6708876 Structural Para. 5.3.3 00 22 11 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
In section 00 22 11 paragraph 5.3.3 Tab 2 Factor 2 - Technical Approach item 2 b.7, it states: "Demonstrate how the offeror intend to remain with the general deck footprint and perform under the resulting contract using only one pile driver." Will the contractor be restricted to using only one pile driving rig on this project?
On: Oct 27 2016.
Government Response. . Yes, the resulting solicitation restricts pile driving activities so that only one rig is driving at a given time. (However, an offeror may position a second rig while the first is driving, so long as they are both not driving simultaneously.) See The NMFS Biological Opinion (p. 33-34) and The Final Supplemental EA (p. 6-19) for more information (both issued with Amendment 0001). On: Oct 12 2017 Current Request Status: Request Closed

6708879 Construction Phasing Para. 5.3.3 00 22 11
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
In section 00 22 11 paragraph 5.3.3 Tab 2 Factor 2 - Technical Approach item 2 b.3, it states: "Discuss their approach to schedule all in-water work (demolition and pile-driving phases) that shall not exceed 27 continuous months weeks in total duration (including all demolition to be completed within 7 continuous months) which is to be completed with the overall period of performance." We are assuming the word "weeks" above is a mistake; please confirm. Our other questions is: why must the demolition be completed in 7 continuous months? In lieu of the seven months, we would prefer that the demolition be done according to the needs of the construction schedule.
On: Oct 27 2016.
Government Response. . Correct, "weeks" was a mistake, which has been corrected in the current solicitation. The demolition must be accomplished in 7 continuous months per the environmental consultation documents. On: Sep 16 2017 Current Request Status: Request Closed

6708890 Construction Phasing 01 14 00
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 01 14 00 Work Restrictions does not indicate any restrictions with respect to in-water work. Are there any schedule restrictions that limit in-water work on this project? Please provide USACE and any other permits already obtained for this project.
On: Oct 27 2016.
Government Response. . Restrictions on work in and over the water are included in the biological opinions attached in amendment 0001. The biological opinions authorize year-round work (no designated "fish window") subject to the construction sequence and schedule timelines in the Environmental Impact Statement. 6708895 Contracting Para. 1.1b 00 14 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

6708896 Contracting Para. 5.3.5 00 22 11 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
In section 00 22 11 paragraph 5.3.5 Tab 4 Factor 4 - Socioeconomic Considerations item a. sub-item v., it states:
"Goals for this procurement are – Small Business (50%) of the total contract value." This contradicts what is said in Section 00 22 16, which states plainly that the "goals are calculated as a percentage of the TOTAL SUBCONTRACTING DOLLARS, NOT THE TOTAL CONTRACT AMOUNT." We assume that this sentence in 00 22 16 is correct and that paragraph 5.3.5 is in error.
On: Oct 27 2016.
Government Response. . All small business participation goals will be value of the total acquisition per section 00 22 00, i., Tab 4 of the Technical Proposal: Factor 4 – Small-Business Participation, paragraph 2.

6708923 General Para 5.3.2c 00 22 11 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Because of the limited number of pier projects of this size, we request that projects that are 90% complete or greater be considered as "substantially complete" for purposes of the RFP.
On: Oct 27 2016.
Government Response. . Per section 00 22 00, paragraph 5.3.2. 2. c. of the RFP, "Do not submit construction projects that are not at a minimum substantially complete. (For this purpose, 'substantially complete' means that at least 90% of the project is complete.)" On: Sep 16 2017 Current Request Status: Request Closed

6708926 Contracting Pra 5.3.2, Factor 1, 2(2) 00 22 11
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
This item asks for three sample projects from any subcontractor that will be responsible for 25% or greater of the project. If we do not have any subcontractors that will be responsible for 25% or more of the project, are we to simply skip this section? Will we be rated higher for not having a subcontractor that performs as much as 25% of the work? We understand from the end of this section that greater weight will be given to firms that self-perform.
On: Oct 27 2016.
Government Response. . If there are no subcontractors that provide 25% or more work, then you may disregard this section.
At this time, there are no plans to rate a firm higher for specifically not having a subcontractor perform 25% or more of the work. On: Sep 16 2017 Current Request Status: Request Closed

