OBJECTIVES

The objective of this document is to establish water quality baseline at Isabella Lake to aid the

401Water Quality Certification (WQC) application and the 404(b)(1) analysis for the Isabella

Lake Dam Safety Modification (DSM) Project. Data from USACE sampling efforts and relevant data from studies conducted by other agencies (e.g. U.S. Geological Survey) were used in this process.

This document focuses on points nearest the current planned areas of construction activities and the potential receiving waters. Data from these points are analyzed to determine proposed water quality monitoring parameters that would be identified in the project 401 permit.

ISABELLA LAKE OVERVIEW

Isabella Lake is a reservoir made up of two earthen dams on the Kern River about 35 miles northeast of Bakersfield. The dams were completed in 1953 at a federal cost of $22 million to provide flood control, irrigation, and recreational benefits. The Main Dam is 185 feet high and

1,725 feet long while the Auxiliary Dam, 2,000 feet away, is 100 feet high and 3,257 feet long.

Together, the dams provide 570,000 acre-feet of storage space at full capacity. The dams protect more than 300,000 people located in the Bakersfield area and about 350,000 acres of agricultural land and oilfields. The dams are operated and maintained by the U.S. Army Corps of Engineers

(USACE), while the park facilities are operated and maintained by the U.S. Forest Service

(USACE, 2012).

Water Quality:

Generally, Isabella Lake has a depth of less than 100 feet. Isabella Lake is warm (>20ºC) approximately May - October of each year. These warm temperatures persist through the entire water column due to the reservoir being fully mixed year round. Due to the high late summer temperatures, only warmwater fish species could reliably survive in the lake year round.

Warmwater fish species include bass, carp, perch, bluegill, crappie, and catfish. Being relatively shallow, the clarity of the lake is subject to being diminished by sediments suspended by wind action.

Isabella DSM Project:

The Isabella Dam facilities require structural improvements in order to safely meet authorized project purposes and to reduce risk to the public and property from dam safety issues posed by floods, earthquakes, and seepage. The Corps is conducting risk reduction measures by developing a dam raise and building an emergency spillway labyrinth weir. This will minimize the potential for and consequences of a catastrophic downstream flooding event by remediating the significant seismic, hydrologic, and seepage deficiencies at the Isabella Main and Auxiliary

Dams and spillway for safe and effective functioning at authorized capacity, while reducing the risk to the downstream public to tolerable levels. This would support the ultimate goal of having a safe facility that meets Corps risk reduction guidelines for existing dams and allows the project to provide the benefits for which it was authorized.

TULARE LAKE BASIN WATER QUALITY OBJECTIVES AND

BENEFICIAL USES AND 303(d) LIST

The reservoir is located within the Tulare Basin. The State of California’s Tulare Basin Plan contains both general and area specific goals for various water quality parameters. For some parameters, the Tulare Basin Plan sets numerical standards for the different uses. Below are some water quality goals that the USACE considers while establishing a baseline for the reservoir. Text and tables below are taken from the Tulare Lake Basin Plan (CVRWQCB, 2004).

A summary of the Tulare Basin Plan sections on Dissolved Oxygen (DO), pH, Conductivity/

Salinity, Sediment, Settable Materials, Turbidity, Radionuclide and Chemical Constituents, Temperature, and Suspendable Materials deemed applicable to the project receiving waters are presented below. Isabella Lake is listed on the 303(d) list for dissolved oxygen and pH.

Dissolved Oxygen:

The minimum DO water quality objectives are as follows:

Lake Isabella: Designated WARM 5.0 mg/L

Designated COLD or SPWN 7.0 mg/L

Kern River Reach III (Lake Isabella to KR-1) Minimum DO 8 mg/L pH:

The pH of water shall not be depressed below 6.5, raised above 8.3, or changed at any time more than 0.3 units from normal ambient pH. In determining compliance with the above limits, the

Regional Water Board may prescribe appropriate averaging periods provided that beneficial uses will be fully protected.

