PERFORMANCE WORK STATEMENT (PWS)
Maintenance, Repair, Administrative, Logistic and Training Support Services
81st Readiness Division United States Army Reserve Command (USARC) Part I
General Information
1. GENERAL: This is a firm fixed non-personal services contract to provide Maintenance, Repair, Administrative, Logistics, and Training Support labor Services (MRAL-TSS) for 81st Readiness Divisions (RDs) within USARC.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform MRAL- TSS Services at identified Area Maintenance Support Activity (AMSA), Equipment Concentration Sites (ECS), Army Reserve Facilities, and 81st Headquarter Building 1525 fort Jackson South Carolina, as defined in this Performance Work Statement (PWS) except for those items specified as government furnished. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS, PRS and contract.
1.2. Background: Stored equipment in the United States Army Reserve (USAR) readiness model has undergone dramatic transformations over the past two decades. To support the National Military Strategy, the Army Reserve developed a model to prepare for future conflicts that requires equipment to be maintained at a higher level of readiness at all times and to be prepared to deploy in days or weeks instead of months. The objective of materiel maintenance and management is to provide maximum availability of safe, serviceable assets to customers and supported units through efficient, effective field level maintenance, and application of Modification Work Orders (MWO) on Government owned tactical and non-tactical (commercial) equipment. Most positions in USAR maintenance facilities and Equipment Concentration Sites (ECS) are designated as dual status, Military Technician (MILTECH) positions. Currently, these positions are staffed at approximately 50% of required authorizations. This staffing level has remained the same year after year for more than a decade. To meet mission requirements, temporary hires have been authorized but must be members of the Army Reserve as condition of employment; this makes it extremely difficult to hire temporary personnel. The services to be performed from this PWS focus on density beyond the capability of authorized strength and services outside the resources of the 81st RD thus enhancing customer USAR unit equipment readiness as the objective to the Army Reserve.
1.3. Objectives: The basic service objectives include the following:
1.3.1. Vehicle and Equipment Maintenance Services: Preventive Maintenance Checks and Services (PMCS), Maintenance scheduled services, Maintenance unscheduled repairs, equipment utilization.
1.3.2. Logistical and Administrative Support Services: Supply Mgmt, warehouse support, production control, and productivity analysis
1.3.3. Training Support Services: The 81st RD Logistic Sustainment Training Program (LSTP) is established to help enhance AMSA and ECS Civilian Technician's current skills and abilities to support, repair, and maintain Army Reserve equipment. The LSTP does not replace institutional training. The objective focus of the LSTP is to provide hands-on-sustainment-training and increase technician efficiency. The contract training support team will design, develop, and execute routine instructional functions necessary to sustain individual proficiency associated with Maintenance services and repairs and Supply Management functions. Course design and development functions will be in accordance with TRADOC policies.
1.4. Scope: The Contractor shall provide skilled labor in the areas of Maintenance, Repair, Administrative, Supply, Logistics analysis, Equipment Storage Support Services to eight Equipment Concentration Sites (ECS), Headquarters 81st Fort Jackson, and New Equipment Fielding Facility (NEFF) Fort Jackson.