6708928 Contracting Pra. 5.3.3, 3(2)c 00 22 11
We think 6 pages, including an organization chart, may be too short to successfully provide all the information requested for the Factor 2 Technical Approach. We request that the number of pages be extended to 10, and that the organization chart be excluded form that count.
On: Oct 27 2016.
Government Response. . Per RFP Section 00 22 00, para 5.3.3 2.c., "The organization chart is limited to one 11" x 17" page. Otherwise, the submission may include narrative and/or graphics and is limited to ten 8-1/2" x 11" pages. Although a standard format is not specified, the information should be presented in essentially the same order as discussed above. On: Sep 16 2017 Current Request Status: Request Closed

6708929 Contracting Para. 5.3.3, 3(2) 00 22 11 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
We are asked to limit the schedule to two pages, but there must also be a signed compliance statement in this tab.
May we assume that the compliance statement is not included in the two-page limit?
On: Oct 27 2016.
Government Response. . Per RFP Section 00 22 00, para 5.3.3 3.c.(1), related to the Project Schedule, "There is a two (2) page limitation for this submission; however, pages must not exceed 11" x 17" in size.
The offeror's statement of compliance with 10 U.S.C. 2858 is not included in this limit. Ensure the font size is legible so each activity and its duration can be read." On: Sep 16 2017 Current Request Status: Request Closed

6708931 Contracting 00 22 11 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Because of the size and complexity of the project, and possibilities for injury, we request that Offeror Safety Statistics be another factor that will be weighed in the RFP.
On: Oct 27 2016.
Government Response. . Site safety is an important contract administration consideration, especially as it pertains to the work site safety plan. However, please note page 3, item 6. "Safety/Security" on the Past Performance Questionnaire. Accordingly, this item will be considered under the past performance factor (see section 00 22 00). 6708941 Mechanical Sheet C-503 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Sheet C-503 calls for 3-inch DIP. In the past we have found this to be a not-stocked item and suggest that 4-inch DIP be allowed as a contractor's option.
On: Oct 27 2016.
Government Response. . The 3-inch pipe size is required for self-cleaning velocities of flow. Use of 4-inch pipe is not acceptable. On: Sep 16 2017

The Bid Form Schedule lists the CLIN base bid and option items spread over PDF pages 6 through 33. Is it possible to provide a table format of the 64 each bid items listed?
On: Oct 27 2016.

6708968 Contracting 00 01 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The solicitation Bid Form Schedule lists the CLIN base bid and option items. There are multiple base bid items separated into different areas of the project and trades of work. It is not typical for a bid form to be broken down into this much detail on the base bid due to the post award breakdown by pay estimate in the activities of the schedule, and this will cause extra effort to close-out the estimate on bid day. Is there any possibility of grouping the non-unit price base bid items into less than the current sixteen sub-base bid CLIN's?
On: Oct 27 2016.
Government Response. . Our Cost Engineering Section feels the quantity of base bid CLIN helps the bidder, and USACE, in providing greater detail when bid analysis time occurs. It prevents USACE from having to ask the bidder what's actually rolled up into, or included in that dollar amount. On: Oct 11 2017 Current Request Status: Request Closed

6708971 Contracting 00 01 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The solicitation Bid Form Schedule lists the CLIN base bid and option items. Please clarify which line items on the form require contractor values to be filled in.
a) As an example item 0001 states it's the CLIN for the "... to complete Replace/Upgrade (Modernization of) Pier 2 ..." there is a solid line and the words NET AMT, but no quantity or unit. Are we expected to provide a price here?
If so, is the price the total base bid amount that is then further separated by the individual bid items 001AA to 001AR? Or is this for the work activities in the base bid that are not specifically listed in the CLINs 0001AA to
0001AR?
b) Another example is CLIN 1008 option or 1009 option for Work Suspension - there is a solid line and the words NET AMT, but no quantity or unit. Are we expected to provide a price here? CLIN 1008 option or 1009 option are each followed by multiple sub CLIN items that have a quantity and unit. Is the initial bid item meant to be the total option item cost for that series that is further separated by the individual bid items 1008AA and beyond?
On: Oct 27 2016.
Government Response. . Our Cost Engineering Section has indicated that each CLIN should include a total CLIN amount. On: Sep 18 2017 Current Request Status: Request Closed

