BIDDER INQUIRY GOVERNMENT RESPONSE

1 Contract Drawing S-104 depicts the proposed flood wall and flood gate construction on Segment C2 while S-153 does the same for Segment H. For Segment C2, a Gate Sill is to be constructed across the opening to be secured by the flood gate.

This gate sill extends along the face of the flood wall an additional 80 feet to the west, to allow more the smooth movement of the gate between its open and closed positions.

On Segment H, on the other hand, the gate sill does not extend beyond the opening in the wall. Please advise if this is truly the intent of the contract. If not, please provide revised details depicting the correct alignment of the gate sill.

The gate sill for Segment H extends approximately 82’ east on monoliths H-12 and H-

13. The linework on S-104 and S-153 looks slightly different as both elevations are cut “looking north”, increasing station to the right.

The sill is solid on S-104 for C2 and dashed on S- 153 for H. More information for the Segment H sill can be found on sheets S-358, S-359, S-456, and S-457.

2 The various sections of flood wall construction in the structural plans indicate a varying relationship between the flood wall foundations and the decomposed rock layer present on the site.

Note 5 on Contract Drawing S-359 indicates that a lean concrete layer is to be poured between the top of the decomposed rock and the bottom of the flood wall foundation. Despite the presence of soil boring logs in the contract documents, the quantity of lean concrete required cannot be positively estimated. As such, please provide a unit price item, for this work in order that all bidders provide pricing for an equivalent scope of work.

Item 0019 – Lean Concrete Foundation Base has been added to the bid list under the Base Bid heading. Spec section 01 22 00.00 10 has been revised accordingly. Note that all bid item numbers past 0019 have been increased as a result of this addition.

3 Note 7 on Contract Drawing S-359 indicates that sheet piling is to be driven to refusal in the weathered shale, but also must achieve the minimum tip elevation required by the plans.

Should the minimum tip elevation not be achievable, a concrete cut off wall will have to be constructed a minimum of 1’-6” deep into the weathered shale formation. As sheet piling and cutoff wall construction carry two very separate sets of costs associated with the work, and these variations in the construction are, by their nature, unquantifiable, please advise under which scenario the bid should be based. Please confirm that work on the opposite scenario will be paid under a separate contract unit price or via force account.

Item 0018 – Concrete Cut-off Walls has been added to the bid list under the Base Bid heading.

Spec section 01 22 00.00 10 has been revised accordingly. Note that all bid item numbers past 0018 have been increased as a result of this addition.

4 This contract requires a tremendous amount of effort to accurately estimate the costs of construction and administration.

I hereby request a postponement of the bid date by a minimum of two weeks.

Bid due date has been extended, per Amendment 0001.

5 While reviewing the structural drawings for Pump Station BDR- 2, it appears there are discrepancies between the various sections as they relate to the geometry of both the east and the west walls of the structure. Elevations of both these walls would be extremely beneficial to clarify the intent of the design for these two walls. Also, an isometric view of the entire structure would be highly beneficial. Please provide these additional details.

An elevation for the East Wall is provided on S- 607 and an elevation for the West Wall is provided on S-608. These are consistent with Section D (S-611), E (S-612), and G (S-613). An isometric will not be provided. If these details do not resolve the issue, provide more specific information on discrepancies in another inquiry.

6 Are there any test results and/or material classification reports available for the “Unsatisfactory & Contaminated Non- Hazardous Materials” to be removed from the site?

There are not, though contaminated non-hazardous material has been found on adjacent projects. Similarly, unsatisfactory material (though not necessarily contaminated) has had to be removed from adjacent project sites. The quantities in the bid list are estimates.

7 Are there any test results and/or material classification reports available for the “Asbestos & Lead Paint Materials” to be removed from the site?

There are not. The presence of this item in the bid list is to establish a unit cost for removal of as yet unidentified materials if they are found in the future.

8 Does the material that replaces the +/- 12” of unsatisfactory material and inspection trench underneath proposed levee get paid for as “Embankment Fill (Borrow Material)” by the CY?

