Phase 1 Environmental Site Assessment -ii- MOTCO Pier 2 Concord Ca
SECTION 1 EXECUTIVE SUMMARY
1.1 Current Project and Site Description
Unitek Environmental-Guam, Inc. (Unitek) was retained by PBI/CYS Civil & Structural Consultants to conduct a standard ASTM E 1527-13 Phase 1 Environmental Site Assessment (ESA) for Pier 2 of the Military Ocean Terminal Concord (MOTCO) located in Concord, California. The subject site covered by this survey is approximately 159,000 square ft., or approximately 4 acres.in size and is currently in the process of being repaired and upgraded by the US Army Corps of Engineers. The subject site currently supports a munitions handling pier, rail and truck access and operating buildings/offices located on and adjacent to the pier. The pier and associated structures were built in 1944 with modifications and repairs from that period to the present. Most of the existing structure is planned for demolition as part of repairs and upgrades to the facility. The site is located within a remote area of MOTCO due to its use as an ordnance ship loading/unloading facility.
1.2 Site History
During World War II, Pier 2 was part of an extensive ordnance loading and transportation facility supporting ammunition shipments to the Pacific area of operations as part of a facility then known as Port Chicago. In July 1944, a major explosive incident occurred at Pier 1, located immediately to the west of Pier 2, which destroyed Pier 1, two ammunition loaded ships and killed several hundred workers. The scattered munitions and debris significantly contaminated the Pier 2 water and land areas with Munitions and Explosives of Concern (MEC), which still exists in the area. An Explosive Safety Submission (ESS) was conducted in August of 2013 which documented the MEC hazard and imposed explosive safety precautions for construction activities within the area which includes planned Pier 2 demolition and construction.
The following information is quoted from the Explosive Safety Submission (Attachment 1):
The Munition Response Sites (MRSs) addressed in this ESS (Port Chicago Terrestrial Explosion Area MRS, and the Port Chicago Water Explosion Area MRS) of MOTCO are located within the affected area of the Port of Chicago Explosion of July 1944. From the 1940s through the 1990s, CNWS was a major naval munitions trans-shipment port on the West Coast. In 1944, there was an explosion in what was then known as Port Chicago, which is located in the Suisun Bay. The explosion involved more than 5,000 tons of ammunition, including MK79 fire bombs, MK47 depth bombs, MK49 650-lb depth bombs, M66 2,000-lb bombs, M65 1,000-lb bombs, MK33 1,000-lb bombs, M64 500-lb bombs, M58 500-lb bombs, MK54 350-lb bombs, MK10 projectors, 12-inch projectiles, 7.2-inch rockets, 5-inch rockets, 4.5-inch rockets, 3.5-inch rockets, 3- and 5-inch projectiles, M-5 fragmentation bombs, 20-lb fragmentation bombs, 220-lb fragmentation bombs, MK66
Phase 1 Environmental Site Assessment -3- MOTCO Pier 2 Concord Ca rocket motors, 83-mm rockets, pyrotechnics (MK1, MK 2, MK4, MK13), and 20- and 40-mm projectiles (Army-Navy Explosives Safety Board, 1945). As a result of the blast, munitions that underwent incomplete detonation or did not explode were scattered throughout the MRSs addressed in this ESS as well as the 135 acre Tidal Explosive Ordnance Disposal (EOD) Area. Based on the quantity of munitions on the ships and railcars, the Preliminary Assessment (PA) estimated an impact radius of 12,000 feet extending from the former Pier 1.
Site Reconnaissance, Records Review, and Interviews
The site reconnaissance was performed by John Scott of Unitek Environmental Guam (Unitek) during the period 3-8 November 2014. Visual site inspections, site photographs and data collection, as well as interviews with MOTCO explosive safety and MEC contractor personnel were performed on these dates. Unitek physically inspected all accessible areas of the property and collected photographic evidence of potential hazardous waste. Follow up telephone interviews and emails were also conducted during this assessment.
1.3 Findings, Opinions and Conclusions
Primary Hazardous Waste: The results of this Phase 1 Environmental Site Assessment indicated there is documented evidence of MEC within the planned construction area.
Previous project records indicate a history of MEC exists on the site in the form of military ordnance associated with the July 1944 explosive incident.
Possible Hazardous Waste: There is also a possibility that small quantities of asbestos materials and/or lead based paint may be present at the site associated with the original construction from the 1940’s according to government documents research. This would represent limited environmental liability during the planned demolition phase. A building inspection should be performed to positively identify and quantify these materials prior to demolition. The Phase 1 did not indicate any other evidence of significant environmental items of concern for the site.
