About this file

This is Amendment 0002 to Solicitation W911SD26QA114, issued by the U.S. Army Mission and Installation Contracting Command–West Point on September 28, 2026. The amendment posts RFI Batch 1 Questions and Answers addressing clarifications on the solicitation requirements.

The solicitation seeks a firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for manufacturing India White garments for the United States Military Academy at West Point. The requirement covers five Contract Line Item Numbers (CLINs): Men's India White Coats (CLIN 0001), Men's India White Trousers (CLIN 0002), Women's India White Trousers (CLIN 0003), Women's India White Coats (CLIN 0004), and Women's India White Skirts (CLIN 0005). The ordering period runs from November 1, 2026, through October 31, 2033 (seven contract years), with estimated annual quantities of approximately 1,300 coats, 2,600 trousers, and 300 skirts. During the initial contract year, the Government provides all fabric and materials as Government Furnished Items (GFI); the contractor must source all materials for option years. Offerors must submit pre-award production samples demonstrating manufacturing capability using pre-cut fabric provided by the Government, with sample fabric requests due by October 5, 2026, at 4:30 p.m. Completed samples must be submitted by the solicitation closing date. A mandatory First Article Test is required for the base year within 180 calendar days of GFI receipt; option years may require a FAT within 240 calendar days (or 210 days if waived). Quotations shall be submitted electronically to ignacio.j.cordova2.civ@army.mil. The RFI questions and answers clarify specification references, ordering period dates, CLIN descriptions, and sample submission procedures.

Performance Work Statement (PWS)

September 2026

1.0 Introduction & Background

This Performance Work Statement (PWS) outlines the requirements for the manufacture of India White (IW) garments, which include Coats, Trousers, and Skirts. The contractor shall provide all necessary labor, equipment, and materials (as specified) to produce these garments in accordance with the standards and specifications set forth by the U.S. Government.

2.0 Scope of Work

The contractor shall manufacture and deliver IW Coats, Trousers, and Skirts. The work involves the assembly and sewing of garments using both government-furnished and contractor-acquired materials, depending on the contract year.

3.0 Specific Tasks

3.1 Garment Manufacturing: The contractor shall manufacture garments in strict accordance with the specifications detailed in the government-provided Product Description (PD) for each item.

3.2 Material Sourcing:

3.2.1 Base Year: For the base contract year, *all fabric and associated materials required for manufacturing will be provided to the contractor as Government Furnished Items (GFI), as detailed in Section 4.0*.

3.2.2 Option Years: *For all option years, the contractor shall be solely responsible for sourcing and acquiring all fabric and associated materials. All contractor-acquired materials must conform to the specifications outlined in the government-provided PD*.

3.3 Samples and First Article Testing:

3.3.1 Pre-Award Production Samples: As part of the solicitation for this contract, all offerors shall be required to assemble, sew, and finish pre-cut sample garments provided by the Government to demonstrate sewing and assembly capability.

3.3.2 Base Year First Article Test (FAT): The contractor shall be required to perform a mandatory FAT for the first delivery order of the base year. This FAT is to validate the contractor's capability to correctly interpret patterns and accurately cut fabric from bulk GFI. Full-rate production shall not begin until the Government has provided written approval of the Base Year FAT.

3.3.3 Option Year FAT: The Government, at its discretion, may require the contractor to perform a FAT for any option year order, as detailed in the schedule in Section 5.2.2. When a FAT is required, the contractor shall produce and deliver a First Article submission for approval.

4.0 Government Furnished Items (GFI)

The Government will provide the following items to the contractor:

4.1 Pre-Cut Sample Kits: The Government will provide pre-cut fabric for the initial assembly of pre-award sample garments.

4.2 Base Year: For the base performance year, the Government will provide all the necessary fabric and material necessary to manufacture all Coats, Trousers, and Skirts.

4.3 Product Description (PD) and Data Rights:

The Government will provide a detailed Product Description (PD) for each garment type. The PD includes all technical data, specifications, and patterns required for manufacturing. All digital patterns will be provided exclusively in the industry-standard Gerber file format.

All data and files furnished by the Government under this contract are, and will remain, the sole proprietary property of the U.S. Government. This contract grants the contractor a limited and non-transferable right to use these files and data for the exclusive purpose of performance on this contract only. No transfer of data rights is granted or implied. Any other use, duplication, or disclosure of this data is strictly prohibited.

4.4 Delivery Orders and Estimated Quantities:

The specific quantities and mix of sizes to be produced will be specified in individual Delivery Orders issued by the Government against the contract.

For planning purposes, the Government anticipates ordering approximately 1,300 Coats, 2,600 Trousers, and 300 Skirts per contract year (for the base and all option years). These quantities are good faith estimates for planning purposes only and do not constitute a guarantee of a minimum or maximum purchase by the Government in any given year.

5.0 Deliverables & Schedule

5.1 Finished Garments: The primary deliverable is the successfully manufactured Coats, Trousers, and Skirts that meet all specifications outlined in the PD and this PWS.

5.2 Delivery Schedule: The delivery schedule is dependent on the contract year as follows:

5.2.1 Base Year Delivery: For the base contract year, a mandatory FAT is required. The total delivery period is 180 calendar days from the contractor's written confirmation of receipt of all GFI.

The following phased schedule applies:

a. FAT Submission: The contractor shall deliver the First Article submission no later than 30 calendar days after confirming receipt of the GFI.

b. Government Review: The Government will review the First Article submission and provide written approval or disapproval within 30 calendar days.

c. Final Delivery: The contractor shall deliver the full remaining balance of the order no later than 180 calendar days from the confirmation of GFI receipt. This delivery period is inclusive of all time required for First Article Testing and any potential corrections.

5.2.2 Option Year Delivery: The contractor shall complete the delivery of all items specified in an option year delivery order according to the following schedules, based on the Government's First Article Test (FAT) decision, which will be specified in the order.

Path 1: First Article Test is REQUIRED (Total Delivery Time: 240 Days)

When the Government exercises its option for a FAT, the total delivery period is 240 calendar days. The following phased schedule applies:

a. FAT Submission: The contractor shall deliver the First Article submission for Government approval no later than 90 calendar days after the date the Delivery Order is placed. This 90-day period includes all time required for the contractor to source and obtain necessary materials.

b. Government Review and Rejection Procedure: The Government will review the First Article submission and provide written approval or disapproval within 30 calendar days of receipt.

In the event of disapproval, the Government's notice will specify the deficiencies, and the contractor must resubmit a corrected First Article. The 30-day Government review period will restart upon receipt of each resubmission.

The contractor is hereby advised that the 240-day final delivery deadline is firm. All time spent on corrections and subsequent reviews will reduce the time available for full-rate production.

c. Final Delivery: The contractor shall deliver the full remaining balance of the order no later than 240 calendar days from the date the Delivery Order is placed. This deadline is absolute and will not be extended due to any delays in achieving First Article Test approval.

Path 2: First Article Test is WAIVED (Total Delivery Time: 210 Days)

When the Government waives the FAT requirement, the contractor shall manufacture and deliver the complete order no later than 210 calendar days after the date the Delivery Order is placed.
