SUBJECT: DDESB Approval, Explosives Safety Submission, Removal Action/Construction Support, Port Chicago Terrestrial Explosion Area and Port Chicago Water Explosion Area, Military Ocean Terminal Concord (MOTCO) Concord, CA.
1. References:
a. Memorandum, CEHNC-EMM, dated 7 August 2013, subject: Explosives Safety Submission (ESS) for Military Ocean Terminal Concord (MOTCO) Port Chicago Terrestrial Explosion Area MRS and Port Chicago Water Explosion Area MRS, Concord, CA, August 2013.
b. DoD 6055.09-M, Ammunition and Explosives Safety Standards, 29 Feb 08, administratively reissued August 4, 2010.
c. DA SAIE-ESOH Memorandum date 16 September 2013, subject: Munitions Response Actions-Minimum Separation Distance (Relative to Impulse Water Pressure) from Underwater Detonations. (Encl).

Explosives Safety Submission, Removal Action/Construction Support of Port Chicago Terrestrial Explosion Area and Port Chicago Water Explosion Area, Military Ocean Terminal Concord, Concord, CA. (Encl).
2. The subject Explosives Site Plan, Remedial Investigation/Feasibility Study, transmitted by reference 1.a, has been reviewed in accordance with reference 1.b. Reference 1.d provide Army level approval for intrusive underwater explosive operation for Port Chicago Terrestrial Explosion Area and Port Chicago Water Explosion Area, located at Military Ocean Terminal Concord, Concord, CA. Reference 1.c provides Department of Defense Explosives Safety Board (DDESB) approval. This approval will be made part of the administrative record for the site.
3. If any changes occur during or after completion of this effort that could increase explosive risk or hazards to site workers or the public due to the presence of military munitions at the site, an amendment to this ESP must be submitted for review and approval.