The information obtained for this Environmental Site Assessment indicates that Pier 2 contains environmental conditions which could pose significant liability in the form of
MEC.
Although asbestos and lead based paint may exist in the older portions of the original facility, the quantities are likely to be very small and would likely represent a small investment to abate. Overall, Pier 2 is not considered to have significant environmental impairment for asbestos and/or lead paint which would cause the owner to be liable for significant environmental damage at this time.

SECTION 2 INTRODUCTION
2.1 Scope of the Assessment: Purpose; Special Terms, and
Conditions
2.1.1 Scope of the Assessment: Purpose
The purpose of the physical site reconnaissance was to identify immediately recognizable potential and existing environmental hazards including MEC, ACM (asbestos-containing building materials), toxic substances, PCB (polychlorinated biphenyl) containing electrical equipment, hazardous chemical materials, hazardous chemical wastes, underground storage tank systems, potential surface/subsurface contamination.
2.1.2 Scope of the Assessment: Special Terms and Conditions
Unitek Environmental-Guam, Inc. (Unitek) was retained by PBI/CYS Civil & Structural Consultants to conduct a standard ASTM E 1527-13 Phase 1 Environmental Site Assessment for Pier 2 located at Military Ocean Terminal Concord, Concord California.
The subject site is approximately 159,000 square ft, or approximately 4 acres.in size and is currently owned by, and is currently in the process of being repaired and upgraded by the US Army Corps of Engineers. This Phase 1 was performed pursuant to acquiring all pertinent information related to recognizable or potential environmental impairments and/or liability associated with the subject site at this time.
2.1.3 Limitations and Exceptions of Assessment
Phase I Environmental Site Assessments are not intended to address all environmental issues including, but not limited to: fire or explosion hazards (which could be addressed by an insurance loss control survey or inspection by the fire marshal), biological concerns (such as disease or infectious waste), public health/safety issues, community/worker right-to-know regulations, radiation hazards, and many other environmental regulatory compliance requirements.
2.1.4 Limiting Conditions and Methodology Used
This site survey consisted of a review of readily accessible documentation, interviews with people having knowledge of the site, and a visual inspection of the site as it existed at the time of the site visits. A visual survey for MEC, ACM,PCB-containing electrical equipment, hazardous chemicals, toxic materials and wastes, underground storage tank systems, surface/subsurface contamination and the potential for vapor intrusion was conducted. A review of public and accessible records, and follow-up telephone interviews were also conducted. Although this assessment provides an initial screening for potential environmental liability, it should not be construed as a comprehensive evaluation of all possible environmental impairment associated with this site.
Phase 1 Environmental Site Assessment -5- MOTCO Pier 2 Concord Ca
2.1.5 Reliance on Information Provided by Others
As a matter of necessity, Unitek relies largely on readily available sources of information, such as the client, public records, and interviews, for recognizing potential environmental liabilities at a subject site/facility. Requests for information resources are made to collect relevant data on current and past practices conducted at the subject site/facility. Unitek may not receive all information requested or be able to confirm all information provided during the course of this site survey. Therefore, Unitek shall not be held responsible for errors, omissions or misrepresentations resulting from documentation or from inaccurate information provided by such sources.
2.1.6 Deviations
There were no deviations from ASTM E 1527-13 in the preparation of this report. This Phase I Environmental Site Assessment did include “all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary practice” as defined in CERCLA, 42 U.S.C 960(35)(B). Requested information from regulatory agencies and personnel affiliated with the site that was not received as of the date of this report will be forwarded to client upon receipt if information provided affects the contents of this report.

The subject site covered by this survey is a site approximately 159,000 square ft, or approximately 4 acres.in size and is currently in the process of being repaired and upgraded by the US Army.
3.2 Site and Vicinity Characteristics
Pier 2 was originally built as a timber structure in 1944 with wood decking and wooden piling supports. Since that date, several additions to the pier have included a concrete apron and approach trestle and addition of some small operating buildings. The wooden structure has deteriorated over the years, reducing its support capacity to the point access is no longer authorized due to weight restrictions. A new concrete pier is planned after demolition of the pier structure as indicated in Figure 2.
The area around the pier has limited structures including a road and parking areas with rail approaches and revetments. Most of the surrounding area has no infrastructure due to explosive safety Exclusion Zones due to the pier’s use as a ship loading/offloading facility for explosives and munitions.
