Index of Available Cores and Laboratory Test Data provided in Amendment 3.
Question 23 It is requested that the Government issues single page specification replacement pages when issuing Amendments that require replacement pages. In Amendment 0001, the entire 702 page technical specification was provided with the only change being a clarification of when cores can be viewed. This would prevent any confusion when working with such a large document.
All changes shall include the changed paragraphs only and not the whole spec section.
Question 24 Will the rock cores be available for viewing after July 1st? If not, please advise the latest date that the cores may be viewed.
28 June 2013 is the last date to view core samples.
Question 25 We request a clarification with respect to the grouting of standpipes through the embankment that may be required for grout borings, for Permanent Foundation Drilling and Grouting as well as Slurry Control Drilling and Grouting. As we understand, the standpipes are to be gravity grouted in place through the embankment and two feet below top of rock.Per Section 02 32 00 - , 3.9.2.1 page 17, grouting of standpipes shall be performed single staged – in a single pass unless significant grout loss occurs. Assuming no significant grout losses occur, there appears to be a discrepancy in the specifications between sections 02 32 00 subsection 3.9 (single and multi-stage grouting requirements); section 31 32
23.13 08 subsection 3.2.4 “Standpipe” that simply specifies “methods shall not adversely introduce water or grout into the embankment or foundation soils”, and; section 31 32 23.13 08, 3.3.1 which states a maximum stage length is 20 feet.
Which should apply? Also, does sub-section 3.3.2 “Downstage grouting” procedure apply at all for standpipe installation? Finally, should significant grout losses occur 1. What is the definition of a “significant grout loss”, and; 2.
if multi-staged backfilling is required, what are the grout setup/cure requirements and what are the allowable lengths for h i i d ?
See revised Specification 31 32 23.13 08, paragraph 1.10.2 for drilling and setting standpipe restrictions.
Question 26 Reference Specification 31 00 00, Earthwork, Section 3.3.6.4, which identifies borrow areas east of the spillway approach, although none of the drawings demarcate such area. Can USACE please identify the location and limits of a borrow excavation on the drawings?
The Contractor is responsible for designing any on-site borrow area. The drawings will not be revised. See revised para. 3.3.6.4 of section 31 00 00.
Question 27 Reference Specification 31 56 10.00 08, Cased Method. Will concrete placement within the casing be subject to the same restrictions as the multi-stage backfilling described throughout Clause 3.9.2 in Section 02 32 00 Subsurface Drilling, Sampling, and Testing?
See revised Specification Section 31 56 10.00 08.
Question 28 Reference Specification 31 00 00, Page 10, 2.8 Work Platform Fill and Permanent Fill for Crest Widening, which states “These fills shall be obtained from properly-permitted commercially-available offsite source(s).” May the material be obtained from a borrow area located east of the spillway approach (as mentioned in Section 3.3.6.4 Borrow Area Excavation in Specification 31 00 00 Page 15), provided it meets gradation requirements specified in Section 2.8 of the Earthwork Specification? Can USACE please clarify if the contractor may attain platform fill and/or permanent fill for crest widening from a borrow area east of the spillway approach?
The contractor may use material from the on-site borrow source for work platform fill only if a design submittal is completed in accordance with the specifications.
No alternate sources for Permanent Fill will be allowed.
Question 29 Reference Specification 01 74 16.51 08, Page 3, 1.6 b., which states “A 16-foot wide traffic lane along the work platform shall be maintained as the dam crest road until the final dam crest road is constructed upon completion of the work under this contract.” a. May this 16-foot wide traffic lane be utilized as part of the working platform width by the contractor? b. Will this 16-foot wide traffic lane be exclusively used by others and always be clear for access?
c. Can USACE please clarify the use of this 16-foot wide traffic lane to ensure it is designed and operated safely?
Please see revised Specification Section 01 74 16.51 08, paragraph 1.6(b).
Question 30 Reference Specification 01 11 00, Page 3, which states “The temporary work platform shall be removed after completion of cutoff wall construction activities, except for permanent embankment for the final dam crest road.” May portions of the temporary concrete work platform stay in place to be utilized in the construction of the final crest?