Salinity/Conductivity:

Conductivity is determined in the basin plan as the best way to measure salinity. The Tulare

Basin plan reports values in µmho/cm which is equivalent to µS/cm. The following are maximum conductivity objectives for areas around Isabella Lake.

Lake Isabella: 300 µmho/cm

Kern River Reach III (Lake Isabella to KR-1) 300 µmho/cm

The following conductivity values are objectives at selected USGS streamflow stations around

Isabella Lake:

Sediment:

The suspended sediment load and suspended sediment discharge rate of waters shall not be altered in such a manner as to cause nuisance or adversely affect beneficial uses.

Settleable Material:

Waters shall not contain substances in concentrations that result in the deposition of material that causes nuisance or adversely affects beneficial uses.

Suspended Material:

Waters shall not contain suspended material in concentrations that cause nuisance or adversely affect beneficial uses.

Temperature:

Natural temperatures of waters shall not be altered unless it can be demonstrated to the satisfaction of the Regional Water Board that such alteration in temperature does not adversely affect beneficial uses. Temperature objectives for COLD interstate waters, WARM interstate waters, and Enclosed Bays and Estuaries are as specified in the Water Quality Control Plan for

Control of Temperature in the Coastal and Interstate Waters and Enclosed Bays of California, including any revisions. Elevated temperature wastes shall not cause the temperature of waters designated COLD or WARM to increase by more than 5°F above natural receiving water temperature. In determining compliance with the above limits, the Regional Water Board may prescribe appropriate averaging periods provided that beneficial uses will be fully protected.

Turbidity:

Waters shall be free of changes in turbidity that cause nuisance or adversely affect beneficial uses. Increases in turbidity attributable to controllable water quality factors shall not exceed the following limits:

- Where natural turbidity is between 0 and 5 NTUs, increases shall not exceed 1 NTU.

- Where natural turbidity is between 5 and 50 NTUs, increases shall not exceed 20 percent.

- Where natural turbidity is equal to or between 50 and 100 NTUs, increases shall not exceed

10 NTUs.

- Where natural turbidity is greater than 100 NTUs increases shall not exceed 10 percent.

The beneficial uses identified for the areas including and surrounding Isabella Lake are indicated in Table 2.

Radionuclides and Chemical Constituents:

Radionuclides and Chemical Constituents shall not be present in waters in concentrations that are detrimental to human, plant, animal, or aquatic life, or that result in accumulation in the food web that presents a hazard to human, plant, animal, or aquatic life.

PROPOSED WATER QUALITY LIMITS AND COMPLIANCE POINTS

The following parameters have been analyzed for suggested water quality limits. The proposed receiving waters are Isabella Lake and the Kern River. These limits are intended to cover in-water work and construction de-watering. In some cases the requirements set forth in the basin plan may not apply due to natural conditions and baseline being outside of the water quality objectives. The proposed compliance points for Isabella Lake will include a location 300 feet downstream of the of the in-water work and will be included in the contractor submitted water quality management plan. The proposed compliance point for the Kern River downstream of the dam is the gauging station consistent with site identification IS-SU-O-1 in the Kern River. The

Isabella Partners power facility also uses this point as a compliance point.

Dissolved Oxygen:

Baseline data for dissolved oxygen at the surface indicates that the lake is naturally oxygen deficient. Due to the natural low levels of DO at the surface, activities will be monitored under the WARM interstate guidelines of 5.0 mg/L for both the Kern River and Isabella Lake. For instances when DO is below the WARM threshold, four- hour compliance point data will be screened within 2 standard deviations of data from one background station from the previous 48 hours or within 2 standard deviations of the long term mean.

Settleable Material:

Monitoring will occur for settleable matter not to exceed 0.1 mL/L in surface waters as measured in proposed compliance points.

pH:

The proposed monitoring points will be monitored for pH levels not be depressed below 6.5, raised above 8.3, or changed at any time more than 0.3 units from normal ambient pH. An averaging period of the previous 48-hours will be used.

