About this file
This document contains a set of tables providing guidance for a federal contract proposal (Contract Number W9128F26RA012). Table 1 outlines scenario-based examples for qualifying past project experience, specifying conditions under which a company can use previous project work to meet evaluation criteria. Table 2 details page limitations for the proposal, with Volume I (Technical Proposal) restricted to 10 pages for the technical proposal, 21 pages for 7 project experiences, and a page limit based on submitted past performance reports.
The document also includes a table on relative importance of proposal sections, indicating that the Technical Proposal (Factor 1) is the most important, with Experience (Factor 2) and Past Performance (Factor 3) being equally important. Another table provides a color-coded rating system for technical and risk evaluations, ranging from Blue (Outstanding) to Red (Unacceptable), which assesses proposal quality based on approach, understanding of requirements, and performance risk. The evaluation criteria emphasize comprehensive proposal preparation and demonstration of project capabilities.
