Solicitation # W91242-19-B-5002 Questions & Answers #3 Construct C-17 Simulator Facility 8 May 2019

32. Question: A-411 Toilet Accessories schedule calls out for a Folding Shower Seat, 18" Grab Bar, Shower Grab Bar, Full Length Mirror, Robe Hook, Soap Dish, Shower Curtain, Shower Curtain Rod.

Please confirm these items are not used.

Answer: The folding Shower Seat, 18" Grab Bar, Shower Grab Bar, Full Length Mirror, Robe Hook, Soap Dish, Shower Curtain, Shower Curtain Rod are not required. See Amendment 0003, revised Sheet A-411.

33. Question: Please confirm that the project has been registered to the US Green Building Council under Version #3 and provide registration number, also confirm that all submission fees are paid by owner or Architect. If the project is not currently registered under Version 3, it will need to be registered under version 4 which will change the requirements and specifications.

Answer: Yes, the project has been registered with the USGBC; the Project ID numbers will be issued to the awarded Contractor upon project mobilization. In addition, as noted in the Specifications, the LEED version is 2009 (which equates to v3). Yes, the certification costs will be provided by others, and not the Contractor.

34. Question: Will there be cost associated with screening and badging?

Answer: No cost associated with screening and badging.

35. Question: Will all utility taps take place on government facility? If so, will the service provider company be required to perform utility taps?

Answer: Refer to sheet CU-101 for the location of all utility service connections.

Water, sanitary sewer, electric, and telecommunication services are owned and operated by the North Carolina Air National Guard. Coordinate utility taps of associated utilities with the COR. There are no associated tap fees. Coordinate with Base Contracting Officer for connection of electrical service per keynote #2 on sheet ES111.

The natural gas is owned and maintained by Piedmont Natural Gas. Contractor shall coordinate with service provider on the design and installation of the gas service, per keynote 12 and sheet note 11 on sheet CU-101.

36. Question: Is this job tax exempt?

Answer: Not tax exempt. See FAR Clauses 52.229-2 and 52.229-3.

37. Question: The stair post keynote references on page S-505 detail A1 type 1. There is no type 1 on this sheet. Please provide a detail of the embedment for the stair post.

Answer: See Amendment 0003 revised drawing S-505 to include Type 1.

38. Question: Just want to confirm this is a true "Buy American" job and not "Buy America" Answer: See FAR Clauses 52.225-9 and 52.225-10 for Buy American requirements.

39. Question: Please clarify Sheet M-701 Detail B2 keynote 5 & 6. What do sensors 'T' & 'C' refer to?

Answer: The "T" sensor in the controls diagram refers to a thermostat, and the "C" sensor refers to a CO2 sensor. The CO2 sensors are for monitoring purposes only to achieve the LEED IEQ Credit 1 point. See Amendment 0003 revised drawing M-111 for locations of CO2 sensor.

40. Question: What entity is to be carried on the insurance and bonding certificates. Where is this stated in the specifications?

Answer: "North Carolina Air National Guard" can be listed on the insurance certificate. See solicitation section 01000 for insurance requirements. Bid bonds do not have an entity listed.

41. Question:

a. From what I understand it is not the intent of the plans to remove and replace all soil to 12’. Based on the information provided in amendment 2 the undocumented soils range between 5 ½ ‘ and 12’. We are unable to determine where the “undocumented soils” precisely occur. Unless you make removal and replacement part of the contract a unit price, then we have to bid the entire footprint is excavated so we are covered.

b. Please confirm if the “undocumented soil” is found unsuitable to be used as structural fill it will be replaced using CLIN 002 monies.

Answer:

a. No, do not assume replacement of the whole building. The soil should be removed, tested, and compacted. If it meets specifications, then it does not have to be replaced, it will be reused. If it has to be replaced, the Unit Cost is captured with CLIN 0002. The contractor will quantify each condition with the government, and a request for equitable adjustment will be made during construction.

b. Yes, this is correct.

42. Question: Do the manufacturer’s participating need to have a LEED designation within 500 miles from the construction site because our manufacturing site is close to 600 miles? If the manufacturers without a LEED designation can participate is there a mileage restriction?

Answer: No. Neither manufacturers nor products can attain a LEED designation; LEED is only a certification for buildings. For MR Cr 5, Regional Materials, the project must attain at least 20% by cost of all products in Div 3-10, 31 & 32 from within 500 miles of the project site in order to earn both points that are targeted. One way to meet this threshold is to look at the qualifying items with the highest cost from those divisions and see what can be attained within the 500-mile harvesting/extracting and manufacturing radius. In short, no individual manufacturers are required to be within that radius; however, the Contractor shall be responsible, identify, and develop a plan with enough manufacturers that are in order to meet the LEED requirements of the Contract Documents.

43. Question: On Drawing sheet S-131, there is an abbreviation, 'thus', by some of the beams. What does this abbreviation mean? It is not in the abbreviation sheet.

Answer: “THUS” is not an abbreviation, but part of the notation of the drawing. The notes and/or references do not have leader lines or arrows to all occurrences of the items in the view. “(2 THUS)” means that while the reference points to only one occurrence, the other similar one in the view is the same.

44. Question: I have been unable to locate any Self Adhering Sheet Waterproofing on the plans. Does section 071326 apply to this project?

Answer: Self Adhering Sheet Waterproofing is not required.

45. Question: Does section C2/A423 apply to this project? I have been unable to find it referenced anywhere on the plans.

Answer: Yes, refer to Note #15 on Sheet A-151.

46. Question: The elevations on A-211 note split face CMU wainscot with ground face CMU band(s) above. The wall sections on A504 and A505 note 1 course of shotblast CMU at the bottom of the wall below the split face CMU wainscot and split face CMU band(s) above. Which is correct?

Answer: The banding is Ground Face CMU, see Amendment 0003 revised drawings A-504, A-505, A- 511, and sheets A-606 and A-705 (for additional clarifications).