Yes.

9 How does removal & replacement of unsatisfactory material within trench/structure excavations get paid for?

Under the bid items for “Haul and Dispose of Unsatisfactory Material”.

10 How does electrical/power get delivered/provided to base bid & option #1 if option #2 is not awarded?

If Option 2 is not awarded, there will be no need for electrical power at the pump stations. The lights installed at the closure gates and the sluice gate operators at the gatewell structures in Segment H will not receive power if Option 2 is not awarded.

11 Can the AISC membership requirement be waived for the rolling flood gate manufacturer?

The requirement is that the gate fabricator have current AISC certifications (as opposed to membership) called for in spec section 05 59 20 Fabrication of Hydraulic Steel Structures. The requirement cannot be waived.

12 Per the site visit, can you confirm whether there is any additional scope added for the area referenced in note 3 on C- 101?

We don’t understand the question. Note 3 on drawing C-101 is “For levee & levee toe access road typical sections, see sheet C-301.” The access roads are shown on various plan drawings throughout the set.

13 Can you confirm whether any of the wing walls noted to replace the CLF will be replaced with galvanized pipe rail in lieu of

CLF?

We don’t understand the question. Are you suggesting that a chain link fence replaces a concrete wing wall somewhere on the drawings?

Please be more specific. We need a drawing/detail reference.

14 Per the site visit, please provide updated drawings to reflect any changes observed during the site visit.

Drawing amendments will be issued as the need arises.

15 Contract Drawing E-155 depicts an electrical ductbank roughly paralleling South Lincoln Ave. on the east side. At one point, this ductbank crosses Bound Brook. Does the ductbank get installed beneath the streambed (and the articulated matting that armors it)? Or does the conduit get installed along the bridge fascia? If along the fascia, please provide mounting details.

Neither is correct. Drawing E-155 indicates the general conduit paths and size/count requirements. The conduits are in concrete ductbanks because they are buried along the east side of South Lincoln Ave as it crosses over Bound Brook. See drawings C-107, C-154, S- 302, S-303, S-354, S-355.

16 On the Demolition Dwg CD-153, we do not see any items to be demolished at Block 252, Lot 10. But, on Dwg CG - 153, Seg H Grading Plan, we see several structures at his location. They also show up on Google Earth. As they do appear they will need to be demolished, will this be in our contract... Should they be shown on the demolition drawings?

The structures on Block 252 Lot 10 have been demolished; demolition on this property is not included in this contract.

17 Could an elevation detail of the Pump Station BDR2 Forebay shown on sheet C-501 be made available?

We’re not clear on this question. If you’re looking for a north elevation of the pump station, see drawing S-671 that shows the trashrack that spans the entire structure. For a view without the trashrack obscuring the rest of the pump station, see section D on drawing S-611. Although not included in the question, there are similar drawings for pump station BDR3. Exhibit A (attached) is a rendering of a larger pump station with very similar configuration to both BDR2 and BDR3. This exhibit is provided for illustration only and IS NOT a contractual document and cannot be relied upon for information specific to pump stations BDR2 and BDR3.

18 Drawing E-155 Overall Site Plan Electrical Conduit; shows the routing of the underground duct bank coming from “option 2” control building BDR3 and going to “Base Bid” flood gates C2 and H, then continuing to “Option 1” sluice gates H2 and H6.

Will any (SUE) Subsurface Utility Engineering drawings be provided showing existing utilities that will conflict with the new duct bank installations?

All utilities that have been identified by survey are shown on the drawings. See drawing C-107, C-154, C-507 and C-509 for utilities in and around the South Lincoln Ave right-of-way.

Except for the storm drains and sanitary sewers, depths are unknown. Note that the sanitary sewer is an inverted siphon that runs beneath the stream.

19 Contract Drawing D-104 and others identify the submersible pump discharge piping and the sump pump discharge piping with a D2 designation. Contract Drawing DI-101 identifies the D2 designation as referring to Ductile Iron, Above Grade Service. On reviewing the rest of the contract drawings as well as the specifications, I see no mention of designation D2 or the term, above grade service, relating to a pipe class for the proposed ductile iron piping. Please advise the pipe class in order that the material may be correctly procured.

