Range Maintenance
TECHNICAL EXHIBIT 5.11-002
MAINTENANCE ALLOCATION CHART
a. Policies. Units are responsible for the organizational maintenance and repair of their assigned range/training facilities. Requirements beyond self-help capability shall be performed by the Contractor as prescribed in USAIC Reg 420-8 and other provisions herein.
b. Range Division Responsibilities:
(1) Provide standard targets and spare parts for RETS ranges (including printer paper).
(2) Perform organizational maintenance of targetry on automated rifle marksmanship and BFV/Tank ranges.
(3) Monitor and assist in prioritizing maintenance support provided by DPW and DOL.
(4) Notify units of the need to request additional/replacement plywood targets on BFV/Tank ranges.
(5) Notify units when requested fabricated targets are ready for pickup.
c. Unit Responsibilities. Units assigned ranges are responsible for:
(1) Minor repair to structures, i.e., re-fastening of loose boards, interior painting, replacement of windowpanes, fastening of hardware, etc.
(2) Vegetation control, i.e., bushes obstructing line of fire or causing unsafe conditions.
(3) Maintenance of grounds to include cutting of grass around structures to a distance that tractor mowers can operate and clearing all flammable material to 2 meters from structures.
(4) Cleaning of target coffins to include removal of dirt around moving target monorails (excluding RETS ranges).
(5) Maintain an adequate supply of targets and target frames on site. Request plastic/paper targets from Range Division. Request construction of target frames and plywood targets used on BFV/Tank ranges from DPW via DA Form 4283 through Range Division.
(6) Correct minor drainage deficiencies to include cleaning of ditches and culverts.
(7) Change out and service target lifting devices and hit sensors.
(8) Perform erosion control on target berms (29th INF REG) However, the contractor shall supply any required dirt..
(9) Keep latrines policed to include adding deodorant provided by the KO and water when needed. (See further information in paragraph d. below.)
(10)Position sandbags and skip plates (to be moved by the contractor) for protection of target coffins/devices.
d. Coordinating Instructions:
(1) General maintenance requirements that cannot be accomplished through self-help, i.e., electrical deficiencies and major earthwork, must be submitted to DPW by a service order, phone 545-2135. Requirements for modification or alteration must be requested by DA Form 4283 through Range Division, DOT.
(2) Request for repair of electrically operated target mechanisms is made to DOL by phone 545-2253.
(3) Latrines: Specific support procedure for field latrines are as follows:
(a) Concrete Pit Type: for pump out, call DPW Contract Services, 545-4749.
(b) Field Type: Submit DA Form 4283, Facilities Engineering Work Request, through Range Division Safety/Service Branch to resite.
(c) Unexploded Ordinance (UXO): Anyone finding UXO on ranges is to call Range Control Radio Room at 545-3474 or 545-3479. The finder will stay in the area to show the Explosive Ordinance Detachment (EOD) where the UXO is located. Range Control will contact EOD. No further action is to be taken until the arrival of EOD. Risk of finding UXO is slight in the cantonment areas (Sand Hill, Kelly Hill, Main Post, and Lawson Army Airfield); moderate in the remainder of the installation with the exception of the identified “dud areas” that are high risk. These high risk areas are set forth on maps contained in the DPW technical library.
