into designated waste disposal or spoil areas. Are there any areas designated on site?

No.

24 How will the USACE determine low bidder among the submitted proposals? Will it be based on total base and option value?

Yes, total base plus options.

25 Please provide a detail to for the connection of the concrete cut-off wall to the PZ22 sheet pile at the end segments.

The concrete cut-off wall is attached to PZ-22 sheet pile at H-1 and approximately the H-12/H-13 monolith joint. See Section A on Sheet S-451 for Monolith H-1. See Section J on Sheet S-456 for approximate location between H-12 and H-13.

26 If sheet pile wall minimum tip elevation can’t be achieved due to SPT refusal, would the USACE accept the end segment sheet pile being installed in a concrete cut-off wall like what is being required under the concrete floodwall?

Assume this is referring to the end of Segment H-14. If the minimum sheet pile wall tip elevation can't be provided between Monolith H-13 and H-14, it is acceptable to build a concrete cut-off wall with a bottom extending 1'-6" into highly weather shale per Note 4 on S-154. As such, the sheet pile beyond H-14 (buried in levee) only needs to be driven to refusal, similar to the detail at Monlith H-1.

27 Refer to BDR2 and BDR3. Please provide the cross sections at the locations marked on the plans below.

The forebay area at Pump Station BDR-2 is to be seeded with swale mix and will be updated on L-101. The area shall be graded per the grading plan and additional sections are not required. For BDR-3, See Amendment 4 drawings L-108 and C-

108. The forebay area at Pump Station BDR-3 is 4' of select granular material per spec 31 00 00 with no seeding requirements. See S-662 and S-663 for sections along Pump Station existing floodwall at BDR-3 and grading per CG-503.

28 Please clarify if the highlighted area on the BDR2 forebay is a concrete slab or some sort of erosion control system and if so, please provide specs and details.

The forebay area at Pump Station BDR-2 is to be seeded with swale mix and will be updated on L-101. The area shall be graded per the grading plan and additional sections are not required.

29 It appears the Bid Items to the left are in conflict when mentioning the sheet pile walls that are at the end of the floodwall and tie into the adjacent end of the levee. BI 0017 is in the base bid and it states to include the sheetpile for this situation, as seen on Dwg S- 151, but the label on that drawing states it is in Option I. Bid Item 0029AA, Seg H Levees and Ponds (Option 1), states to include the "...sheet pile connected to the ends of the flood walls." BI 0030AA, for Option 2, states the same thing. Please clarify where the sheet pile is to be paid.

The description of the sheet pile embedded in the levee on S-103 (C2 - Option 2), S-151 (H - Option 1), and S-154 (H - Option 1) are correct. The sheet pile embedded in the levee should be in the option 1 (H) and Option 2 (C2) bids. Spec section 01 22 00.00 10, paragraph 1.1.2.1.1 will be revised to clarify that only those sheet pile lengths beneath the concrete floodwalls are included in the base contract; those embedded in the levee embankments are to be included in the Options #1 and #2 bid items.

30 Please let us know who is responsible for the cost of the RR Flagger personnel, Owner or Contractor?

This question was answered previously - see response to questions

3 and 105 in the list of responses that accompany Amendment 0004.

We have received no return contact. We need certain train information to provide for responsible cost information in the bid for Bid Item #0029 AE for the Transit ROW Entry.

Please provide us with a new contact, or provide us the following information so we may obtain a proper quote for insurance coverage:

*Regular trains per day?

Freight__________ Passenger Unscheduled _____________

*Trains during work hours (say 7a – 5p)?

Freight ______________ Passenger ____________ Unscheduled __________

This question has been answered previously - see the response to question 105 in the list of responses that accompany Amendment 0004.

32 For these 5 sections of Specifications, they all state the permits are at the end of each section. We are unable to locate the permits in any of these sections. Please provide the permits as indicated in the specifications.

The permits will be added to the specifications when they are received from the permitting agencies.

33 On Section 1-1 from DRWG EC-514, the plans indicate concrete footings undreneath the S. Lincoln Ave Bridge. Please clarify if these are existing footings or are to be constructed?

The concrete footings shown in Section 1-1 on Sheet EC-514 are existing concrete footings of the existing bridge / culvert at South Lincoln Avenue, existing bridge 2-B- 155.

34 On DRWG EC-514, riprap size and thickness for the various riprap armored sections are identified. This information is not provide for Segment C2 STA. 12+22-12+95. Please

The requested information has been included in the Amendment 4 version of drawing EC-514.

provide rip rap size and thickness for this section.