Salinity/Conductivity:

The compliance points in Lake Isabella will be monitored for conductivity levels not to exceed

300 µmho/cm. For instances outside of this thresholds, four-hour compliance point data will be screened within 2 standard deviations of data from one background station from the previous 48 hours or within 2 standard deviations of the mean. The compliance points in the Kern River will be monitored for conductivity not to exceed the values in the following table.

Temperature:

Elevated temperature wastes shall not cause the temperature of waters designated COLD or

WARM to increase by more than 5°F above natural receiving water temperature.

Turbidity:

Due to the natural mixing effect in the lake, natural turbidity is typically between 5 and 50

NTUs. Increases will not exceed 20% when this is the case. For instances where background turbidity is between 50 NTU and 100 NTU, increases will not be in excess of 10 NTU.

Arsenic:

Arsenic is naturally occurring in the Southern Sierra Nevada in the vicinity of Isabella Lake.

Baseline monitoring indicates seasonally fluctuating values of arsenic in groundwater and surface water.

Uranium:

Uranium is naturally occurring in the Southern Sierra Nevada in the vicinity of Isabella Lake.

Baseline monitoring seasonally indicates fluctuating values of arsenic in groundwater and surface water.

SAMPLING LOCATIONS AND METHODS

During each sampling event, real-time parameters (temperature, pH, dissolved oxygen, conductivity, and turbidity) are measured and lake water samples are collected at each location.

See Appendix B for water quality data obtained from sampling events and sample data received from the laboratory.

Table 3 identifies the analytical methods and sample locations for each collected sample. See

Appendix A for a map of sampling locations. Table 4 summarizes the parameters and testing methods that are used to analyze the collected lake water samples.

AREAS OF INTEREST

The following areas of interest that may have impacts to water quality have been identified and a brief discussion is provided below. These areas of interest will be accommodated in future monitoring years and could result in future revisions to the QAPP.

303(d) Listed Parameters:

The lake is listed on the State of California’s 303(d) list for dissolved oxygen and pH impairment. These parameters are monitored during each sampling event (SWRCB, 2013).

California Drought:

California is currently in a drought that is impacting the entire state. Consequences of the drought include less runoff from rain and snowmelt typically flowing from the Sierra Nevada

Mountain Range. Isabella Lake is currently experiencing low pool elevations and lower storage volumes as a result of the on-going drought. Low pool elevations and less inflow will have an impact on water quality that will continue to be monitored.

Fires in the Watershed

The drought conditions also increase the chance for fires in the watershed that may impact reservoir water quality. Fires can have both immediate and long-term effects on quality and quantity of streamflow in a watershed. Fires may result in increased nutrient concentration, sediment production rates, turbidity, and suspension of ash and clay particles in from both aerial and streamflow deposition. Chemical suppressants used to fight fires may also pose concern to water quality.

On June 23, 2016, the Erskine Fire broke out in the Lake Isabella area of Kern Country. The fire burned approximately 48,019 acres just south of Lake Isabella before reaching full containment on July 9, 2016 (est). While the majority of the fire occurred outside of the Isabella Reservoir, the size and duration is anticipated to have adversely impacted the watershed. Further water quality monitoring in the area will be required before the impact can be fully assessed.

Zebra/Quagga Mussels:

Zebra and Quagga mussels are non-native, invasive species that can have a devastating impact on California waterways. Zebra Mussels can be introduced to a water body through other boats containing live mussels encountered in contaminated waters. Zebra mussels have a remarkable ability to remove material fish use as a food source along with particulates that prevent sunlight reaching the water bottom allowing vegetation to grow. The waste from the mussels causes a decrease in dissolved oxygen and pH. Furthermore, the mussels clog infrastructure, water intake structures, and boat engines because they can attach to hard surfaces (Habitat Conservation

Planning Branch).

A 2008 assessment performed by the Sacramento District determined Lake Isabella to have little-to-no risk of infestation.