Staged removal of the work platform is not expressly prohibited, but construction must be sequenced such that final crest widening and dam crest road construction can be done in accordance with the specifications.
Question 31 Please provide the Solicitation drawings in either DGN or DWG editable format. The following drawings are available under Amendment 0006: G-1039, C-1094, C- 2095, C-1104, C-1104, C-2105, C-3110, C-3111, C-3112, C-3113, C-3114, C-3115.
Due to the size of the drawings and associated reference files offerors need to request drawings from LRP.CONTRACTING@USACE.ARMY.MIL
Question 32 Water Treatment Is the Contractor responsible for collecting all work platform runoff water and treating it prior to disposal?
The contractor is responsible for complying with the NPDES permit requirements.
Question 33 Temporary Filll for Miscellaneous Structures This section states, "temporary fill shall contain, by weight, more than 30% silt and clay." We presume this was mistyped and should read "temorary fill shall contain, not more than 30% silt and clay."
See revised para. 2.7 of section 31 00 00. The paragraph has been modifed for clarity but requirements have not been changed.
Question 34 Work Platform Fill and Permanent Fill for Crest Widening The specification calls for Type B coarse aggregate as defined in Table B of Section 703.2 of PDT 408 for the work platform temporary fill and permanent fill material. The closest source of this material to the jobsite is roughly 80 miles. There are local quarries that can provide similar suitable material with a significantly reduced haul distance. Would the Corp consider changing this language to include best available rock as a replacement? Particularly for the temporary fill requirement? The local material is a sandstone with an absorbtion of 4.5-5.5% as opposed to the 3.5% maximum defined by the PennDOT specification.
Durability requirements for work platform Fill and Permanenet Fill will not be changed. See section 31 00 00 for changes in gradation requirements for these materials.

Question 42 02 32 00 3.9.1 Subsurface Drilling Sampling and Testing Section 02 32 00 3.9.1, paragraph 2, sent. 2, states multi-staged backfilling may be required for grouting the annular space around standpipes or while removing drill casing (if coring is performed through drill casing). Please define the conditions will require multi-stage backfilling?
See revised Specification Section 02 32 00 Paragraph 3.9.1, revised Section 01 22
00.00 10, and revised Price Schedule.
Question 43 02 32 00 Subsurface Drilling Sampling and Testing Article 3.9.2.1 This article allows the grouting of a standpipe in a single pass unless "significant grout losses occur". If significant losses do occur, the Contractor is required to follow the procedures for Multi-Staged Backfilling as specified in Article 3.9.2.2. a. Please identify or define what constitutes a significant grout loss. Review of the GFR suggests that it wasn't unusual to have great takes of more than 200% of the theoretical volume for the standpipe grouting performed during most recent investigation. b. If Multi-Staged Backfilling is required, how will the multi-staged backfilling be measured and paid? The specified procedure could result in several days of drill rig downtime for each occurrence and the number of occurrences cannot be reliably estimated. c. Does the specified procedure for Backfilling Exploratory holes apply to the Standpipes to be installed in Verification and Grout Holes specified in Sections 31 32 23.13 08 and 31 32 23.16 08
See revised Specification Sectoin 02 32 00 Paragraph 3.9.1, revised Section 01 22

Question 44 C-2105 & C-2109 Drawing Sheet C2109 shows the bottom of cutoff wall at Sta 0+10 EL 1570 & Sta 1+15B EL 1590 and on Drawing Sheet C2105 Sta 0+10B the EL is not provided, Sta 1+15B is 1570. Please confirm which elevations are correct.
See revised drawings C-2105 and C-2109.