35 On DRWG C-301, you detail the 1' over-excavation line to remove unsatisfactory material from underneath the levee. Is this 1' over excavation required to construct the embankment and BDR3 pond from STA.

38+17-45+00 or was this material removed in previous contract?

The 1' of over excavation is required to construct the embankment from approximately Sta. 38+75 to Sta.

42+25, but is not required for construction of the BDR3 ponding area.

36 According to the geotechnical report, from STA. 50+00-90+00, the layer of shale begins approximately 3-5 feet below existing grade.

On DRWG C-301, you detail the inspection trench extending 6' below existing grade.

Given the purpose of the inspection trench detailed in Section 35 41 00 of the Specifications, once the layer of shale is reached, is it necessary to cut 2-4 feet of rock to fulfill the 6' depth requirement?

Inspection trenches do not have to be excavated into hard rock and in general should stop where rock is no longer excavatable by backhoe, subject to inspection and approval by the Contracting Officer.

37 On DRWG C-308 and C-309, There is an approximate 7,200 sf section next to the existing floodwall where it says "Backfill select granular material per SPEC 31 00 00 for the top 4 feet below the design grade.".

The design lines either match or are below existing grade in this area. Could you clarify if this area is meant to be excavated 4' below design grade, then backfilled with select granular material?

See updated Sheets C-108, C-109, and CG-108 with Amendment No. 4.

There is a section on C-108 of the "Select Granular Backfill Detail (Forebay Area)" that answers this question. The area will need to be excavated 4' below finished grade and backfilled with select granular material.

38 Please provide invert elevations or a profile sheet for the waterlines and ductbanks that run through the BDR2 and BDR3 sites?

Profiles will not be provided. Water lines are to be installed a minimum of 4' below final grade - see detail on drawing C-510. Duct banks are to be installed approximately 2'-6" below finished grade - see detail 9 on drawing E-201. Note that duct bank elevations are adjusted where they pass through floodwalls - see floodwall cross-sections on drawings S-303 and S-355.

39 There is, at present, a soil stockpile in the vicinity of proposed Pump Station BDR-3.

I’ve seen no reference to this stockpile or its purpose in the contract documents for this project. Please advise what the pile consists of and also advise of the successful bidder’s responsibility toward this pile.

The soil stockpile will be removed before construction begins.

40 With the bid due date now extended to December 14, 2022 as per Amendment 0003, will the RFI due date also be extended? We kindly request an extension of the RFI due date as well to allow for more time for questions to be submitted prior to the submission due date.

Per amendment 0004, RFI submission date was extended to 04 January 2023 at 4:00pm ET.

41 Reference Drawing S-303. Does the #5 at 12” max reinforcement bar have to be torched through the sheet pile?

See Sheet S-402 for monolith plan of same footing. In "Plan-Monolith C2- 16", the #5 at 12" are called out with "Note A" which states "interrupt #5 bars at Sheet pile. #5 bars shall be shifted as required to clear micropiles." Only the #5 U-Bar, shown on S-806 needs to go through the sheet pile.

42 Drawing E-155 along with the Civil Drawings show a large amount of conduits and concrete encasements to be included in the Base Bid Scope of Work. Under which item in the Base Bid will this work be paid?

Bid item 0003 South Lincoln Ave Paving; will add "new conduit, concrete duct bank and associated electrical items within the limits of construction of the base contract" to spec section 01 22 00.00 10, paragraph 1.1.1.3.1 for South Lincoln Ave Paving.

43 The Electrical and Civil Drawings show several electrical handholes and junction boxes to be included in the Base Bid Scope of Work. Under which item in the Base Bid will this work be paid?

Those items within the South Lincoln Ave ROW are included in the South Lincoln Ave Paving bid item. Those items attached to or embedded in or around the floodwall will be paid for under base contract bid item 0006 Rolling Closure Gates (Segments C2 & H. Will add "This item also includes lighting and electrical conduit, ductbank and associated equipment attached to or embedded in or in the ground along the floodwall monoliths" to spec section 01 22

00.00 10, paragraph 1.1.1.6.1 for base bid item 0006.

44 Drawing E-163 shows Pole Mounted Dual Light Fixtures and associated conduits mounted on top of the floodwall at the flood gate locations. Under which item in the Base Bid will this work be paid?

With the floodwall bid item, base bid item 0005 in the bid list that accompanied Amendment 0004.

