About this file

This is a Standard Form 30 Amendment to Solicitation/Modification of Contract issued by the Mission and Installation Contracting Command (MICC) at Joint Base Lewis-McChord (JBLM) on August 6, 2026. Amendment 0002 to solicitation W911S826RA017 removes the requirement to support Integrated Commercial Intrusion Detection System (ICIDS) services at Camp Murray, effectively narrowing the scope of work to JBLM-Main, JBLM-North, JBLM-McChord Field, and Yakima Training Center (YTC) only. The amendment eliminates all references and information regarding Camp Murray from the Addendum to 52.212-1, the ICIDS Performance Work Statement, the TE-U ICIDS and CCTV Master spreadsheet, and the TE-V Preventative Maintenance Schedule. The contract type is a Request for Proposal (RFP) for monitoring and maintenance services of the ICIDS V system. The amendment was signed by Contracting Officer Angela K. Chaplinski on August 11, 2026, and all other terms and conditions remain unchanged.

The solicitation is a combined synopsis for commercial products and services prepared under FAR Part 12.202, incorporating provisions and clauses by reference. The acquisition is not set-aside for small business concerns. The Government intends to award to the responsive and responsible offeror with the lowest evaluated price and satisfactory past performance rating of either Satisfactory Confidence or Limited Confidence. Offerors must acknowledge receipt of this amendment and all previous amendments (SF 30s) prior to the closing date. The Government points of contact are Mr. Scott A. Byrd (Contract Specialist, Scott.a.byrd.civ@army.mil) and Ms. Angela K. Chaplinski (Contracting Officer, Angela.k.chaplinski.civ@mail.mil) at MICC, JBLM. Critical dates include a site visit attendee list due July 24, 2026, a pre-proposal conference and site visit on July 27, 2026, and an RFI submittal cutoff of July 31, 2026, all at 10:00 AM PST.

1.1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part RFO FAR part 12.202. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

1.2. Solicitation number W911S826RA017 is issued as a Request for Proposal (RFP) for monitoring and maintenance services for the Integrated Commercial Intrusion Detection System V (ICDS V) at JBLM and Yakima Training Center (YTC). Services to be performed under this acquisition are limited to JBLM-Main, JBLM-North, JBLM-McChord Field, and Yakima Training Center (YTC) in order to provide a safe and secure environment for the Airmen, Soldiers, Civilians, and Families that work, live, or visit the installations.

1.3. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

1.4. An award will be made to the Offeror that is deemed responsive and responsible in accordance with the RFO Federal Acquisition Regulation (FAR) 9.104-1, DFARS 209.104-1 (DFARS CD 2026-O0042), DFARS PGI PART 209.1 (DFARS CD 2026-O0042); if the offer conforms to the Request for Proposal (RFP's) in accordance with RFO FAR Part 12 and RFO FAR Part 15 requirements; and is rated as technically acceptable, with a past performance rating of Satisfactory Confidence or Limited Confidence as described in Section IV, Paragraph 8.1 below, and the Offeror's proposal is determined to be at a fair and reasonable price.

1.5. Contracting Officers will ensure that proposals can be evaluated in an efficient and minimally burdensome fashion.

1.6. All timely proposals shall be considered. The Contracting Officer shall exercise good business judgment in deciding whether or not to accept a proposal after the due date or time per RFO FAR Clause 52.212-1(c).

1.7. The contracting officer has broad discretion in establishing how proposals will be evaluated.

For example, the contracting officer may perform a comparative evaluation of proposals. The evaluation procedures are not subject to RFO FAR Parts 14 or 15 per RFO FAR 12.203(c)(2).

Contracting officers are not required to have evaluation plans, score proposals, or establish a competitive range before communicating with Offerors or soliciting revised proposals.

1.8. The selection of a source for award purposes will be conducted utilizing source selection (negotiated) procedures as delineated in RFO FAR Subpart 15.2 Evaluation and Award, and DFARS SUBPART 215.2 Evaluation and Award (DFARS 2026-O0048). The Government will evaluate offers using the criteria under RFO FAR Clauses 52.212-2 and the addendum to RFO FAR Clause 52.212-2.

1.9. The Offer. The submission of the documentation specified below will constitute the Offerors' acceptance of the terms and conditions of the RFP and concurrence with the Performance Work Statement (PWS) and contract type.

1.10. Noncompliance with the RFP requirements may hamper the Government's ability to properly evaluate the proposal and may result in the proposal's elimination from further consideration for contract award.

1.11. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offerors' initial offer should contain the Offerors' best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and minor irregularities in offers received.

1.12. Instructions outlined in paragraph 4 below, prescribe the format for the proposal, and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to understand and evaluate proposals.

1.13. If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, the Offeror shall immediately notify the contract specialist in writing with supporting rationale. The Government reserves the right to award this contract based on the initial proposals, as received, without discussions.

1.14. In accordance with RFO FAR 4.101 Contract Files, RFO FAR 4.309 Storage, Handling and Contract Files and DFARS Subpart 204.705-70 (DFARS CD 2026-O0043) the Government will retain a digital copy of all unsuccessful proposals for the specified retention period.