FAR Clause 52.215-20 indicated that the Work-Breakdown – Structures are defined in section 00 21 00. Was this sentence intended to reference 00 22 11?
On: Oct 27 2016.
Government Response. . The previous Section 00 22 11 has been moved to 00 22 00 in the latest version of the solicitation, and FAR 52.215-20 in the solicitation now references 00 22 00. On: Sep 18 2017 Current Request Status: Request Closed

6708990 Contracting CLIN 1008 00 01 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Regarding the CLIN 1008 option for Work Suspension mobilization and demobilization:
a)Are we interpreting this correctly that the equipment to be relocated is intended to be the mobile equipment inside a certain blast radius? Our reason for asking is due to the exorbitantly high cost for demobilization and remobilization of stationary large construction equipment that is not mobile.
b)Can additional definition be provided on this option CLIN? We are interested to know :
i) How far away are we required to Demob/Mob the personnel and equipment?
ii) Is there is an alternate position at the MOTCO facility we can stage the equipment?
On: Oct 27 2016.
Government Response. . This option was deleted between the draft solicitation provided for comment in Fall 2016 and the solicitation as issued in Sept 2017. Unanticipated work suspension and demobilization will be handled as a contract modification in the unlikely event it is required.
In addition, the following instructions were added to RFP section 00 22 00, under the work breakdown structure instructions to facilitate any necessary modification, "In addition, the Contractor shall provide a separate price-breakdown structure that includes, but is not limited to, all labor categories, hours, material, equipment, transportation, travel, and per diem related to each CLIN 0024, MEC Removal and Disposal, and CLIN 0025, MEC Blast-in-place." Section 03 01 30.71, paragraph 1.7, "Traffic Control," restricts traffic in the "work area" during the cure period of the concrete repair epoxy. We anticipate that the East Trestle will be used for daily access to the Work. As this work is below deck of the East Trestle, please remove this paragraph or clarify that it does not apply to the work below deck.
On: Oct 27 2016.
Government Response. . The deck strengthening technique does not allow for loading of the deck during the cure period as deflections may impact the process.
As such, Section 03 01 30.71 para 1.7 "Traffic Control" will not be removed from the specifications.
Contractor shall comply with this specification. On: Oct 11 2017 Current Request Status: Request Closed

Please reconsider the DBE/SBA participation goals stated at the industry day presentation. The nature of pier demolition and construction requires immense capital and equipment capabilities that businesses in these categories could not possibly provide. Please consider the percentage of anticipated more common trades and materials that will be on the project as a basis for establishing these goals. Further, these companies usually do not carry the adequate insurances for over water work or the experience to safely perform the work. (i.e.- a small business concrete contractor may be qualified to build park hardscape but is not qualified to build a pier deck) Small business participation should be limited to trades such as trucking, AC paving, miscellaneous materials, light electrical/utilities, etc. where heavy capital and technical specialization is not as critical. In cases where participation goals are unrealistically high, contractors are forced to use pass-through subs or unqualified subs to meet the goals, resulting in higher cost and risk on the project. Marine construction does not lend itself to high SBA/DBE etc. participation.
On: Nov 23 2016.
Government Response. . Per section 00 22 00, under the Factor 4 - Small business Participation, no specific goals have been provided. However, under paragraph 2.(f), "The proposal will be evaluated to as to the size of the subcontracting goals and their realism/reasonableness. As such, the Government will give more consideration to those firms that propose higher and more realistic small business participation goals.
Items that increase the likelihood of meeting socioeconomic goals, such as identifying specific subcontractors or enforceable commitments (this list is not exhaustive) may result in higher ratings (proportional to the amount of risk reduced)." On: Sep 16 2017 Current Request Status: Request Closed

