MEMORANDUM FOR US Army Corps of Engineers, Sacramento District, CA 95814
SUBJECT: Military Ocean Terminal Concord (MOTCO), Munitions and Explosives of Concern (MEC) Clearance Probability Assessment for Pier 2, Concord, California
1. PURPOSE. To obtain written approval prior to conducting future construction events at Pier 2 from the MOTCO Commanding Officer based off the performed MEC clearance of Pier 2 due to the 1944 explosion adjacent at Pier 1.
2. RECOMMENDATION. Recommend Safety conduct a thorough review of every aspect of the MEC Clearance After Action Report (AAR) and perform a Risk Assessment based on the MEC findings.
3. BACKGROUND AND DISCUSSION. The future construction projects at the Pier 2 site required Unexploded Ordnance (UXO) qualified personnel perform a MEC clearance assessment at the Pier 2 location. The MEC clearance was completed on 10 April 2017. On 6 February 2017 the dive crew assembled on Pier 2 and following the daily site safety brief, began setting up for current MCE operations. During the course of the clearance operations, 81 dives were completed, 11,189 anomalies were investigated, and 6 cultural items were recovered and transferred to MOTCO. No MEC or UXO’s were observed or recovered. The initial deliberate risk assessment for future construction events at the Pier 2 site were HIGH RISK. The execution of the MEC clearance has future construction events at a residual risk level as LOW RISK.