Question 45 Please confirm the following 1)Government is the Designer of Record for the cutoff wall with regard to its function as a seepage barrier. 2) The goverment has specified the depth, strength, width, and permeability and when the Contractor achieves these criteria the Contactor has satisfied the design intent 3) All elements of the cutoff wall to be designed by the Contractors are method statements and or shop drawings. The Government and the contractor must work together throughout the course of contract performance in order to achieve the desired result - that the cutoff wall functions as a seepage barrier. Both parties will be responsible for achieving the desired result. This is not simply a matter of the contractor following the Government "recipe" and thereafter being absolved from any responsibility if the cutoff wall fails to achieve the desired result.
Question 46 Addendum to Section 00100, Instructions to Offerors, Section 00100-2, page 18 of 113 identifies that Volume I, Tab I is to contain Tab IC Data Management System. Subsequent Sections 00100-3 Content of Proposal and 0100-4 Evaluation Procedures do not contain any text identifying the content for, and the evaluation of Tab IC Data Management System.
Please provide. Please see Amendment 0006.
Question 47 Please provide the enclosures of the NPDES Permit as specified in the approval letter included as an attachment to the Specifications.
NPDES permit documents, 12 files, numbered as: 1 - Permit thru 12 - Permit are attached to Amendment 0003
Question 48 In the Price Schedule (Section 00100) Line Items 0040AA & 0040AB refer to a number of holes (3,711) in the Description but to linear feet in the quantity and unit measure. Please clarify which is correct.
Please see revised Bid Schedule and revised Specification Section 01 22 00.00 10, paragraph Optical Televiewer Survey, subparagraph Payment Item.
Question 49 Solicitation - PPQs Please confirm the number of PPQs required. In one location it states up to 5 and in another it mentions we need one for each project, which could be from 2 up to 10.
Please see revised paragraph PAST PERFORMANCE in 00100-3 of the Solicitation.
Question 50 Solicitation, Resumes Resumes are excluded from the page count. Is there a limit to how many resumes we may provide?
Please see revisions to paragraphs FACTOR II – EXPERIENCE, SUBFACTOR IIB SPECIALIZED EXPERIENCE OF KEY PERSONNEL in 00100-3 and in 00100-4 of the Solicitation.
Question 51 Solicitation – Pricing Schedule How shall the Price Schedule be compiled if the contractor selects a mixed approach for the construction of the cutoff wall where only a portion of the cutoff will require slurry control grouting?
Amendment 0008 includes a revised price schedule and instructions.
Question 52 31 56 10.00 08 The specification states, "Joints between elements shall be formed by excavating the secondary element into the hardened concrete of the primary elements for the full depth of both elements". Is there any minimum required strength before beginning excavation of the secondary elements ?
See revised Specification Section 31 56 10.00 08 Paragraph 3.5.2.
Question 53 03 37 29 - The Specifications require a strength of 2000 psi, with a W/C ratio calculated according to the ACI 211.1 Standard for the Cutoff Wall concrete.Table 6.3.4(a) of this standard "Relationship between W/C or water-cementitious material ratio and compressive strength of concrete" indicates a typical W/C ratio of air entrained concrete with a compressive strength of 2000 psi is 0.74. Please reconsider the W/C limit of .45 as stated in the specification.
The references to ACI 211.1 are for the purpose of general mixture proportioning guidelines and procedures. Each property setforth in Paragraph 2.2.1 was set for a specific purpose. The 2000 psi is only the minimum strength required and all other properties setforth in Paragraph 2.2.1 must be satisified.
Question 54 31 56 10.00 08 - The specification states, "Before excavating adjacent elements, the concrete shall reach the design strength and have reached final set based on ASTM C403/C403M." The two sentences seem to be in contradiction (Final strength in 28 days, Final set in 8 hours). Please confirm that excavation of adjacent elements can begin after final set.
See Revised Specification Section 31 56 10.00 08 Paragraph 3.5.2.
Question 55 Approval of Field Verification Testing - Throughout the specifications, the Contracting Officer is required for approval of Field Verification Testing and many other field activities during Construction. Please confirm whether the Contracting Officer must approve or the Contracting Officer's Representative will be authorized to provide approval.
Contracting Officer shall approve Field Verification Testing.