Please clarify what will classify as "in-water" work. It is understood there will be a 24 month unrestricted period for in-water work with demolition being complete within 7 months. It seemed at the presentation that in-water work would include deck construction and other work above the water and the 24 month period would apply to this work. In many cases "in-water" work is meant to be surface-breaking activtities like pile driving and dredging with work above the water being exempt from the restriction. Given the restriction for one hammer working at a time, it does not appear that there is sufficient time to construct the project. Please consider exempting over-water work from the restriction as well as providing adequate contract time to complete the project.
On: Nov 23 2016.
Government Response. . "In-water" work covers all aspects in or over the water including deck construction and all on-pier activities. The period of construction and demolition overlap, and the offeror should refer to the issued biological opinions as such below:
12 month pile driving (NMFS BO p.35) 7 month demolition (FWS BO p.19; SEA p.2-9/2-10) 24 month in-water and land construction (FWS BO p.19; SEA p.2-9/2-10) On: Oct 24 2017 Current Request Status: Request Closed

Has the government made any consideration for the disposal of the creosote pier or made consultation with area disposal sites for their acceptance criteria? Do we know if area sites can accept the volume of treated lumber in question or will it need to be taken outside the region for disposal? Given the volume of materials to be disposed, this will be a significant factor in maintaining the 7-month demolition schedule.

Please reconsider lowering all of the Socioeconomic Goals that are currently expected for this project. There are very few qualified SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB firms that can perform work on a large marine project of this size, scope, and nature. A brief study of the local market reveals that goals in the range of approximately 45-55% of the currently listed amounts would be more appropriate.

2. Spec section 03 45 33: 2.2.1.3 please clarify if silica fume is mandatory.
3. Spec section 03 45 33: 2.4.2 Chloride Ion Test; Will the Engineer waive this requirement since the pile has 2.5" cover and 3 gallon / cyd of concrete of corrosion inhibitor?
If no, will at the Engineer at least increase the threshold to 3,000 coulombs or increase the age of test specimens to 56 days?
On: Sep 13 2017.
Government Response. . The slag content must meet both sections. The requirement in 2.2.1.2 is more restrictive than that provided in 2.2.1, therefore it governs.
Silica fume must meet the requirements of 2.2.1.3. Omitting silica fume would not meet the minimum requirement in that section.

At the 11/10/2016 Industry Day conference, the Contracting Officer verbally indicated that a 45-day solicitation period would be provided for this procurement. In our initial analysis of the Small Business Participation Goals (Section 00 21 16, pg. 30 of 122 in the front-end RFP) that are now to be calculated as a percentage of the TOTAL CONTRACT AMOUNT, we have determined that these goals are far too high and unreasonable for a specialty marine project of this size, scope, and complexity. Our market analysis indicates an insufficient quantity of qualified subcontractor and/or small business firms that are experienced in this type of work. Additionally, requiring a small business goal that essentially requires 50% of this project to be performed or subcontracted by a subcontractor and/or small and/or disadvantaged businesses then unfairly places burden on large businesses with the proper/relevant experience, and who could otherwise self-perform a greater percentage of this project more safely, efficiently, and in compliance with the specifications, and at a lesser/more competitive price. Large businesses are now at great risk of receiving poor or unacceptable evaluation ratings for Factor 4 – Small Business Participation because of these unreasonable and unachievable goals as they are currently stated to be applied.
Alternatively, a more achievable and realistic/reasonable method for application of the Small Business Participation goals would be to revise the calculation method for the goals back to a percentage of the TOTAL
SUBCONTRACTING DOLLARS.
On: Sep 15 2017.
Government Response. . A recent amendment removed the specified goals in RFP Section 00 21 16, under Preparation of Subcontracting Plan, para(d). These goals have been posted separately to the FBO, for information only.
In addition, please note: RFP Section Tab 4 (Small Business Participation), para 2.(f)., "The proposal will be evaluated to as to the size of the subcontracting goals and their realism/reasonableness. As such, the Government will give more consideration to those firms that propose higher and more realistic small business participation goals. Items that increase the likelihood of meeting socioeconomic goals, such as identifying specific subcontractors or enforceable commitments (this list is not exhaustive) may result in higher ratings (proportional to the amount of risk reduced)."
As such, offerors must submit their own goals. The submitted goals will be made a part of the resulting contract and will be evaluated as to their size and realism/reasonableness. Goals that are higher and/or more realistic may be given a higher rating. On: Oct 02 2017 Current Request Status: Request Closed
