Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical Factors defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.);
statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. L-4.2.3. The Technical Part shall, at a minimum, be prepared in a form consistent with the Performance Work Statement (PWS) and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the solicitation. Key Personnel
In order to be considered acceptable, the offeror shall provide the following:

Alternate Program Managers(APM): Offeror shall provide the following qualifications for any proposed

L-4.3 Part 3 Factor 2 Past Performance: L-4.3 Part 3 Factor 2 Past Performance: The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the work being procured under this solicitation and as defined in Section M., Evaluation Criteria. The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than three (3) years for services for the submitted data. The past performance data shall document a successful history of past contract performance. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” Submission requirements: The offeror shall submit a Past Performance Volume containing the following:
Specific Relevant Contracts Format. Sheets are limited to fifteen (15) pages total. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. The past performance information provided will be evaluated to determine the extent of:
- Business Relations
- Quality of Service
- Schedule
- Cost Control
- Customer Satisfaction
- Management of Key Personnel
L-4.4. Part 4 Factor 3 Price: The Offeror shall complete the Price Schedule (which is included with the solicitation as Attachment 1), in its entirety. The unit prices and CLIN totals for each line item listed in the Price Schedule shall be carried over to the SF 1449. The Offeror will need to return both completed documents as part of their proposal package. Please note: Use only two decimal places in the pricing on the price schedule.
Service Contract Reporting (SCR): Contractors shall report manpower data relating to the performance of service contracts into the system for Award Management (SAM) (https://sam.gov) consistent with existing service contract reporting requirement under the Defense Federal Acquisition Regulation Supplement (DFARS) 204.17- Service Contracts Inventory. SAM will only enable reporting for entities with contract that meet the SCR threshold at DFARS 204.1703. SCR will not be separately priced line item.
The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price determination, in accordance with FAR 15.403-3.
EVALUATION CRITERIA
SECTION M - EVALUATION FACTORS FOR AWARD (ADDENDUM TO FAR 52.212-2 EVALUATION OF
COMMERCIAL ITEMS
M-1. Basis for Contract Award
M-1.1. This section outlines the criteria the Government will use in evaluating the offeror’s capabilities and proposals for the Management, Repair, Administration, Logistics and Training Support Services requirement.
M-1.2. A Technical Evaluation will be conducted in accordance with the Federal Acquisition Regulation (FAR), as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents a Technically Acceptable offer.
M-1.3. Award will be based on the lowest evaluated price of proposals received that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation IAW FAR 15.101-2(b)(3). All proposals received will be evaluated for technical acceptability. Trade-offs between cost/price and non-cost/price factors are not permitted.
Unbalanced, inaccurate or incomplete price proposals, may be the grounds for entering discussions. The Government will evaluate proposed prices for reasonableness using price analysis techniques, in accordance with FAR 15.404-1(b). Pricing will also be evaluated for fair and reasonableness and for fair market price. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.
M-1.4. Award for All of the Work. The Government intends to award one contract as a result of this solicitation.
Offers received for less than the stated number of items listed in the Price Schedule and incomplete offers will be considered ineligible for award. As set forth in FAR 52.212-1, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
M-2. Evaluation Criteria
Evaluation criteria consists of three factors. The proposals will be evaluated under the following evaluation factors:
Factor 1: Technical Key Personnel Factor 2: Past Performance Factor 3: Price
M-2.1. Factor 1: Technical.
The Technical Factor evaluation provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements.
The Technical Evaluation will be conducted using a common set of adjectival ratings (Acceptable or Unacceptable) to evaluate the Technical factor; keeping in mind that mere promises to comply with contractual requirements are an insufficient basis for an Acceptable rating; evidence is required in support of any statements relating to promised performance. The chosen adjectival rating of Acceptable or Unacceptable, must be supported by the evaluator’s narrative reason(s) for the choice. The proposal will be evaluated in accordance with the information set forth in the
RFP.
Based on the information provided pursuant to the instructions for content proposal, the Government will evaluate the Technical Proposal and assign a rating of Acceptable or Unacceptable. Offeror must be found acceptable on all bullets in order to be found acceptable for the factor.
The Technical Factors will receive one of the adjectival ratings defined below.
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 1: Technical - Key Personnel
In order to be considered acceptable, the offeror shall provide the following:
Program Managers: Offeror shall provide the following qualifications for any proposed Program Managers:
o Shall have a minimum of seven (7) years’ experience working Logistical Management, in the areas of maintenance, property, supply, budget, and transportation.
o Shall possess the skills to manage all resources specific to the tasks assigned to include supervision, Alternate Program Managers(APM): Offeror shall provide the following qualifications for any proposed
Program Managers:
o Shall have a minimum of five (5) years’ experience working Logistical Management, in the areas of maintenance, property, supply, budget, and transportation.
o Shall possess the skills to manage all resources specific to the tasks assigned to include supervision, Site Supervisors (Lead): Offeror shall provide the following qualifications for any proposed Supervisors:
o Shall have a minimum of five (5) years of experience working with Army Reserve Command or other DoD equivalent, including experience in logistical and maintenance programs.
o Shall possess the experience in supervising 10-15 personnel within and outside of primary location workspace.
M-2.2. Factor 2: Past Performance.
The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation.
The Past Performance evaluation will assess offeror's relevant and recent past performance record to determine the offeror’s ability to perform as proposed. Potential sources of data are sources such as the Contractor Performance Assessment Reporting System (CPARS), Federal Award Performance and Integrity Information System (FAPIIS), contracting officer’s knowledge of previous experience with the service being acquired, and any other reasonable sources. In assessing past performance, the Government will assess the offeror’s overall past performance, and will examine how well the offeror performed in the following areas:
- Business Relations
- Quality of Service
- Schedule
- Cost Control
- Customer Satisfaction
- Management of Key Personnel
The Past Performance Factor will be assigned one of the assessment ratings as defined in the following chart:
Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Recency Assessment. An assessment of the past performance information will be made to determine if it is recent.
To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation.
A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration will be given to an offeror’s contract history which gives the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.
Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
M-2.3. Factor 3: Price.
Price will not be scored or rated. Price will not be assigned an adjectival rating. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques the Government will determine whether prices are fair and reasonable, a fair market price, complete and balanced.
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the phase-in, base period, 1st option, 2nd option, 3rd option, 4th option, 1/2 of the 4th option. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
Unbalanced Pricing: Offerors are cautioned against submitting a proposal that contains unbalanced pricing.
Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. Unbalanced Pricing will be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or subline items. Discussions may commence if proposals is determined to be unbalanced.
Definitions.
Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
Completeness/Accuracy. The offeror’s proposal is in compliance with the pricing instructions in the solicitation.

1.2. Background: Stored equipment in the United States Army Reserve (USAR) readiness model has undergone dramatic transformations over the past two decades. To support the National Military Strategy, the Army Reserve developed a model to prepare for future conflicts that requires equipment to be maintained at a higher level of readiness at all times and to be prepared to deploy in days or weeks instead of months. The objective of materiel maintenance and management is to provide maximum availability of safe, serviceable assets to customers and supported units through efficient, effective field level maintenance, and application of Modification Work Orders (MWO) on Government owned tactical and non-tactical (commercial) equipment. Most positions in USAR maintenance facilities and Equipment Concentration Sites (ECS) are designated as dual status, Military Technician (MILTECH) positions. Currently, these positions are staffed at approximately 50% of required authorizations. This staffing level has remained the same year after year for more than a decade.