Phase 1 Environmental Site Assessment -8- MOTCO Pier 2 Concord Ca
3.3 Current Uses of the Property
The site is used for ship loading/offloading operations. General housekeeping around the facility is good with minimal additional materials or trash located at the site.
3.4 Current Uses of Adjacent Properties
No industry, housing or occupied work structures are within the vicinity of the pier structure other than those directly involved in pier operations.
3.5 Site History and Past Uses of the Property
During World War II, Pier 2 was part of an extensive ordnance loading and transportation facility supporting ammunition shipments to the Pacific area of operations as part of a facility then known as Port Chicago. In July 1944, a major explosive incident occurred at Pier 1, located immediately to the west of Pier 2, which destroyed Pier 1, two ammunition loaded ships and killed several hundred workers. The scattered munitions and debris significantly contaminated the Pier 2 water and land areas with MEC which still exists in the area. An Explosive Safety Submission was conducted in August of 2013 which documented the MEC hazard and imposed explosive safety precautions for construction activities within the area which includes planned Pier 2 demolition and construction.

SECTION 6 SITE RECONNAISSANCE
The site reconnaissance was performed by John Scott, UNITEK Environmental Professional on November 3 – 8, 2014. Visual site inspections, site photographs and data collection, as well as interviews with occupants of the site were performed on these dates. Unitek inspected the subject site, surrounding lots and accessible site improvements. Follow up telephone interviews were also conducted during this assessment. Site photographs from the site reconnaissance are included (Appendix A).
6.1 Methodology and Limiting Conditions
This Environmental Site Assessment consisted of interviews with people having knowledge of the site and visual inspections of accessible portions of the site as it existed at the time of the site visit. A visual survey for asbestos, hazardous chemicals, toxic materials and wastes, underground storage tank systems, surface/subsurface contamination was performed. Although this assessment provides an initial screening for potential environmental liability, it should not be construed as a comprehensive evaluation of all possible environmental impairment associated with this site.
6.2 General Site Settings
Pier 2 is located on the shore of Suisan Bay east of San Francisco Bay. The site is sparsely populated with minimal infrastructure. Short grass and open, treeless terrain surround the site. Infrastucture consists of an access roadway, rail lines, ship channel and nearby revetments for the storage of munitions rail cars and trucks. .
6.3 Exterior Observations
• The site is maintained with de-minimis landscaping features.
• No evidence of stressed vegetation or staining of soil was observed on the site. Oil spotting in the parking areas was observed which is typical.
• Very little construction debris and other solid waste piles were observed in the immediate vicinity of the pier. Most or all of the material observed was quite inert with no likelihood for property contamination as a result of its presence.
• No hazardous materials were observed being stored or spilled on the site.
The exterior site appeared in general good environmental condition.
6.4 Asbestos-Containing Building Materials
Buildings built prior to 1980 are more likely to contain asbestos building materials. As the pier operating building was built in 1944, it is recommended this building be inspected and suspect materials including vinyl flooring and mastic which were observed should be sampled prior to disturbance during demolition to identify whether any asbestos may be present.
6.5 PCB Electrical Equipment and Contamination
No pole or pad mounted transformers were observed at the site. Fluorescent lighting was observed within the office building. It is possible lighting ballasts inside may have been built earlier than 1979 and should be inspected prior to demolition.
6.6 Indications of Lead Contamination
Since the original construction was completed in 1944 when lead based paints were heavily used, it is recommended the operating building coatings be tested to determine if lead based coatings may exist within this building prior to demolition. This would be necessary so that workers can be protected from lead dust during demolition activities.
6.7 Indications of Solid Waste Disposal
There was no evidence that any solid waste material was being buried on site or permanently disposed.
6.8 Hazardous Materials Used
No materials were observed on site, which may require notification, under 40 CFR 355.30, of the Local Emergency Planning Committee (LEPC) due to their extremely hazardous nature. The complete list of extremely hazardous materials may be found in 40 CFR 355 Appendix A.
6.9 Hazardous Material Wastes and Unidentified Containers
No indications of hazardous waste disposal at the site or unidentified chemical containers were observed on the site.
6.10 Storage Tanks
No underground tanks are registered for the site or adjoining properties with EPA.
6.10.1 Observations Underground tanks
No indications of underground petroleum tanks such as tank access ports or vent pipes observed at the site.
6.10.2 Observations Aboveground tanks
No above ground storage tanks were observed on the site.
6.11 Potential Surface/Subsurface Contamination
No soil staining or stressed vegetation was observed at the site which indicated potential surface or subsurface contamination.
6.12 Indications of Vapor Intrusion
No indications of vapor intrusion were detected on site.