Question 56 01 22 00.00 10 - Disposal of the excavated material from the Cutoff Wall is not included in the "Cutoff Wall Construction in Embankment" Pay Item in Section 01 22 00.00 10. Per the "Mobilization and Preparatory Work" Pay Item Letter M., in the same specification section; disposal of all materials shall be included. Please confirm your intention of which Pay Item Disposal of Excavated materials from the Cutoff Wall shall be included under.
Please see revisions to Specification Section 01 22 00.00 10, paragraph Mobilization and Preparatory Work, subparagraph Payment, item M, and paragraph Cutoff Wall Construction in Embankment (applies to all Cutoff Wall Construction line items), subparagraph Payment.
Question 57 General - At the site visit on 22 May 2013 it was stated that the current NPDES permit does not allow for the use of an onsite batch plant. Please confirm that the grout plant as specified in 31 32 23.13-3.1.3.2 and/or 31 32 23.16-3.1.3.2 is not included in this restriction?
USACE's submission for the NPDES permit did not include or account for a concrete batch plant or a grout plant. However, the NPDES permit does not state that a concrete batch plant or grout plant is prohibited. If the Contractor elects to build a batch plant or grout plant, it is the responsibility of the Contractor to modify the NPDES permit and obtain any additional permitting required to erect these features. The Government is not responsible for cost or schedule impacts associated with review delays by other agencies or disapproval of permits by other agencies.
Please see revised Specification Section 01 57 20.00 10, paragraph NPDES Permits for Stormwater Discharges Associated with Construction Activities.
Question 58 In the "No Slurry" Price Schedule - Line Items 0038AA, 0038AB, 0039AA and 0039AB include at total of 30484 LF of drilling. Based on a take off of the holes, P(I), P, S and T series, and projected depth to rock we find that the total drilling included in drawing C-2100 is approximately 16,500 LF. Is there a reason for this variance?
Please see revised Specification Section 01 22 00.00 10 Paragraph Drilling Exploratory and Grout Holes.
Question 59 01 22 00.00 10 - 1.4.22.2 - In the event that grout is encountered in the redrilling process and the grout was intentionally left in the hole (not a result of poor clean out or negligence) will the contractor be compensated for drilling this material out of the hole?
Please see revised Specification Section 01 22 00.00 10, paragraph Drilling Exploratory and Grout Holes, subparagraph Measurement.
Question 60 02 32 00- 1.5.1 - The referenced section states that "The Contractor shall take appropriate measures to ensure that the boring does not provide a conduit for water or soil from the embankment to migrate into rock and/or cause internal erosion." The referenced section also states that, "If the auger or sonic casing is to be removed prior to coring, a standpipe shall be seated into the rock and the annulus shall be grouted prior to coring." In the event that auger or Sonic drilling is used for drilling the embankment, must the standpipe be placed in the hole and grouted prior to extracting the augers or casing to prevent water or soil from migrating into the hole or into the annulus?
See revised Specification 02 32 00, paragraph 3.9 Backfilling.
Question 61 02 32 00- 1.5.1 - It seems counter intuitive to allow the use of auger drilling without requiring an outer casing. Please confirm that auger drilling without an outer casing is an allowed method for drilling the embankment, except as noted in 02 32 00- 3.3.1, where it is specifically not allowed between stations 12+00 and 13+50. Auger drilling will no longer be permitted. See revised specification 02 32 00.
Question 62 02 32 00- 1.5.1 - Please confirm that the requirements of this section, as they apply to drilling the embankment, apply to the Foundation Drilling and Grouting. Yes, see revised Specification Sections 02 32 00 and 31 32 23.13 08.
