About this file
This is a draft Women-Owned Small Business (WOSB) solicitation for the manufacture of India White (IW) military garments. The U.S. Army Cadet Uniform Factory at Logistics Readiness Center—West Point is soliciting offers for the production of men's and women's India White coats, trousers, and women's skirts under solicitation number W911SD26QA114. The contract is structured as an indefinite-quantity (IDIQ) requirements contract with an ordering period from November 1, 2026, through October 31, 2033 (seven years), with estimated quantities of 4,000 men's coats, 7,000 men's trousers, 4,000 women's coats, and 7,000 women's trousers. All items are priced on a firm fixed-price basis under Product Service Code 8305 (Apparel and Clothing). Delivery is required to U.S. Military Academy West Point, New York, with the contractor bearing transportation costs on an FOB destination basis. The contract incorporates domestic preference requirements under DFARS 252.225-7012, restricting the use of clothing materials sourced outside the United States.
The Performance Work Statement (PWS) specifies manufacturing requirements with a critical distinction regarding material sourcing: the government will furnish all fabric and materials during the initial base year (November 2026 through October 2027), but the contractor must source and acquire all materials for subsequent option years while adhering to government-provided product descriptions and specifications in Gerber file format. Pre-award production samples are required to demonstrate sewing and assembly capability, followed by mandatory first-article testing (FAT) for base-year orders to validate the contractor's ability to interpret patterns and accurately cut fabric from bulk government-furnished materials. The contractor must comply with DFARS item unique identification requirements (252.211-7003), Defense Priorities and Allocations System (DPAS) rated order status, and various small business utilization and limitations on subcontracting provisions. Payment processing requires use of Wide Area WorkFlow (WAWF) for electronic invoice and receiving report submission, with specified routing data and document types for this fixed-price supply contract.
