SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been modified:
SUBSURFACE INFORMATION
SUBSURFACE INFORMATION
PART 1 GENERAL
1.1 GENERAL
This section discusses subsurface information that has been collected at the site and is made available to the Contractor.
1.2 REFERENCES
1.2.1 Geologic Interpretation Report, USACE, 06 February 2017. (Attachment 8, 5.2 Supplemental Info)
1.2.2 Geotechnical Data Report, USACE, 06 February 2017. (Attachment 3, Geotechnical Data Report)
1.3 DESCRIPTION OF AVAILABLE SUBSURFACE INFORMATION
1.3.1 The Government has conducted subsurface investigations at the site. Subsurface information that was obtained during these investigations is being provided to bidders in the following two reports:
1.3.1.1 Geotechnical Data Report (GDR) — This data report contains actual subsurface information that was collected at or adjacent to the Site by the Government or for the Government for use in preparing the Contract Documents. The Technical Data contained in this report upon whose accuracy the Contractor may rely are logs of borings, logs of trenches/test pits, recorded measurements of subsurface water levels, and the results of field and laboratory testing. The GDR does not include any interpretation of the data. If opinions, or interpretive or speculative non-factual comments or statements appear in the GDR, such opinions, comments, or statements are not operative parts of the GDR and do not have contractual standing. Subject to that exception, the GDR is a Contract Document.
A. Limited Reliance by the Contractor on Technical Data Authorized: The Contractor may rely upon the general accuracy of the Technical Data contained in the GDR. Except for such reliance on this Technical Data, the Contractor may not rely upon or make any Claim against the Government with respect to:
a. the completeness of this report for the Contractor’s purposes, including but not limited to, any aspects of the means, methods, techniques, sequences, and procedures of construction to be employed by the Contractor, and safety precautions and programs incident thereto, or
b. other data interpretations, opinions, and information contained in this report or indicated on the Drawings;
or
c. any Contractor interpretation of or conclusion drawn from any Technical Data or any such other data, interpretations, opinions, or information.
1.3.1.2. Geologic Interpretation Report (GIR) — This interpretive report was prepared by the Government and contains Technical Data and specific geotechnical and geological interpretations that were used by the Government to prepare the design of this project. The Technical Data contained in this report upon whose accuracy Contractor may rely are logs of borings, logs of trenches/test pits, recorded measurements of subsurface water levels, and the results of field and laboratory testing. This report is provided to the bidders for informational purposes only and is not part of the Contract Documents.
The interpretations shown in this report reflect the judgment of the Government. The bidders must make their own interpretations of the information provided in this report and must not solely rely on the Government’s interpretations in preparation of their bids.
A. Reliance by Contractor on Technical Data Authorized:
The Contractor may rely upon the accuracy of the Technical Data contained in the GIR. Except for such reliance on Technical Data, the Contractor may not rely upon or make any Claim against the Government with respect to:
a. the completeness of this report for the Contractor’s purposes, including, but not limited to, any aspects of the means, methods, techniques, sequences, and procedures of construction to be employed by Contractor, and safety precautions and programs incident thereto; or
b. other data, interpretations, opinions, and information contained in this report or shown or indicated on the Drawings; or
c. any Contractor interpretation of or conclusion drawn from any Technical Data or any such other data, interpretations, opinions, or information.
B. The descriptions of subsurface conditions provided in the GIR are based on geotechnical investigations, laboratory tests, interpretation, interpolation, extrapolation, and analyses. The Government does not warrant or guarantee that actual subsurface conditions will be as interpreted in the GIR, nor is the GIR intended to warrant or guarantee the use of specific means or methods of construction.
1.3 LIMITATIONS
1.3.1 The Government does not represent that the boring and test pit/trench logs, field and laboratory test results and other available geologic information show the conditions that will be encountered in performing the Work. The Government represents only that such information shows conditions at the locations of the borings and test pits/trenches at the time that these explorations were performed. Each bidder must form its own opinion of the character of the Work and of the materials to be excavated, make their own interpretations, and satisfy themselves by their own interpretations and research regarding all conditions affecting the Work to be performed. The Contractor must assume all responsibility for deductions and conclusions as to the nature or condition of all earth, rock and other materials to be excavated and the difficulties of making and maintaining the required excavations, and of performing other work affected by the geology and subsurface conditions at the Site.
1.3.2 The Contractor must assume that any kind of rock and soil may be encountered in excavations, including mud, quicksand, very hard rock, or other materials that are difficult to handle.
