C. Lead-Based Paint Survey Findings
Executive Summary of Findings
According to the Department of Housing and Urban Development (HUD) Lead-based Paint Interim Guidelines for Hazard Identification and 40 CFR Part 745, Environmental Protection Agency Lead based Paint in Target Housing and Child-Occupied Facilities, the definition of"Lead-Based Paint" is paint which has a lead content of 5000 mg/kg (0.5% by weight) or greater, or 1.0 milligrams per square centimeter (mg/cm2) of painted surface area. However, since this facility does not fall within the definition of either "Target Housing" or "Child-Occupied Facility", the HUD limit does not apply to this survey. The Occupational Safety and Health Administration (OSHA) regulations for lead apply to all workplaces where painted surfaces contain any amount oflead in excess of the lower limit of detection (0.001 mg/cm2 for this XRF analyzer). The upper reportable limit for this analyzer is 5.0 mg/cm2; therefore, readings in excess of this limit are reported as >5.0 mg/cm2•
A total of 246 XRF analyzer readings were collected during this lead-based paint inspection. There were a total of 95 XRF readings on various building components with lead results in excess of the minimum reportable limit (>0.00 mg/cm2), 66 of which had results greater than 1.00 mg/cm2•
The majority of elevated lead readings occurred in the following types of painted surfaces:
1. Interior & exterior wood doors ( older)
2. Interior & exterior wood door frames (older)
3. Fire suppression (sprinkler) system metal pipes
4. Metal ceiling tin material (1 st Floor, West Wing)
5. Metal column posts (1 st Floor)
6. Wood chair rails and wall rails
7. Wood wall baseboards
8. Wood headboard ceilings (2nd Floor)
9. Exterior metal porch & stair rails
10. Exterior stained glass metal window frames
11. Exterior metal roof drain pipes (lead solder connections)
12. Exterior metal building anchors
13. Exterior wood (boarded) windows (South Boiler Room)
14. Exterior metal pipe exhaust (East end of Building)
Below is a summary of the sample locations and results for the XRF testing for this building.
