Solicitation # W91242-19-B-5002 Questions & Answers #1 Construct C-17 Simulator Facility 29 April 2019
1. Question: Reference Sheet CD-101 – Demolition Plan: There is an existing Concrete Pad 53’x27’ not shown on the drawing. Is it known how thick this concrete pad is, or what purpose it served?
Answer: The noted concrete pad was formerly used as an engine test stand. There are no records available on the construction of this pad. However, for bidding purposes the contractor should assume a reinforced concrete slab 12-inches thick with an 8-inch aggregate base course.
2. Question: Reference Sheet CD-101 – Demolition Plan & CU-101 Site Utility: There is an existing water main shown to be removed on the Demolition Plan. On the Utility Plan it shows a new 8” DIP Water Main tying into one end of the existing Water Main on the south side of the Simulator Facility. Do we need to do anything at the other end of the existing Water Main like Cap or Plug?
Answer: Contractor shall dig test pit to determine the extent of the existing water main on the north end of site. If water main extends beyond what is depicted on the existing conditions plan, cap existing water main to remain.
3. Question: CU-101 Site Utility: There is an existing water main shown to be removed on the
Demolition Plan. On the Utility Plan it shows a new 8” DIP Water Main tying into one end of the existing Water Main on the south side of the Simulator Facility. A) Can more detail be provided for this tie in (Key Note 1.). Is there any wall blocking required? B) Can the Existing Water Main be shut down to Cap the same (Key Note 11)……and if the answer is yes, can an 8”x8”x8” Tee be utilized in lieu of a Tapping Sleeve and Valve?
Answer: A) Provide concrete thrust blocks in accordance with detail 5 on sheet C-503.
B) Contractor shall assume that water main cannot be shut off in order to cap water line.
4. Question: There is an Existing Monitoring Well located at the toe of the existing embankment near
Bldg 72. Are there any known contaminates that would require the 500 CY of Undercut to be special handled, i.e., to go to a Lined Landfill? If so what are the concentrations of the contaminants?
Answer: The monitoring well has recently been installed as part of a site investigation project to monitor for the release of Fire Fighting Foam at potential release locations. Based on current information, there is no evidence of contaminated soil within the project site.
5. Question: C-502 Civil Details: Detail # 9 – Asphalt to Concrete Pavement Transition – This detail does not appear to be relevant to the C-17 Flight Simulator project. Please advise
Answer: Detail is not relevant to C-17 Flight Simulator project and can be omitted from project. See Amendment 0001, Revised Sheet C-502.
6. Question: L-101 Landscape Plan – Key Note # 3 – Bike Racks – Landscaping is an Optional
CLIN. Should the cost of the Bike Racks be incorporated into CLIN #1?
Answer: Bike racks (which are located within the Concrete Sidewalks that are noted to be provided within the Base Bid) are to also be included in the base bid of the project.
7. Question: Does the general contractor need to have a North Carolina General Contractor license to perform work on this job?
Answer: The general contractor does not need to have a North Carolina General Contractor license to perform work on this job as it is on federal land and federally funded.
8. Question: We intend to bid with another Small Business Contractor with a teaming agreement and the possibility of either continuing with a teaming agreement under the prime contract, or creating a Joint Venture with the teamed entities as the prime contractor to the owner. Please advise if the joint venture after bid/ prior to award would be allowed. Note that in both scenarios the owner will have a performance and payment bond from each of the GCs teamed in this solicitation.
Answer: You would need to submit a bid as the joint venture, already having an active CAGE code and registered in the System for Award Management (SAM) at time of bid submission. An executed copy of the joint venture agreement would also need to be submitted with your bid (see section 00010 Notes in the solicitation document). As far as the teaming agreement, whichever contractor’s name/signature is on the bid that gets submitted is the prime contractor and will hold the full responsibility as such. Along with that, the performance and payment bonds would need to solely come from the prime contractor awarded the contract. How the prime contractor handles performance and payment bonds from the teaming partner is the responsibility of the prime contractor. This same thought process goes for the bid bond submitted with the bid.
9. Question: It is our understanding that payment of permitting and tapping fees for water & sewer utilities is the responsibility of the contractor. What will those costs be?
Answer: There are no permitting or tapping fees for water & sewer utilities.
10. Question: Drawing C-205 Detail 6- Pavement Overlay Detail - shows existing surface course to be milled. Where is this milling to be done?
Answer: It has been assumed Bidder Question intended to reference Sheet C-502 (and not C-205).

11. Question: Drawing C-205 Detail 2A -Knee Wall Detail- shows a knee wall with brick pavers against
it. Where is this knee wall and where are the brick pavers?
Answer: It has been assumed Bidder Question intended to reference Sheet C-502 (and not C-205).
