Continuously measure and record ground vibration levels at each active operation conducted within two hundred
(200) feet of Structures and provide copies of written reports to the Government no later than twenty-four (24) hours after the end of day being reported. Monitoring stations are not required to be activated during non-work hours. Work must not proceed in any area within the Construction Limits unless the monitoring stations are confirmed in writing to be activated and functioning each morning. Status of the vibration monitors must be documented in the daily Quality Control Report.
Ground vibrations must be measured as peak particle velocity in inches per second. Vibration measurements must be made using an instrument capable of continuously monitoring three (3) orthogonal components with a resolution to within one-hundredth (0.01) inch per second. Instruments shall be capable of live feed and reporting of data with alerts for vibration exceedances. Vibration must not exceed the allowable readings below as measured from the area within the Construction Limits located closest to Structures (see subparagraph "Ground Vibration Monitoring Control Plan" above).
General Location/Category
Tier 1 Vibration
Maximum Reading Allowed (in/s)
Tier 2 Vibration
Maximum Reading Allowed (in/s)
Residential Areas, Parks, City Sump 160, Pumping Plants 1A and
1B Staging Areas
0.20 0.40
Allowable vibration limits identified above represent the minimum standards which the Contactor must adhere to at all times.
If a vibration monitor reading exceeds the Tier 1 limit, the Contractor
SECTION 01 00 00 Page 13 must immediately contact by phone, or other appropriate method, the Government, and any laborers in the area. The cause of the vibration must be documented by the Contractor along with a proposed remediation measure to prevent future vibration exceedances. Work may continue through the Tier 1 investigative phase. Tier 1 limit exceedance events and proposed remediation measures must be documented in the Weekly Vibration Monitoring Report.
If a vibration monitor reading exceeds the Tier 2 limit, or has two or more Tier 1 exceedances within an hour at any location, the Contractor must immediately stop work within two hundred (200) feet of monitors reporting exceedances, meet with Contractor Quality Control, notify Contracting Officer of the exceedance, document the likely cause of the vibration, and propose a remediation measure to prevent a future occurrence. The Contracting Officer will determine if the proposed remediation measure is sufficient and if further action is needed before allowing work to resume.
Further actions may include the observation and assessment of Structures located within 200 feet, monitoring of cracks, and/or work postponement until remedial measures are implemented. Tier 2 limit exceedances must be documented in the Weekly Vibration Monitoring Report.
If construction is unable to progress without vibration monitor reading exceedances, submit a Request for Information to the Government describing the Construction Activity(ies) responsible for the exceedances and what reasonable measures to reduce or eliminate the vibration exceedances were attempted. The Contracting Officer will provide further direction.
1.10.1.4 Weekly Vibration Monitoring Report
The Contractor must submit a Weekly Vibration Monitoring Report to the Government at the end of business on the last construction day for each week. The weekly vibration monitoring report must include, but is not limited to:
" A site plan and a table in PDF with all the installed vibration monitors if monitors are relocated for the subject week.
" A spreadsheet showing each monitor identification or serial number, location (nearest station, latitude, and longitude in decimal degrees), date and time of the highest peak particle velocity registered for each workday, and the number of exceedances of each station for workday.
" Date, time, and description of any exceedance events (including, but not limited to the required exceedances to be reported under subparagraph
17.30.3 above entitled "Vibration Monitoring During Construction").
" Construction Activities taking place within two hundred (200) feet of the vibration monitor during any exceedance event.
