Solicitation # W91242-19-B-5002 Questions & Answers #2 Construct C-17 Simulator Facility 3 May 2019

17. Question: Please advise regarding the Polycarbonate-Panel Assemblies. Our manufacturer for the

Structured-Polycarbonate –Panel System specification section 08 45 13 is concerned regarding the blast requirements and the standoff distances. The standoff is measuring ~40 ft. We are not aware of a lightweight daylighting product that can be designed to withstand a blast at that distance.

Please advise if the measurement is correct. The blast specification section 08 04 00 references WII @ 30’ for doors, frames and glazing, is the polycarbonate panel to withstand the 43psi load? The 08 05 00 section for AT/FP analysis shows 56 ft (11 psi for fully reflected or 4.8 psi for incident). The polycarbonate panels can not be designed to meet 11 psi. Can you recommend a manufacturer that can meet the blast and AT/FP requirements? The standoff is too close to reasonable design a lightweight daylighting product for (you or anyone else). I am only measuring ~40ft.

Answer: Provide Structured-Polycarbonate-Panel Assemblies as specified and detailed in the Construction Documents. See Amendment 0002, revised TWO (2) Specification Sections: 08 04 00 - BLAST RESISTANCE, and 08 45 13 - STRUCTURED POLYCARBONATE PANEL ASSEMBLIES.

18. Question: Note 2.1.C on S-001 states there is undocumented fill from depths of 5 ½' to 12'. And this undocumented fill shall be removed within the building area (approx. 154'x124'). Calculating removing and replacing soil to a depth of 12' within the building area computes to 8500cy of soil.

The total from 5 ½' to 12' is 4600cy. However, based on the small project area, we do not see how you are going to stockpile the soil from 0 to 5 ½', and fill back into the building area once the undocumented fill has been replaced from 5 ½' to 12'.

A. Is the government's intention to remove and replace all soil within the building area to a depth of 12'? Or is it the government's intent to remove only from 5 ½' to 12' and stockpile the soil from 0 to 5 ½'? If this is the case, where can this 4600cy of soil be stockpiled for later use?

B. If we are removing the soil, is it considered contaminated, or will it have to be tested. If it must be tested, it will also require to be stockpiled. This will require a large area. Please indicate where this soil is to be stockpiled.

C. If we are required to test the soil for contamination, at what frequency does the soil need to be tested for contamination (ie how many tests per cy of soil)? There will be large cost impact on this project if we have to remove/ stockpile/ dispose of 8,500 CY of soil and replace with offsite structural fill (8,500 CY). Please clarify Government's intention.

Answer:

A. Per the latest supplemental geotechnical report (solicitation attachment 6) by ECS dated May

19, 2017, undocumented fill material was encountered below the surficial soils to depths ranging from 5½ to 12’ below the existing ground surface (not limited to the layer between 5 1/2 ‘ to 12’ below existing grade). Contractor shall include all costs associated with the over excavation of undocumented fill beneath the building footprint in accordance with Division 2 notes 2.1.c and 2.1.d on sheet S-001 and specification 31 20 00 Earth Moving paragraph 3.5.A.1 within CLIN 0001. Contractor may reuse the over excavated material provided it meets the soil material requirements specified in paragraph 2.1 of specification 31 20 00 for their intended use. Location to temporarily stockpile point material will be located within the Charlotte Air National Guard (ANG) Base Installation, approximately .7 miles from Simulator Facility project site. See Amendment 0002, revised sheet S-001 to coordinate SIM Geotech Report date that is included within the Supplemental Information Bidding document.

B. Based on current information, there is no evidence of contaminated soils within the project area. Testing of all stockpiled that is intended to be reused on the site shall be in accordance with paragraph 3.20 of specification 31 20 00.

C. Based on current information, there is no evidence of contaminated soils within the project area.

19. Question: Dewatering (section 31 23 19) required for this project? If yes, do you expect any contaminated water?

Answer: Refer to the Geotechnical Reports within the Supplemental Information Document that has been issued as part of the Bid Documents in order for GC/Bidders to determine extent of dewatering to be provided. Based on current information, there is no evidence of contaminated groundwater within the project area.