Question 63 31 32 23 13 08 - The referenced specification includes restrictions on performing work in the Critical Area from October 1 to March 1. The critical area is also defined as the area from Station 7+70 to 8+80. If grout holes start at a station outside of the zone from Station 7+70 to 8+80 and they cross into this zone, are these holes also considered part of the critical area? Yes, see revised Specification 31 32 23.13 08 paragraph 1.10.2 Restrictions
Question 64 31 32 23 13 08 - 3.2.3 - The referenced specification states that " A maximum tolerance for deviation from the intended angle and direction shall be 0.5 inches per 10 feet drilled along the entire length of the hole, and shall apply incrementally throughout the length of the borehole". Other recent large grouting projects for the USACE have included drill tolerances in the range of 1 in 24 or 1 in 30. The specified tolerance is not suitable for grout hole drilling and would be prohibitively expensive. Please consider revising this requirement. See revised Specification 31 32 23.13 08 paragraph 3.2.3
Question 65 31 32 23 13 08 - 3.3.16 - The referenced specification includes a strength requirement of 500 PSI at 28 days for all grouts. This strength requirement is high relative to other projects. Consider revising this requirement to 200 PSI.
Requirement will not be revised.
Question 66 31 32 23 16 08 - The referenced specification includes references to performing work in the Critical Area. From our interpretation the Critical area entirely resides in the area of Permanent Foundation Grouting as defined in Specification 31 32 23 13 08. Is there a reason the critical area is referenced in this specification?
Yes, see contract drawing C-2100.
Question 67 31 32 23 16 08 - 3.2.3 - The referenced specification states that " A maximum tolerance for deviation from the intended angle and direction shall be 0.5 inches per 10 feet drilled along the entire length of the hole, and shall apply incrementally throughout the length of the borehole". Other recent large grouting projects for the USACE have included drill tolerances in the range of 1 in 24 or 1 in 30. Drilling tolerances in the range of 0.50 inches in 10 feet are more applicable to guide holes for secant piles. Is there a technical reason for such a restrictive specification that will be prohibitively expensive? See revised Specification 31 32 23.16 08 paragraph 3.2.3
Question 68 31 32 23 16 08 - 3.3.15 - The referenced specification includes a strength requirement of 500 PSI at 28 days for all grouts. This strength requirement is high relative to other projects. Consider revising this requirement to 200 PSI.
Requirement will not be revised.
Question 69 31 32 23.13 08 - 1.1 - The referenced section states that, "The Contracting Officer reserves the right to direct the grouting operation when necessary to maintain dam safety or to achieve specific results." Question 105 My company has a landfill/waste management facility in Mt. Jewett, PA that can accept material from this project. We have worked with ECC, one of the USACE contractors for Hurricane Sandy in NY and NJ, and this facility was approved to accept materials from the storm. Is there an approval process for disposal facilities for this project, and if so, how do we/who do we contact to obtain such an approval?
The disposal sites provided in the specifications are taken from PADEP’s website, at http://www.portal.state.pa.us/portal/server.pt?open=514&objID=589660&mode=2.
There is no process for USACE pre-approval. Approval for a site will be handled through the “Work Plan – Disposal of Materials” submittal in Specification Section 02 42 00.00 08 (submitted post-award). As part of this submittal, the Contractor will have to demonstrate that the disposal site is approved to accept the type of material proposed to be taken there based on Federal, State and Local regulations.
Question 106 This question is with respect to the material used to build the work platform fill. In the Technical Specs., Earthwork Section 31 00 00, Page 10, Paragraph 2.8 titled WORK PLATFORM FILL AND PERMANENT FILL FOR CREST WIDENING it states the following “Fill used to construct the max. work platform geometry as shown on the drawings as well as permanent fill for final crest widening must be composed of stone meeting durability requirements of Type B coarse aggregate (soundness, abrasion, deleterious material, clay, friable particles, absorption) as defined in Table B of Section 703.2 of PDT 408. Fill shall consist of a reasonably well-graded mixture of gravel and cobbles with a max. Particle size of 12 inches. This material shall contain less than 5% by weight, particles passing a #4 sieve.” In addition this paragraph states “These fills shall be obtained from properly-permitted commercially-available offsite sources.” PDT 408, Section 703.2, Table B is in reference to the quality of the stone and the parameters for the Type B Coarse aggregate and does not reference size of material.E&S Drawing Sheet No.
