Question 10 PROPOSAL The words “Tabs,” “Factors,” and “Sub-Factors” are used interchangeably throughout the solicitation. In Section 00100-2

SUBMISSION OF QUESTIONS, everything is a “Tab,” however, in Section 00100-3

CONTENT OF PROPOSAL, there are “Tabs,” “Factors,” and “Sub-Factors,” and in

Section 00100-4 EVALUATION PROCEDURES, there are “Factors” and “Sub-

Factors.” Section 00100-2, Paragraph B of the solicitation states that “Each TAB of the proposal shall consist of a Table of Contents, Summary Section, and the Team

Consensus Narrative discussion.” Which "Tabs" should include the Table of

Contents, Summary Section, and Team Consensus Narrative?

Question 15 General - At the site visit on 22 May 2013 it was stated that the current NPDES permit does not allow for the use of an onsite batch plant. Please confirm that the grout plant as specified in 31 32 23.13-3.1.3.2 and/or 31 32 23.16-3.1.3.2 is not included in this restriction?

Response 15 USACE's submission for the NPDES permit did not include or account for a concrete batch plant or a grout plant. However, the NPDES permit does not state that a concrete batch plant or grout plant is prohibited. If the Contractor elects to build a batch plant or grout plant, it is the responsibility of the Contractor to modify the NPDES permit and obtain any additional permitting required to erect these features. The Government is not responsible for cost or schedule impacts associated with review delays by other agencies or disapproval of permits by other agencies.

Question 26 My company has a landfill/waste management facility in Mt. Jewett, PA that can accept material from this project. We have worked with ECC, one of the USACE contractors for Hurricane Sandy in NY and NJ, and this facility was approved to accept materials from the storm. Is there an approval process for disposal facilities for this project, and if so, how do we/who do we contact to obtain such an approval?

Response 26 The disposal sites provided in the specifications are taken from PADEP’s website, at http://www.portal.state.pa.us/portal/server.pt?open=514&objID=589660&mode=2

There is no process for USACE pre-approval. Approval for a site will be handled through the “Work Plan – Disposal of Materials” submittal in Specification Section 02

42 00.00 08 (submitted post-award). As part of this submittal, the Contractor will have to demonstrate that the disposal site is approved to accept the type of material proposed to be taken there based on Federal, State and Local regulations, per Specification

Section 02 42 00.00 08, paragraph Permitted Solid Waste Disposal Facility.

http://www.portal.state.pa.us/portal/server.pt?open=514&objID=589660&mode=2
