Include a general description of the traffic management plan for any county, state, or federal roadways impacted.
The Offeror’s proposal shall contain conceptual Cutoff Wall Design schematics including, as a minimum:
1. A plan view showing approximate locations of the work platform, permanent and slurry control (if applicable) grouting, and cutoff wall elements (including the Critical Area).
2. Plan and elevation details showing both typical and Critical Area cutoff wall elements with dimensions for elements, and element spacing and classification of primary and secondary elements, and slurry control grouting (if used).
3. A typical cross sections in the valley and right abutment showing the work platform, cutoff wall and grout lines.
The Offeror’s proposal shall contain a description of the Offeror’s Construction Method for the East Branch Cutoff Wall that includes all of the following:
• Proposed plan for performing the permanent foundation grouting and any slurry control grouting. Discuss all drilling, grouting and monitoring equipment used.
• Cutoff wall element dimensions and spacing
• Proposed element (primary & secondary) construction sequencing and how it pertains to the minimum spacing between open and curing elements described in Section 31 56 10.08, paragraph 3.5.2. Deviations from the specifications shall be supported, justified, and in sufficient detail to clearly show that the proposed deviation meets the intent and purpose of the specifications.
• Proposed sequencing between the major construction features (work platform, grouting, cutoff wall, etc.), taking into consideration the sequence requirements included in the specifications. Specifically address the seasonal restriction in the Critical Area.
• Proposed verticality tolerances (if different from specifications, discussion of any deviations from specified verticality requirements and supporting rational) and how continuity requirements will be achieved. Discuss methods that will be used for verification of continuity and concrete quality.
• Methods for construction in embankment and foundation soils. Discuss what equipment will be used and why it is appropriate for this contract. If applicable, provide relevant examples of how methods and/or equipment have been successfully used previously.
Address how Offeror will approach trench stability, high permeability soils, potential slurry/fluid loss in rock, boulders, and man-made obstructions.
• Method and approach in soil-rock interface zone to prevent slurry/fluid loss and introduction of slurry/fluid into the interface and embankment. If applicable, provide relevant examples of how methods and/or equipment have been successfully used previously.
• Method for construction in rock. Address what equipment will be used and why it is appropriate for East Branch; specifically the expected rock strengths and conditions. If applicable, provide relevant examples of how methods and/or equipment have been successfully used previously. Discuss how Offeror will approach sloping top of rock, man-made obstructions, equipment loss, slurry/fluid loss, control of seepage and concrete washout.
• How means and methods will be performed in a manner to prevent damage to the dam and maintain Dam Safety throughout all construction activities.
• Proposed methods for remediating elements, or the demonstration section, that are not accepted. Discuss methods for remediating elements that are not accepted based on not achieving verticality, inadequate overlap, poor concrete placement, and not meeting required depths.
• Ability to adapt processes/equipment to actual encountered site conditions.
• Contingency plans if minimum or expected depth, dimensions, continuity/overlap, are not met.
• Contingency plans to meet required period of performance if anticipated production rates are not met.

• How the Critical Area (1957 grouted void area) will be treated/constructed differently than the rest of the cutoff wall. Discuss how method will protect the embankment and foundation soils from slurry/fluid pressure. The Offeror may propose other methods to safely install the cutoff wall through this area if they can be shown to be equal to a cased method from a dam safety perspective.
• Proposed Construction of the Inclined Drains.
• Proposed design/method for cutoff wall elevation transition around station 2+00B from elevation 1704 to 1675.
• Protection of the tunnel during various construction activities including grouting, excavation and construction of the cutoff wall, and construction of the inclined drains.
• Proposed design and construction method for construction of the permanent dam crest widening and the temporary work platform.
In the proposal, the Offeror shall identify those technical "guidance specification" sections contained in the solicitation for the construction method(s) selected by the Offeror. If the Offeror proposes a requirement other than those contained in the specifications, the proposal shall clearly denote the deviation from or addition to the guidance specifications of the solicitation, and shall include a detailed justification for why it is a superior or more stringent approach for assuring the cutoff wall performance specified in the contract documents. If the Offeror's proposal does not identify alternate technical requirements, then the guidance specifications of the solicitation applicable to the construction method selected by the Offeror shall govern.
