Distributed Antenna System – C Squared Systems
Building 785 Renovation West Point, NY

1. CONTRACTING ACTIVITY:
The U.S. Army Corps of Engineers (USACE), New York District (NAN), Contracting (CT), 26 Federal Plaza, New York, NY 10278.
2. DESCRIPTION OF ACTION:
This Justification and Approval (J&A) supports the use of brand name components in an upcoming construction project. The government will not purchase the components directly, but rather will require that offerors include the Distributed Antenna Systems (DAS) from C Squared Systems as part of proposals submitted in response to a design-bid-build solicitation that will lead to the award of a new firm-fixed-price (FFP) construction contract. The United States Army Corps of Engineers (USACE) is responsible for the acquisition and administration of a construction contract for the Renovation of Building 785. Funding for this acquisition will be Sustainment, Renovation & Modernization (SRM).
3. DESCRIPTION OF SUPPLIES/SERVICES:
It has been determined that a need for Distributive Antenna Systems (DAS) be a priority within the United States Military Academy, Department of the Army and Department of Defense. The lack of coverage and connection to a DoD network poses a threat to individual and enterprise level efficiency. C Squared Systems is integral in providing compliant DoD approved DAS systems to the United States Military Academy (USMA). The system described above will need to integrate with current infrastructure at West Point with no vulnerabilities, which otherwise could lead to a breach in information or systems. C Squared Systems DAS system will ensure strict compliance to various governmental agencies policies and standards (as defined in section 5B).
The estimated total cost for the construction portion of this project is $22,000,000. The estimated cost of the requested brand-name requirement for the Distributed Antenna System – C Squared systems is estimated at $15,000.00. The period of performance for the entire project is 620 calendar days.
4. AUTHORITY CITED:
10 U.S.C. § 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(c), Application for Brand Name Descriptions. In accordance with FAR 6.302-1(c), the Contracting Officer will specify that all offerors be required to procure an item particular to one supplier (brand-name item).
5. REASON FOR AUTHORITY CITED:
A. Background:
To maintain the highest telecommunication and distributive network standard at the United States Military Academy, C Squared Systems is to provide distributive antenna systems to the United States Military Academy (USMA). In order to provide secure and reliable Information Technology (IT) systems C squared is pivotal to mission success at the United States Military Academy (USMA).
The system is already widely used at other government sites and the United States Military Academy Command.
The system integrates with the mission at West Point and current network architecture. Failure to comply with network requirements could result in a breach within the close network of the Department of Defense, particularly the United States Military Academy.
B. Justification:
United States Military Academy, West Point Command and other authorized personnel always require access to DAS specifically provided by C Squared Systems. Additionally, the need to comply with current Army regulations and standards further bolster the need to retain C Squared Systems to provide DAS. C Squared Systems complies with Department of Defense (DoD), Network Enterprise Center (NEC), Information Systems Engineering Command (ISEC) standards for maximum readiness within the network systems at the United States Military Academy, USMA. Building 785 will need these systems to meet the mission requirements outlined by the Department of Defense (DoD) and Training and Doctrine Command (TRADOC).
C. Alternatives:
There are no viable alternatives that meet the complex information security and management requirements.
D. Impact:
If this J&A is not approved and a different item is provided, rather than the subject item, this would fail to meet governmental information technology standards and policies. If this J&A is not approved, the overall mission to provide effective and reliable distributive antenna systems specifically designed for the Department of Defense and United States Military Academy will hinder the effectiveness for Cadets/Facility/Educators at West Point, NY to carry out the tasks and mission(s) assigned.
6. EFFORTS TO OBTAIN COMPETITION:
The brand name product has been published as required by FAR 5.201, a Notice of Intent (NOI) to determine sources for this system was synopsized on 25 Aug 22. No responses were received for the Notice of Intent. The brand name justification and approval will be posted with the solicitation. As stated in paragraph 5 above, Distributive Antenna Systems provided by C Squared Systems are the only brand available to ensure compatibility with the United States Military Academy Command’s Existing Information Technology infrastructure and are compliant with DoD information technology policies and directives.
7. ACTIONS TO INCREASE COMPETITION:
This J&A supports a discrete requirement that will end when the project is complete. Therefore, there are no planned actions to increase competition for the requirement covered by this J&A.
8. MARKET RESEARCH:
A Notice of Intent (NOI) to determine sources for this system was synopsized on 25 Aug 22. The NOI was published for the required 15 days on SAM.gov. No responses were received. Additional research was not done besides the NOI.
9. INTERESTED SOURCES:
There were no responses to the NOI posting. The solicitation will be synopsized in accordance with FAR
5.201 and responses will be evaluated per FAR Part 14.