Ductile Iron Pipe (DIP) for above grade service shall conform to AWWA C115, pressure class 250 (minimum), cement-mortar lined. Joints shall conform to Appendix A. Fittings shall conform to AWWA C110 with cement-mortar lining.

Gray-iron fittings are not acceptable. Bolts shall be Type 316 stainless steel and shall have isolation sleeves to prevent contact between dissimilar metals.

20 All structural notes on the contract drawings simply refer to the reinforcing steel on this project as being Gr. 60 or having a yield strength of 60,000 psi with no reference to coating. Please confirm that all reinforcing steel on this project is to be uncoated.

All reinforcing steel is to be uncoated unless noted otherwise.

21 The Levee Typical Section on Contract Drawing C-351 includes a note specifying that the inspection trench is to run the full length of the levee. The levee in Segment H extends such that it abuts the embankment supporting the NJ Transit tracks adjacent to the site. Excavation of an inspection trench in this immediate location could result in the undermining of the railroad without the installation of sheeting. Please advise the desired limits of the inspection trench in this location.

The railroad embankment is benched to receive the levee. The inspection trench does not extend into the levee embankment.

22 Bid Item 0028AA is for the Segment C2 Levee and BDR2 Pond. A review of Contract Drawings CG-101 through CG-103 suggests that no work is to be done related to the construction of Pond BDR2 aside from clearing the area and installation of a construction entrance off of 4th Street. Please confirm that the construction of this pond is not included under the scope of this contract. If included, please provide detail.

The BDR2 pond is located in a low-lying area where there is relatively little grading required.

Note that under the general category of pond construction, grading is required for swales A and B, the access road/ramp at the end of 6th Street, the berm on which the pump station is built and the area at the wet well opening.

23 Contract Drawing C-157 depicts a swale designated Swale K.

This swale extends to the match line between Drawings C-157 and C-158. Contract Drawing C-158 shows a swale that appears to continue beyond that match line, but refers to it as Swale L. Swale L also continues onto Drawing C-159.

Contract Drawings CG-157 to CG-159 depict the same swales but all are designated Swale K. Please confirm whether one or two swales are proposed for this location.

There is only one swale and it should be called out as “Swale K” on all drawings. “Swale L” on C-158 and C-159 will be revised.

24 The Control Building and Pump Station Site Plan on Contract Drawing E-105 depicts what appear to be bollards surrounding both the transformer pad and fuel tank pad. While the details for those pads appear on Contract Drawing SF-002, no details appear associated with these 'bollards'. Please confirm whether the items on the drawing truly represent bollards. If not, please advise what those items do represent. If they are bollards, please provide details so they can be bid correctly.

The bollards are shown on drawing C-501 at pump station BDR2 and on drawings C-503 at pump stations BDR3. (They are shown as background only on electrical drawings E-105 and E-154.) The detail is included as Exhibit B and will be added to one of the drawings in the C- 5xx series in an amendment.

25 Pump Station BDR3 One-Line Diagram, Drawing E-157 (Sheet 391 of 493), indicates the installation of a 450KW/563kVA Standby, 0.8F, 480Y/277V, 3 Phase, 4 Wire, 60 Hz Generator Set, at Pump Station BDR3. The FLA of this Generator is 676.6 Amps. Generator’s supplier is proposing to use a 800A Circuit Breaker to protect the generator. He also indicated that the Automatic Transfer Switch (ATS) should be 800A as well.

Please confirm.

Per Note 11 on Drawing E-157, the (100% rated) generator breaker shall be sized at 600A (max), and the 600A size shown for the ATS is correct.

26 Contract specifications call for an integral tank and a day tank.

Generator’s supplier is proposing a 24 Hour Integral Tank for both generators. Please note that the 350kW will have a 671 Useable Gallons and the 450kW will have 875 Useable Gallons of Fuel. Please confirm that this is acceptable since the spec states 660 Gallons max tank capacity.