45 Stream Diversion and Dewatering Note 1 on Drawing EC-521 states the following: “All permanent work shall be carried on in areas free from water. The Contractor shall design, construct and maintain all necessary temporary cofferdams and other protective measures, shall make provisions for diversion of the stream, shall furnish and place all materials therefor, and shall furnish, install, maintain and operate all necessary diversion channels, pumping plants, bypass piping and other equipment for dewatering the various parts of the work.” Please provide anticipated flow rates for Bound Brook critical to the design of this system.

See Reference drawing VH601. It is the last drawing in the Reference set.

46 Could you please send me a link to the cad drawings for this upcoming bid?

Due to the size of this job, it saves time by being able to enter the original contours for the earthwork. They said that is all they are using it for, so we won’t need ALL the plans

– just the civils.

We are unable to provide CAD drawings before bid opening.

47 There is no specification for the Lawn, Swale and Floodplain seed application rates. There is for the Temporary seed mix application.

Please provide application rates for final seeding.

See Note 8 on drawing L-501.

48 Please send the bid tabs for Contract 1, that would be so helpful. I’m looking for the bid results/breakdown for Phase I that Cabro was awarded.

Please see attached bid abstract from previous contract award.

49 I don’t know if a question has been asked about the additional bidder instructions to provide the contractors full bid documents on one (1) CD-ROM. I just want to verify this is what the USACE is requiring from the contractor.

CD-ROM is preferred, in addition to a paper copy, but not required.

50 Please clarify what is the coating on the reinforcement bars, if any (galvanized, epoxy or none).

There are no coating requirements.

51 Is there a reason that the track for this gate is on the surface rather than being recessed into the ground? Most rolling flood gates would have a track that would recess into the ground and allow the physical gate to sit in the recess which would allow a facing to seal within this recess. Is this an option on this project? How much leeway do we have for the design of this track? Do we have to match this exact track design?

The recess the bidder describes is not an option.

52 With just a little over two weeks for the bid opening and with the latest round of RFIs not yet answered, I was wondering if possibly the bid could get postponed again.

Postponed as per Amendment 0004.

53 We are inquiring as to your intentions of issuing additional amendment(s) for the subject project as our questions have not yet been answered. Please advise if you expect an amendment to be issued in enough time that we may review and prepare a responsible bid or if you expect this bid to be postponed.

Amendment 0004 since has been posted and some RFIs are still pending, we're working to answer as quickly as possible.

54 Does not appear there are any changes on the C-102 Drawing issued in Amendment #4. Nor is there an "Amendment 4" stamp in the Title Box. Please confirm there are no changes in Amendment #4 for this Drawing.

This drawing was inadvertently included in Amendment 0004 - there are no changes.

55 The 'New" Wage Rates published in Addendum #4 are still listed as "Heavy Dredging" and all of the descriptions deal with marine type job descriptions. Q/A #120 in Amendment #4 states a new/corrected Wage Rate Sheet was to be included in Amendment #4. Please provide the corrected Wage Rate sheet as stated.

The issue has been corrected and this Amendment now includes the correct Wage Rates.

56 One of the Masonry Subcontractors is asking about Detail A1, Dwg A-603. Is there enough support above the door frame for the weight of the CMU? We see no steel lintel material as is shown on some of the other similar details.

Detail A1 on Dwg A-603 is used for interior doors in CMU walls; the CMU bond beam above the door serves as the lintel. In general, galvanized lintels are used beneath brick veneer on exterior openings.

57 Please advise if the bid schedule can be provided as an estimating software report (in DMR’s case, we use Sage Estimating). The item numbering and descriptions on the original bid schedule will be followed. That

The Government is not able to provide the bid schedule in a different format.

way, costly mistakes can be prevented by avoiding to manually enter the dollar values onto the bid form.

58 Are bids submitted electronically or hand delivered? The opportunity posted on sam.gov says to submit electronically, but the solicitation says to hand deliver.

Hand delivered or mailed to 26 Federal Plaza, Rm. 16-300, New York, NY 10278. Please refer to original solicitation instructions. It is not to be submitted electronically, this is an error.

59 When submitting our bid, are we to replace the proposal pages in the original solicitation with the revised pages from the amendment?

Yes, please use the latest bid schedule. This amendment provides the latest.

60 The segment C2 cross section sheets (C302 to C3120) indicate a horizontal and vertical scale, the segment H cross section sheets (C353 to C373) do not indicate a scale.

Please confirm the scale of the Section H drawings are the same as the segment C2 cross sections.

Vertical and horizontal distances on the cross-sections are indicated by the numbers at the bottom and both sides of each cross-section graphic. A comparison of the cross-sections on drawings C-302 through C-312 and those on drawings C-153 through C- 373 will show that the scales are the same.
