Subject: Borrow Evaluation – Reach I Contract 1 Stockpile B
Natomas Basin Project Reach A Garden Highway
Sacramento County, California
Dear Mr. Bassett:
Kleinfelder has performed a preliminary investigation of the Reach I Contract 1 Stockpile B located along Garden Highway in Sacramento County, California. It is understood that Stockpile B is being considered as a potential borrow site for the United States Army Corps of Engineers (USACE) Natomas Basin Project levee improvements. This work included field and laboratory investigation programs and the preparation of this memorandum.
BACKGROUND INFORMATION
Stockpile B is in the southwest corner of the Natomas Basin in Sacramento County just east of the Interstate 80 crossing the Sacramento River as shown on Figure 1. Stockpile B is located between Garden Highway to the south and Wheelhouse Drive to the north across from Sand Cove Park. The site is currently situated in an area of undeveloped land south of a residential neighborhood along Wheelhouse Avenue. The stockpile encompasses approximately 500 feet by 200 feet and is approximately 18 feet in height with 3 horizontal to 1 vertical (3H:1V) slopes as shown on Figure 2.
Stockpile B consists of excavated trench spoils from the approximately 50-foot deep slag cement-cement-bentonite (SCCB) cutoff wall installed within the levee between Northgate Boulevard and Gateway Oaks Drive for the USACE Reach I Contract 1 project. During construction of the cutoff wall, the SCCB slurry was pumped into the trench throughout the excavation and maintained within 2 feet of the top of the trench. The trench was excavated using a bucket with a hole to drain as much excess slurry as possible before the excavated material was placed into haul trucks and transported to the stockpile. The excavated material was placed on the stockpile, spread into thin lifts, moisture conditioned, and compacted. As required by Reach I Contract 1 project specifications the material was moisture conditioned, as needed, to between 3 percentage points above and 1 percentage point below the optimum moisture content, placed in no greater than 6-inch loose lifts, and compacted to a minimum of 90 percent of the maximum dry density per ASTM D698.
SCOPE OF WORK
The scope of work included a field investigation of the potential borrow site, geotechnical laboratory testing of samples obtained during the field investigation, and preparation of this

KLEINFELDER 2882 Prospect Park Dr., Suite 200, Rancho Cordova, CA 95670 p | 916.366-1701 letter. This letter has been prepared consistent with the authorized scope of services contained in our proposal dated December 7, 2020. Results of the field and laboratory investigation and preliminary conclusions are included in this letter.
FIELD INVESTIGATION
The subsurface conditions at Stockpile B were explored on December 23, 2020 by excavating five test pits to a depth of 12 feet below existing grade from the top of the stockpile and collecting six surface samples from the slope base around the perimeter of the site as shown on Figure 2.
Test pits were excavated by Hardcore Construction Services of Grass Valley, California using a Deere 310 backhoe. A Kleinfelder staff professional maintained a log of each test pit, visually identified and classified soils encountered in general accordance with ASTM D2488 and obtained disturbed bulk samples of the subsurface soils that were encountered at the site. Soil samples obtained from the test pits were labeled and sealed to prevent moisture loss before being transported to Kleinfelder’s Sacramento laboratory for geotechnical testing. Upon completion of geotechnical laboratory testing, soil classifications were updated in general accordance with ASTM D2487 and are presented on the Test Pit Logs (Attachment A).
After the test pits were completed, they were backfilled with excavated test pit material and compacted using a compaction wheel. Latitude and longitude of each test pit was obtained from Google Earth using a cellular phone. Information on each test pit is included in Table 2 below.

KLEINFELDER 2882 Prospect Park Dr., Suite 200, Rancho Cordova, CA 95670 p | 916.366-1701 laboratory tests performed on the two borrow sites is presented on the Figures B-1 through B-7 in Attachment B and shown on the Test Pit Logs in Attachment A.
Moisture Content
Moisture content was evaluated in general accordance with ASTM Test Method D2216. Test results are presented on the Test Pit Logs and are summarized on the Laboratory Test Result Summary (Figure B-1).
Atterberg Limits
Atterberg Limits tests were performed to aid in soil classification and to evaluate the plasticity characteristics of the material. Tests were performed in general accordance with ASTM Test Method D4318. Results of these tests are presented on the Test Pit Logs and are summarized on Figure B-1. In addition, plasticity charts summarizing the results of these tests are presented on Figures B-2 and B-3.
Sieve Analysis
Full sieve analyses were performed to evaluate the gradational characteristics of the material and to aid in soil classification. Tests were performed in general accordance with ASTM Test Method D6913. Results of these tests are presented on the Test Pit Logs and are summarized on Figure B-1. In addition, particle-size distribution curves summarizing the results of the sieve analysis tests are presented on Figures B-4 through B-7.
SUBSURFACE CONDITIONS
Based on the site investigation and laboratory testing results, the upper 8 feet of the stockpile soils generally consist of fat and lean clays with sand and elastic silts with sand. The liquid limits of these soils are generally greater than 45 with a plasticity index between 20 to 23. Test Pit RCI-TP-3 encountered a silty gravel with 45 percent plastic fines. These upper soils were generally underlain by sandy silt and silt with sand that have a plastic index and liquid limit ranging from 7 to 15 and 34 to 38, respectively. An estimated up to 10 percent cobbles a maximum of 5 inches in length were encountered below 9 feet at Test Pit RCI-TP-2. Cobbles and boulders up to 18 inches in length were encountered in Test Pit RCI-TP-4 at a depth of about 11 feet. Grab samples collected at the base of Stockpile B were classified in the field as lean clay with sand and one sample that was tested had a plasticity index of 11 and liquid limit of 31.
The moisture content of the sampled soils was generally between 18 percent and 25 percent with a few silt and elastic silt samples between 30 percent and 45 percent.
Trace detritus material consisting of plastic sheeting, rootlets, bricks, and fragments of asphalt concrete were encountered at depth within all test pit locations.
SCCB from the SCCB cutoff wall was found throughout the stockpile and was observed as blue and white pieces ranging from fine sand-size up to 18 inches in maximum dimension. The percentage of SCCB was visually estimated to be up to approximately 10 percent to 20 percent by volume. Cementation of the excavated soils was not observed. The SCCB pieces within the soil matrix were estimated to be moderately to strongly cemented. According to ASTM D2488, 20173678.001A/SAC21L123757_R1 Page 4 of 4 March 26, 2021
KLEINFELDER 2882 Prospect Park Dr., Suite 200, Rancho Cordova, CA 95670 p | 916.366-1701 moderate cementation will crumble or break with considerable finger pressure and strong cementation will not break or crumble with finger pressure.
The Test Pit Logs presented in Attachment A provide more detailed information on the soil conditions encountered in the test pits.
Groundwater was not encountered, but It should be noted that groundwater levels will fluctuate in response to seasonal changes, irrigation practices, nearby levels of the Sacramento River and ditches, precipitation, and groundwater recharge. Evaluation of these factors was beyond the scope of this study.