20. Question: Is this project exempt from State of NC Sales Tax?

Answer: This project is not exempt from state of NC sales tax. Reference FAR Clause 52.229-2.

21. Question: Drawing CS-101(Site Layout Plan) This drawing shows optional line item: "installation of 7' high fence consisting of a 3' high cast in place concrete knee wall with a 4' high AT/FP compliant ornamental fence above. See detail on C-504. 7' high chain link fence shall be provided as part of base bid." Drawing CS-101, C-504 does not show any kind of chain link fence. Also bid schedule does not show option item for chain link fence. Please advise.

Answer: There is no chain link fencing or knee wall with AT/FP compliant ornamental fencing associated with this project. Optional Line Item notes on sheet CS-101 have been deleted. See Amendment 0002, revised Drawing CS-101 SITE LAYOUT PLAN.

22. Question: As per Drawing C-502-section 2A shows Knee wall detail. Where does this section apply?

Answer: Knee wall is to be constructed adjacent to concrete stairs. Refer to detail 3 on sheet C-502 for clarification.

23. Question: Detail 84/FX502 states that "Incoming fire service main to be coordinated with Civil Drawings". The site utility plan CU-101 shows only the incoming domestic water main coming into the mechanical room at a different location. Where are we to get the new fire service main from?

Answer: The incoming 8" DIP shown on CU-101 is a combined domestic/fire main. The split for domestic and fire suppression water shall occur in the Fire Suppression Room.

24. Question: The specifications call for AISC certified fabricator and erector. Can this be waived if a 3rd party inspector is used?

Answer: No, AISC-Certified erector is required for the project. Per review of listed CSE / CSEA erectors in NC, there is sufficient group published for bidding. In addition, refer to Specifications for 3rd party Inspection requirements to include, but not limited to: 01 45 35 SPECIAL INSPECTIONS, SPECIAL INSPECTIONS ATTACHMENT, etc.

25. Question: Page A-211 has note #17 Building Signage. This note is not shown on the plan please indicate if a exterior sign is require and if so please provide information and power requirements.

Answer: No exterior signage is required.

26. Question: Because this facility is owned by the North Carolina Air National Guard and is utilized as a

C-17 Simulator Training Facility, we understand that Unified Facilities Criteria (“UFC”) 3-520-01 and Unified Facilities Guide Specifications (UFGS) Section 26 05 19.00 2.1.3.1 shall apply for purposes of competitive bidding and project execution. To ensure that the project is bid and constructed in accordance with the applicable regulations and requirements, please confirm that UFC 3-520-01 and UFGS 26 05 19.00 2.1.3.1 shall apply to this project. Specifically, please confirm that bidders are permitted to utilize the type(s) of material(s) described in UFC 3-520-01 and UFGS 26 05 19.00

2.1.3.1 applicable to their scope of work despite any potentially contradictory provisions in the design plans and specifications.

Answer: The UFC 3-520-01 provides design guidance for interior electrical systems and covers all aspects of interior electrical systems for all types of government facilities. The UFGS 26 05 19.00 that you reference has been superseded by 26 05 19.10 10. It is provided as a template document intended to be edited for each project. It is titled Insulated Wire and Cable. It was prepared by USACE and is not applicable to ANG projects. UFGS 26 05 19.10 10 Section 2.1.3.1 is titled Materials for Conductors and includes both aluminum and copper materials. If the intent of the question is to ask if aluminum conductors can be substituted, the answer is No. The Plans and Spec’s have incorporated all requirements as directed by the NCANG and all applicable codes and criteria (to include UFC’s) and as such, the Plans and Specifications shall govern as contract requirements.

27. Question: The bid documents indicate a Minority participation goal of 18.5% and a Female goal of

6.9% participation goal FOR EACH TRADE. Please confirm that in order to add the best value for the pricing on the overall project, it is acceptable to achieve an OVERALL participation goal for the project of the indicated goal amounts in lieu of per subcontractor trade/division package. Our concern is that the available marketplace may have limitations and not be able to support the requirement.

Answer: The FAR clause 52.222-23 which is being referenced, identifies the minority and female participation not as requirements, but as goals. "The contractor shall make a good faith effort to employ minorities and women evenly on each of its projects."
