1.1 SCOPE
This Section gives the pertinent weather and water stage data for East Branch Lake.
1.2 WEATHER DATA
The following climatological data was obtained from the US Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service Record of River and Climatological Observations; Observer: Ridgway Boro Sewerage Plt; January 2002 through May 2012.

NOTE: Average Precipitation amounts are calculated using statistical tables from: http://www.erh.noaa.gov/box/tables/snowfall-meltwater.html.
The statistical tables found at this link provide an estimated relationship between amounts of snowfall and the corresponding water equivalent at specified temperature range. For the average precipitation estimate in the summary table above, it is assumed that a ratio of 15:1 best fits the data (comparison of all dates with
DOCUMENT 00 31 19.23 08 Page 2 measurable snowfall amounts and average recorded temperatures on those dates; overall avg. temperature on dates with snowfall = 22.47°)
1.3 WATER STAGE DATA
East Branch is a multipurpose reservoir. Pool levels are the result of providing flood damage reduction or meeting downstream flow requirements.
There are no known upstream water purveyors impacted by low pool levels.
See the 1650 - 1623 Interim Water Control Plan included in Volume 3 - Attachments To Specifications for reservoir elevations.
Historical hydrographs and synthetic hydrographs representing projected conditions under the Interim Water Control Plan are shown in the contract drawings.
1.4 WORK RESTRICTIONS ASSOCIATED WITH POOL LEVEL
The following pool level restrictions are addressed in the specifications identified:
a. Grouting in the Critical Area (Sta. 7+780 to Sta. 8+80) shall be planned to be done between October 1st and March 1st (based on the pool being below a target elevation of EL 1623), as stated in Section 31 32 23.13 08 PERMANENT FOUNDATION DRILLING AND GROUTING, paragraph Restrictions.
b. As described in the PLACEMENT OF STONE PROTECTION paragraph of Section 35 31 19.00 08 STONE PROTECTION, the Contractor shall place the permanent stone protection on the upstream slope of the dam when the pool elevation allows for placement in the dry.
c. As described in the Alternate Water Supply paragraph of Section 01 35 00.00 08 SPECIAL PROCEDURES, in the event of a drought, the Contractor shall be required to supply up to 100% of the water required to adequately support all Contractor construction activities by means of off-site water sources.
d. Exploratory drilling in the Critical Area (Sta. 7+80 to Sta. 8+80) shall be performed between October 1st and March 1st, as stated in Section 02 32 00 SUBSURFACE DRILLING, SAMPLING AND TESTING.
e. As described in the contract drawings, the key for the work platform shall be constructed in the dry. Based on a 100' wide platform, the drawings note this to be when the lake surface elevation is below 1640'. The Contractor may propose a new elevation based on a different work platform width and key elevation. Assuming an elevation of 1640', the Contractor shall plan this work to occur between July 16th and April 1st of the following year. Delays due to the lake elevation being above 1640' within this timeframe will be handled through the Changes Clause (FAR 52.243-4).
1.5 DROUGHT
The reservoir elevation varies throughout the year. In determining the drought status, parameters such as accumulated precipitation deficit, river levels, Palmer hydrologic drought index, and ground water levels are considered along with lake level to determine drought conditions.
Historically the government has become concerned with drought conditions when pool levels begin to approach record lows that date. See the contract
DOCUMENT 00 31 19.23 08 Page 3 drawings for hydrographs from 2008 through 2012 under the Interim Water Control Plan. For examples of drought concerns during this timeframe see spring 2008 and fall 2011 for pools approaching drought conditions.

SUBSURFACE INVESTIGATION INFORMATION
PART 1 GENERAL
1.1 SUBSURFACE CONDITIONS
Subsurface exploratory borings have been obtained by the Government to determine the general character of the subsurface materials within the project area. Locations of the borings and boring logs that fall within the area of this contract are included for the convenience of the Contractor in the 2012 Geotechnical Baseline Report for East Branch Dam provided as Volume 2 - 2012 Geotechnical Baseline Report of the contract documents. The Government assumes no responsibility for any interpretation or deductions made by the Contractor from the logs, data, or report. While the borings are generally representative of subsurface conditions at their respective locations and for their respective vertical reaches, localized variations of characteristics of the subsurface materials of this region should be anticipated. Groundwater elevations, shown on the boring logs, are those encountered at the time when the borings were taken and will fluctuate due to factors such as rainfall, lake and/or river stages.
Seven additional borings will be required to be obtained by the Contractor as part of this contract, refer to Specification Section 02 32 00 SUBSURFACE DRILLING, SAMPLING AND TESTING. It is the Contractor's responsibility to obtain additional information, if necessary in his judgment. See also Section 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO BIDDERS, paragraph 52.236-4011 SITE INVESTIGATION BY THE CONTRACTOR.
1.1.1 Inspection of Geologic Samples
Samples taken during geologic investigations by the Government are available to Contractor's and bidders for examination. These data represent the best subsurface information available; however, variations may exist in the subsurface between boring locations. Contractors and bidders may inspect these cores and samples as follows:
Pittsburgh Engineering Warehouse and Repair Shops 3510 Grand Avenue Pittsburgh, Pa 15225
Cores from the following borings will be available for viewing on 3 June and 4 June 2013 from 8:00 a.m. to 4:00 p.m.: E-39, E-41, E-46, E-47, E-50, E-52, E-55, E-60.
Any request for viewings outside of these dates will be by appointment only. Requests for all viewings are to be submitted by sending an email to LRP.CONTRACTING@USACE.ARMY.MIL with SUBJECT: "W911WN-13-R-0002: Core Viewing - your company name. Requests are to include the information required by FAR 52.236-27 SITE VISIT." Bidders must indicate any additional cores which they would like to inspect during viewings during viewings outside of these dates when requesting an appointment.
Additional rock core viewings are available by appointment only as follows:
DOCUMENT 00 31 31.13 08 Page 2
a. 6-14 June 2013, available for viewing from 7-11 AM or 12-4 PM
b. 17, 19, 21, 24, 26, and 28 June 2013, available for viewing from 7-11 AM or 12-4 PM
Reservations must be confirmed by 12:00 pm EST on the previous day if only interested in rock core and soil samples from E-39 thru E-62.
Reservations for soil samples or additional rock core: A three days notice to coordinate sample layout is required, therefore, the final day to make reservations for soil samples or additional rock core is 25 June 2013. The last day for core viewing is 28 June 2013.