Tanks with capacities greater than 660 gallons are not acceptable. This is an NFPA requirement for the building.

27 Is there a stated question cut off date as related to the bid documents?

Yes, per Amendment 0001, cutoff date for questions/RFIs is 14 October 2022 at 5:00PM ET.

28 Can you share the Contract Number for the original project involving the flood walls in the area that has already been completed?

Previous contract: W912DS18C0021.

29 If “No” to #2 above…is the entire proposed site available for pre-bid inspection by contractors?

There was a site visit planned, per Amendment 0001.

30 Please confirm the Small Business Plan may be provided post bid, and not turned in with the bid.

Yes, the Small Business Plan is submitted post bid.

31 Is it possible to move the bid date? Anytime the following week of Sep 26 thru Sep 30 would ensure we are able to finish up a responsible, competitive bid.

Bid due date has been extended, per Amendment 0001 to 20 October 2022 at 2:00PM ET.

32 BDR3: On sheet E-154 note 5 states to provide 2–2 inch conduit’s for the telephone and communication lines, see sheet C -108 for anticipated routing. Sheet C 108 note 4 states coordinate with the utility for final placement ? Where is the run to terminate? Should these runs be in 4 inch conduit?

The utilities would not deal directly with the Government since the Government is not establishing service and will not ultimately operate the facility. The Contractor shall coordinate with the utility to determine the utility connection points. The conduits should be 2” as noted on the drawings

33 BDR3: On sheet E-154 note 1 states contractor shall coordinate with PSE&G with regard to the electric service work. Sheet C 108 note 4 states coordinate with the utility for final placement.

Where is the run to terminate?

The utilities would not deal directly with the Government since the Government is not establishing service and will not ultimately operate the facility. The Contractor shall coordinate with the utility to determine the utility connection points. For pump station BDR3, the expected electric connection point is the nearest power pole to the pump station entrance gate on the west side of South Lincoln Ave.

34 BDR3: On sheet E-154 note 6 states that direct bury conduit is to be pvc coated rigid galvanized, PSEG requires that line side of the transformer be schedule 40 pvc, Please clarify.

The raceway on the line side of the transformer is concrete encased Sch 40 PVC. Note 6 applies to conduit that is direct buried without protection and is not applicable in this situation.

35 Can all underground conduit be ran in pvc schedule 40? Direct-buried conduit shall be PVC-coated rigid galvanized as required by Note 6 on drawing E-

154. Concrete-encased conduit may be PVC.

36 BDR2: On sheet E-105 note 5 states to provide 2–2 inch conduit’s for the telephone and communication lines, see sheet C -101 for anticipated routing. Sheet C 101 note 15 states coordinate with the utility for final placement ? Where is the run to terminate? Should these runs be in 4 inch conduit?

The utilities would not deal directly with the Government since the Government is not establishing service and will not ultimately operate the facility. The Contractor shall coordinate with the utility to determine the utility connection points. The conduits should be 2” as noted on the drawings.

37 BDR2: On sheet E-105 BDR2 note 6 states that direct bury conduit is to be pvc coated rigid galvanized, PSEG requires that line side of the transformer be schedule 40 pvc, Please clarify.

The raceway on the line side of the transformer is concrete encased Sch 40 PVC. Note 6 applies to conduit that is direct buried without protection and is not applicable in this situation.

38 BDR2: On sheet E-105 note 1 states contractor shall coordinate with PSE&G with regard to the electric service work. Sheet C 101 note 15 states coordinate with the utility for final placement. Where is the run to terminate?

The utilities would not deal directly with the Government since the Government is not establishing service and will not ultimately operate the facility. The Contractor shall coordinate with the utility to determine the utility connection points. In the case of the electric service for pump station BDR2, the expected connection point is the power pole near the south end of 6th St on the east side of the street. The

Note 15 leader on drawing C-101 is pointing to the pole.
